APPROVAL OF MINUTES Paul made the motion to approve the January 10, 2011 Parking Committee minutes. Wanda seconded the motion. The motion passed unanimously. NEW BUSINESS I. Review Parking and Shuttle Plan for Sand Arts Festival Pete confirmed he saw the flyer and it does state no parking on the side streets and parking is available at the Police Department. Chantel will remind the organizer to not let their shuttle block overflow parking in the North Beach parking lot. II. Review Wording for Replacement Pay for Parking Banner Diane reported the pay to park banner was stolen. Wanda confirmed the current design looks good, but consensus was that it was hard to see as people come on the island. Diane suggested placing a post / permanent sign near Breezy Point. She believes the city owns a piece of property in this area. She will research the location. Mary said that one option is to rent a banner for the summer to convey the message. Diane suggested that if the committee wishes, the banner could be placed in one of the horizontal banner locations. Paul made the motion to have Diane contact DOT about erecting a permanent sign on city property by Breezy Point. Wanda seconded the motion. The motion passed unanimously. Diane will email an update to the committee within one week once she talks to Rob at DOT. The short term solution will be to reserve one of the banner locations at the Welcome sign that states “Please Remember: Pay to Park.” Chantel will work with Karen to reserve the banner space. Mary asked about using the lighted sign that DPW has during busy weekend. Diane and Mary will coordinate to talk with Joe regarding wording. OLD BUSINESS I. Parking Updates Pete confirmed compliance is good in terms of people paying to park. The side streets and city right of ways are main hindrances currently. Chantel confirmed that the Tourism Council is going to make the pay to park notice more prominent on their website. Discussion ensued about continuing to encourage business owners to come in to city hall for quarters and not use the change machines. Approved: May 25, 2011 Page 2 of 2 Locations of New Meters Pete confirmed twenty new meters have been added from the curve to Lovell. Other sections, such as in front of the blue building on First Street, are being worked on. Discussion ensued regarding signage on the building. Jennifer and Pete explained the signage states no parking / tow away zone. The owner and his wife have been contacted and Diane explained to them that the parking is in DOT right of way. Wanda inquired about safety concerns with cars turning left from Second Street onto First Street. Bill inquired about the curb cut that goes nowhere in front of Sugar Shack. Pete and his staff will look at both of these issues. Mary reported that the pay to park display stations are expensive and some are in need of repair. Ten are being used for spare parts. The screens are also failing. Pete stated that they work with DPW for effective placement of stations. Mary confirmed staff is keeping up with maintenance. Bill inquired if the new meters equipped to take credit cards, which Parking Services is looking into, are more reliable. Pete confirmed they fit into the current housing and the verbal quote he received is that they cost $495 each, $5 per month for web access and $0.13 per transaction. He will receive an email from the salesperson soon. No physical wiring is required. Review Policy for New Parking Signage Diane reported that she and Mary have discussed parking signage. The example provided was the necessity of signage behind 211 Butler where parking will eventually be permitted once the ground stabilizes. She found out that the ground is not yet stabilized and vehicles should not park there right now. Chantel suggested snow fencing be placed in order to prevent people from parking where the ground is not stabilized. Diane will talk to Dianne Otto in order to work with the property owner about putting construction fencing up. Diane asked for clarification from council regarding when parking signs can / cannot be placed. Paul confirmed more effective signage is desired. Wanda suggested staff track locations where signage can be more effective. Mary confirmed signs on side streets, which Bill mentioned at previous meetings, are still being evaluated in terms of the message and height. ADJOURN Paul made the motion to adjourn the meeting at 9:50am. Wanda seconded the motion. The motion passed unanimously.
