HomeMy Public PortalAbout08-01-2022 f PROCEEDINGS OF A REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA, AUGUST 1,2022 The Common Council of the City of Richmond,Indiana met in a Regular Meeting,August 1,2022 in the Council Chambers in said City. PLEDGE OF ALLEGIANCE PRAYER BY COUNCILOR GOSS President Turner called the meeting to order and the following business was conducted. ROLL CALL Present were Councilors Doug Goss, Lucinda Wright, Bill Engle, Jeff Cappa, Jeffrey Locke,Gary Turner, Jane Bumbalough, Ron Oler and Larry Parker. Also in attendance were Andrew Sickmann, Corporate Council; Karen Chasteen, City Clerk; Emily Palmer, Controller; Fire Chief Jerry Purcell; Traci McGinnis, Deputy Controller; Rodney Mayse, Municipal Airport; Greg Stiens, Public Works; Joe Smoker, Sanitary.District; Tony Foster, Richmond Power and Light; and,Media. APPROVAL OF MINUTES Councilor Locke moved to approve the minutes of the regular meeting held July 5,2022, supported by Councilor Wright. Upon a vote viva voce,the motion carried. PRESENTATIONS,MEMORIALS OR COMPLAINTS,PETITIONS AND INTRODUCTIONS,MOTIONS,RESOLUTIONS -None COMMUNICATION FROM THE MAYOR -None REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY Minutes of the July 7 and 14, 2022 meetings were accepted as presented. REPORTS FROM DEPARTMENT HEADS,STANDING COMMITTEES, SPECIAL COMMITTEES and/or ORGANIZATIONS ORDINANCES ON FIRST READING-None N w Common Council Minutes August 1, 2022 Page 2 of 3 Councilor Oler moved to suspend the rules and read Ordinance No. 39-2022 on first reading by title only, supported by Councilor Goss. Upon a vote viva voce, the motion carried. ORDINANCES ON FIRST READING ORDINANCE NO.39-2022—AN APPROPRIATION ORDINANCE AMENDING THE 2022 BUDGET(AIRPORT) The Clerk read Ordinance No. 39-2022 on first reading by title only. Councilor Goss moved to advance Ordinance No. 39-2022 to second reading and public hearing, supported by Councilor Locke. Upon a vote viva voce,the motion carried. There being no comments for or against, Councilor Oler moved for engrossment, supported by Councilor Bumbalough.Upon a vote viva voce,the motion carried. Councilor Goss called for the question, supported by Councilor Bumbalough. Ordinance No. 39-2022 was adopted with roll call vote. ORDINANCES ON SECOND READING ORDINANCE NO.30-2022—AN APPROPRIATION ORDINANCE AMENDING THE 2022 BUDGET(Fire) The Clerk read Ordinance No. 30-2022 on second reading by title only. There being no comments for or against, Councilor Oler moved for engrossment, supported by Councilor Bumbalough.Upon a vote viva voce,the motion carried. Councilor Goss called for the question, supported by Councilor Bumbalough. Ordinance No. 30-2022 was adopted with roll call vote. ORDINANCE NO.38-2022—AN APPROPRIATION ORDINANCE AUTHORIZING THE SUBMITTAL,ACCEDPTANCE AND APPROPRIATION OF GRANTS FROM THE INDIANA DEPARTMENT OF TRANSPORTATION—COMMUNITY CROSSING ROAD FUNDING The Clerk read Ordinance No. 38-2022 on second reading by title only. There being no comments for or against,.Councilor Goss moved for engrossment, supported by Councilor Bumbalough.Upon a vote viva voce,the motion carried. MISCELLANEOUS BUSINESS-None CALL FOR ADJOURNMENT There being no further business,on a motion duly made,seconded and passed,the meeting was adjourned.
