CALL TO ORDER
Mr. Bill Garbett called the meeting to order.
APPROVAL OF MINUTES
Mr. Groover made a motion to approve the minutes of the last meeting. Mr. Garbett seconded the motion. The
minutes from the May 22, 2012 meeting were approved.
OLD BUSINESS:
I. Fourth of July Parking Plan
Mr. Garbett stated that this does not always go the way that residents want it to go. He called for
Diane Schleicher to go over the proposed plan.
Ms. Schleicher advised that the parking plan for July 3 is on the council agenda for approval. Major
Moseley met with Wanda Doyle and public safety, Chief Sasser and Joe Wilson for the best plan for
public safety. The steps to take to deal with traffic and public safety were explained. She explained
that it was decided that Lovell was not the way to go and that Butler Avenue would be kept open for
the traffic flow and through parking lots as well as barricading lots once they were full. She said that
we want to avoid cruising through parking lots and traffic blocking parking lots in case there was an
emergency at the Ocean Rescue shack and help with that problem.
Ms. Schleicher stated that the parking staff has asked that we outline their priority with the wave of
cars coming onto the island. Ms. Schleicher said that the recommendations are:
ticket and tow any vehicle that blocks a driveway
ticket and tow any vehicles blocking a hydrant
ticket and tow any vehicle that blocks a road or intersection
ticket any vehicle that is parked onto residential landscaping
ticket any vehicle that is parked in a signed prohibited zone
Per the Traffic and Emergency Access Plan, parking staff with the assistance of the police
department, will close the 14th Street and 16th Street parking lot when the lots are full to facilitate
traffic flow. The police department will arrange for a minimum of two tow trucks to be stationed on
the island during the 3rd of July to facilitate enforcement.
Ms. Schleicher said that she is hoping that the committee will endorse this plan and that the council
will approve so that the residents will know, at least for this day that this is going to be the plan.
Parking will also know what they are supposed to do.
Mr. Groover asked if it would be worthwhile to block off Jones Ave to Solomon to gain access to the
north side of the island.
Major Moseley stated that there had not been much of an issue getting to north beach. He further
explained how a fire truck would be able to get to a residence on the north end.
Major Moseley explained the message board wording for the emergency lane and that DPW and the
police department will be setting out cones. He suggested that a fire truck be placed at the police
department for that night only.
Mr. Garbett stated that he would like to see this plan approved. He said that he is always in fear of
backlash over parking and short of closing off the island; he did not see that there is much else that
can be done.
Mr. Groover asked if people could be forced to park on the north side.
Major Moseley stated that we could route them to the north beach, but could not force them. He
further advised that there is signage advising that north beach parking is available.
Chantel Morton asked if there was going to be someone at the barricades to direct people.
Major Moseley explained the plan for directing visitors for parking on the island.
Mr. Brown asked the definition of landscaping.
Ms. Schleicher explained that it was bushes, plants and so on. It would be obvious that people were
parking in inappropriate spots. A discussion ensued about residents chaining/marking off their
property or right of way.
Mr. Garbett asked if Mr. Groover was in agreement to this one day policy. Mr. Groover stated that
he was in agreement.
Mr. Groover made the motion to approve the 3rd of July Public Safety Action Plan. Mr. Garbett
seconded. The motion was approved.
II. Review Two Versions of Proposed Amendments to the Current Private Parking Ordinance
Mr. Garbett stated that the two versions are the same ordinances, but with the changes discussed
and approved last time. However, one ordinance is the same as it is now which basically allows
private parking in residential areas which is the intent of the ordinance. He stated that the second
ordinance restricts parking to C1 or C2 districts. Mr. Garbett called for any discussion. He said that
he thinks that they need to go to council for approval.
Ms. Schleicher expressed appreciation for all the hard work that staff, Hodad, and the committee
had done.
Sharon S. Shaver
Mr. Wilson stated that he had two issues with the ordinances. He asked who would provide the
trash and recycle bins mentioned in the ordinances. Mr. Wilson was advised that the property
owners would provide the receptacles.
Mr. Wilson then asked about the responsibility of the vegetation on the city right of ways when the
entrance and exits to the lots are on city right of way. He asked if there is damage to the right of
way, who should fix it. The committee discussed the problem of the right of ways and damages.
Mr. Groover asked about the possibility of offering an incentive in C1 & C2 districts to have their lots
being used for parking. A discussion ensued on the subject.
Mr. Garbett asked Ms. Schleicher to ask Mr. Hughes to add language to the ordinances about
parking lot owners maintaining the city right of way. Ms. Schleicher will ask Mr. Hughes to look into
whether or not this violates any zoning ordinances.
Ms. Schleicher advised that the ordinances will go before city council on June 14 as the first reading.
The existing private lots will not be affected by the ordinances until it is time to renew.
New Business
I. Parking Update by Staff
Mr. Ryerson stated that most of the time the focus is not on the existing private lots, it is the people
trying to do private lots illegally.
Mr. Ryerson stated that at least half of the 14th lot, 14th street and 15th street were blocked due to
the triathlon set up last weekend. Every weekend is like a holiday weekend now. The circle into 16th
street gets shut off every weekend. He said that just keeping traffic moving is taking up his parking
staff. He said that we are at capacity every weekend.
Mr. Groover asked about the north beach parking. Mr. Ryerson explained that we are at capacity
there every weekend as well. Mr. Ryerson said that this is the busiest season in his nine years on
Tybee.
The committee discussed the plan of the shuttle busses for the 3rd of July.
Mr. Ryerson stated that the single head meters were being tested.
Ms. Schleicher asked if council approved rate changes, could it be done immediately.
Mr. Ryerson said that it was up to the meter company, but the new ones could be done by staff.
Mr. Groover made a motion to adjourn. Mr. Garbett seconded. The meeting was adjourned.
