Sec. 7-1072. - Residential parking permits.
(a)
Any citizen of the city who is legally domiciled in premises abutting a street on which parking meters
have been placed shall be entitled to a residential parking permit issued by the parking services
department. The applicant for such a permit shall be required to show a current automobile registration
form which indicates the applicant's domicile to be in a metered zone and provide such other
information as may be required by a reasonable regulation of the department. The department, on
being satisfied that the applicant owns a car and lives in a metered zone, shall issue a decal to be placed
in the back window of the vehicle. There shall be a limit of three parking decals for each residential unit
in a metered zone. All permits shall expire annually in the month in which the Georgia registration tag
for the vehicle expires. There shall be no charge for a residential parking permit.
(b)
Each parking decal shall show:
(1)
Current vehicle license number.
(2)
Expiration date of the permit.
(3)
Block and street on which valid.
(4)
Other identifying information as may be required by the department.
(c)
Any person who is temporarily visiting with a resident who lives in a metered zone shall be eligible for a
temporary residential parking permit under the following conditions:
(1)
The permanent resident must be fully eligible for a residential parking decal.
(2)
Any eligible visitor shall be required to exhibit a current vehicle registration form and evidence of
liability insurance for the vehicle to be parked in a metered zone, and such other information as may be
reasonably required by the department.
(3)
Any temporary parking permit shall be limited to a period of not more than four weeks.
(4)
Compliance with all requirements and regulations relating to residential parking permits is required.
There shall be no charge for a temporary residential parking permit.
(d)
Any applicant who is a bona fide student, who is not a permanent resident of the city, and whose vehicle
is not registered in the city, but who resides temporarily in a metered zone within the city, shall be
eligible for a residential parking permit; however, no student who resides in a dormitory provided by a
school or college shall be eligible for a permit. Any eligible student shall be required to exhibit a current
vehicle registration form and evidence of liability insurance for the vehicle to be parked in a metered
zone, a valid student identification card, evidence of enrollment in the current school session, and such
other information as may be reasonably required by the parking services department. There shall be a
limit of one parking decal per student. Payment of a fee as provided in the annual revenue ordinance
shall be required for each student residential parking permit.
(e)
Any person who maintains a primary residence outside the city, who owns a secondary residence in a
metered zone within the city, and who from time to time resides temporarily at such secondary
residence within the city shall be eligible for a secondary residence parking permit issued by the parking
services department. Any eligible residential property owner shall be required to exhibit a current
vehicle registration form and evidence of liability insurance for the vehicle to be parked in a metered
zone, a deed to the property for which a permit is requested, and such other information as may be
reasonably required by the parking services department. There shall be a limit of two parking permits
per secondary residence. Such permit shall expire one year from date of issue. The annual fee for each
secondary residence parking permit shall be as provided in the annual revenue ordinance. Each
secondary residence parking permit shall show:
(1)
Current vehicle license number.
(2)
Expiration date of the permit.
(3)
Block and street in which valid.
(4)
Other identifying information as may be required by the department.
(f)
Such permit shall allow a citizen, visitor or student to park free in the block on either side of the street
on which the permit holder resides, even though such street is metered; however, such decal does not
permit parking in front of any commercial establishment. Any permit holder shall comply with all parking
regulations of the city to remain eligible for a permit.

following purposes (check one): Residential, 2nd Residential, Month-by-Month, Temporary
through the City of Savannah Mobility and Parking Services Department, do hereby declare and acknowledge my understanding
that any falsification or misrepresentation in any aspect of my application will be considered grounds for denial and/or
permanent revocation of the parking permit decal. Furthermore, such falsifica tion or misrepresentation will also be cause for the
immediate arrest and prosecution under O.C.G.A. §16 -8-2 (relating to theft by taking), § 16-8-3 (relating to theft by deception),
§ 16-8-4 (relating to theft by conversion), and/or § 16-8-5 (relating to theft of services), if a person knowingly:
(1) Uses false identification;
(2) Provides false information on a written contract;
(3) Makes, draws, utters, executes, or delivers an instrument for the payment of money on any bank or other depository in
exchange for present consideration, knowing that it would not be honored by the drawee (City of Savannah);

RESIDENTIAL PARKING DECAL INFORMATION
This information below describes the requirements for residential parking decals based on the Savannah Code,
Section 7-1062. The purpose for a residential parking decal is to provide the resident with free on-street parking in
metered spaces.
THE RESIDENT MUST PHYSICALLY LIVE AT THE RESIDENCE TO QUALIFY FOR A RESIDENTIAL
PARKING DECAL. ANY FALSIFICATION OF INFORMATION WILL RESULT IN THE PERMANENT
REVOCATION OF THIS PARKING DECAL.
Homeowners: ALL of the following documents must be presented with his/her name & address to qualify.
Warranty deed or property tax bill AND
Current Chatham County vehicle registration with the downtown address listed on the registration. AND
Current gas, electric, water, or a local phone bill (cell phone bill not accepted)
Active military must provide current registration
Decal will expire on the date of the tag registration; two year limit
Leasing/Renting: ALL of the following documents must be presented with his/her name & address to qualify.
Current lease agreement; original copy must be typed with no alterations, and must be signed by all
parties. AND
Current Chatham County vehicle registration with the downtown address listed on the registration. AND
Current gas, electric, water, or a local phone bill (cell phone bill not accepted)
Active military must provide current registration
Decal will expire on the end of the current vehicle registration.
Renewals:
Applicant must provide the same, but current information, to renew their decal for the following year.
Parking citations issued as a result of the parking decal expiration will not be dismissed and must be paid
in full prior to the renewal of a current decal.
Permit Restrictions:
Applicants have a one-block/street radius from their residence to park.
Vehicles are not permitted to park on 15 or 30-minute meters.
Vehicles are not permitted to park in front of commercial establishments.
Illegal parking is prohibited; this includes posted street sweeping zones.
Display of Decal: Decal must be affixed to the inside FRONT drivers side windshield at the bottom.
Change of Residence: If applicant relocates, the parking decal becomes invalid.
Miscellaneous Information:
Residents with company vehicles must present a statement on company letterhead verifying the vehicle is
used by the applicant at that residence.
Applicants must present a rental agreement for rental vehicles
Mobility & Parking Services may require a property inspection to verify residence.
