CITY OF TYBEE ISLAND PARKING COMMITTEE
MINUTES: October 26, 2011
ATTENDEES

CALL TO ORDER
Bill called the meeting to order at 9:05am.
APPROVAL OF MINUTES
Wanda made a motion to approve the July 27, 2011 Tybee Island Parking Committee minutes.
Bill seconded the motion. The motion passed unanimously.
NEW BUSINESS:
I. Off-Season Parking Enforcement
Pete reported that all is good so far.
OLD BUSINESS:
I. Parking Update by Parking Staff
Pete reported that bid have been received for street stripping of curbs in yellow. The
designated / prohibited areas will be delineated. The painting of the curbs should last at
least three (3) years because the paint consists of chlorinated rubber which is more
durable and fades slower. One-third of the island will be done at a time for under
$20,000.00.
Wanda inquired about the parking space and visibility of left hand turns in front of the
shopping center where Sundae Café is located. Mary stated Chief Bryson confirmed the
plan they have is fine with minor modifications. The areas of painting first are based on
the most heavily used. A report will be presented at the next parking committee
meeting.
• Sign for Entrance to Tybee Regarding Pay to Park
Mary reported that she is looking at the possibility of a 4’ x 4’ sign. She will
work with Michael Bodine to Photoshop an example and she will bring it to the
committee for approval.
• Re-painting/re-striping the Curbs
See report under item I.
• Contract with the TIPD and GCIC (Georgia Crime Information Center)
Mary reported that GMA has nothing to do with collections of old parking
tickets. Tybee Island Police Department (TIPD) and Jennifer have been
collecting. Historically there have been glitches with the system, but it has
gotten much better. There is a contract with TIPD so that they are responsible
for the terminal which will be placed at City Hall for remote access once Jennifer
is trained. Wanda inquired about liens on vehicles if we have a tag number.
Mary confirmed that would go through the court system. Captain Moseley
concurred. Mary will provide an update at the next committee meeting.

• Second Billing on all Non Pays.
Mary and Jennifer confirmed second billing on all unpaid tickets is in process.
• Upgrades/repairs versus New Parking Meters in the next couple of years.
Pete reported that the pay & display machines were not designed for Tybee’s
climate. The LCD screens are having issues. He has talked to technicians and
the cost of a LCD screen is $1,000. The first generation of the Pay & Display
machines was made in Australia. Retrofitting is being worked on and overall
they are still working. He confirmed when one machine breaks, they pull parts
from a machine least used to fix the ones that are most used. Bill confirmed
that now is the time to set a plan for years to come. Pete is waiting on the roll-
out of the second generation Pay & Display stations. In the meantime, they will
retrofit the best they can. Parking Services is also looking into adding credit
card payments at the single space meters. In the spring they may be able to do
a 90 day test period.
II. Review Schedule of Meeting Dates for November and December
The committee agreed to set December 14 at 9:00am as the next meeting date
tentatively. Wanda will confirm based on the next Public Safety Committee
meeting.
OTHER BUSINESS:
Discussion ensued regarding parking during the holidays. Bill confirmed that not offering free
parking was discussing and confirmed during the budget process. Chantel will let businesses
know as she speaks with them. Mary confirmed Parking Services will be nice because of the
transition.
Mary reported that Lanier has been working with parking and Ocean Plaza to collect data in
order to confirm if a parking garage would be feasible. Their findings are that a garage would
not be feasible based on the 12-month data they reviewed. A parking garage would not pay for
itself.
Paul made a motion to adjourn the meeting at 9:45am. Wanda seconded the motion. The motion
passed unanimously.
