Shaver CITY OF TYBEE ISLAND PARKING COMMITTEE MINUTES August 14, 2012 ATTENDEES Council Committee representatives: Bill Garbett, Tom Groover, Paul Wolff Staff Committee representatives: Diane Schleicher, Joe Wilson, Denise Dubuque, Pete Ryerson, Major William Moseley, Chantel Morton, Chief Robert Bryson, and Officer Warren Millikan Guest: Mr. Ted Walker CALL TO ORDER Mr. Bill Garbett called the meeting to order. APPROVAL OF MINUTES Mr. Wolff made a motion to approve the minutes of the last meeting. Mr. Groover seconded the motion. The minutes from the June 12, 2012 meeting were approved. NEW BUSINESS: I. Sec. 3-080. - Off-street parking requirements, Sec. 66-138. - Designation of individual parking spaces, Sec. 66-139 and Parking meters—Installation; compliance Review Two Versions of Proposed Amendments to the Current Private Parking Ordinance Diane Schleicher presented a Power Point report about off-street parking showing inconsistencies in ROW parking: The Coral House, a three unit rental on Second Avenue and 1301 Lovell Avenue. The Sugar Shack area has one-half conventional meters and one-half pay and display. A council person has complained about a boat trailer parked on Lovell full-time. Linda Odom was invited to the meeting, but did not attend. She is at 1301 Lovell. The parking area is City owned property and is the right of way. The property may be improved, but the residents are not taxed on that property. The city owns it and the public utilities are there. The parking issues are: a. What does staff need to do in these areas? b. There is the need to be consistent in applying the laws c. Some discretion needs to be used Mr. Wolff asked for staff recommendations. Mr. Ryerson stated that for years people have been parking at residences and now, all of a sudden, it is an issue. He said that cars are nosed in areas 50 to 60 feet. It is not consistent. Mr. Wolff stated that this is an opportunity to generate revenue. (There is no audio for the August 14, 2012 meeting ) Sharon S. Shaver Mr. Garbett said that parking would have to be consistent throughout the island. Between Eastgate and First, DPW sweeps, repaves and improves the right of way. Mr. Groover said that city streets should have meters and paid parking. Mr. Wolff agreed. Mr. Wolff stated that the only exception should be those residences that do not have room for parking. Code is two spaces per single family residence. There should be no more homemade signs for parking. Mr. Garbett asked that Ms. Schleicher as Bubba if allowed to sell spaces to residents that need more parking, in lieu of a decal. The ROW belongs to the City and the public. There is a limit to parking. Mr. Ted Walker spoke. He has a house with three apartments. He said that he cannot live with two spaces per apartment. He has three rental units. There were discussions with Mr. Walker about his parking and the ROW. Mr. Wilson and Hodad will look at Mr. Walker’s property. Ms. Schleicher stated that we will have to be consistent. Mr. Ryerson stated that two-day passes can be purchased. He stated that either parking is allowed or it is not. An owner does not have the right to exclusively park in the ROW. As long as they are parked 8 or 9 feet off the pavement, they can park on their property. Mr. Wolff asked if staff could look at all properties to see who has off street option and contact each to give them a time frame to stop using ROW, Ms. Schleicher stated that SAGIS could be used on the sites to identify. Mr. Groover asked about parking on Lovell. Mr. Wolff suggested that there would be a lot of push back. Mr. Garbett advised Mr. Groover to put it on the council agenda if he wanted Lovell addressed. Ms. Schleicher stated that there are two vehicles per unit, duplex and triplexes. Mr. Walker gave permission to measure his property. We will contact property owners about off-street parking. Mr. Ryerson stated that Parking Services is writing tickets behind Stingray’s. Mr. Groover asked about the 28 cars parked in the lifeguard spots. Mr. Ryerson asked if April Moore had called about unauthorized parking. He stated that we can’t take a guess as to who is parked legally or not. Old Business II. Parking Update by Staff (There is no audio for the August 14, 2012 meeting ) Sharon S. Shaver Mr. Ryerson stated that parking has dropped off during the week. He said that he has cut one space from 15th Street as it cut into the site line. People coming around the corner have to be careful. He said that DPW has done a good job. The trial on the meters is coming to a close, on the single space meters. They are the biggest earner. There is a two hour minimum for swiping a card. Ms. Morton said that she would talk to Stingray’s about employee parking. Mr. Ryerson said that some signage has been revised. Chatham as well as Jones and 17th problem has been eliminated. They are busy junctions in the summer. Cones in 19th Street area have helped. There is more swing room. Mr. Groover asked if there were more meters that could be changed. Mr. Ryerson stated that the design of the meters is well thought out. Coinage has dropped off and people are swiping more cards. Mr. Wolff moved to adjourn. Mr. Groover seconded. The meeting was adjourned.
