Home My Public Portal About011-2022 - Resolution Appointing Fact Finding Members (RFD)COMMON COUNCIL CITY OF RICHMOND, INDIANA RESOLUTION 11-2022 A RESOLUTION APPOINTING CITY’S APPOINTMENT TO FACT FINDING PANEL WHEREAS, The City of Richmond, Indiana (“City”), is engaged in contract negotiations with the Richmond Professional Firefighters, Inc. International Association of Firefighters AFL-CIO Local 1408 (“Local 1408”), which is the local bargaining agent for the Richmond Fire Department; and WHEREAS, Richmond City Code sets out, in Chapter 33.04 of the Code, Employee Collective Bargaining, that when the City and Local 1408 have reached an impasse in their collective bargaining, that one party can request that a fact-finding panel make a determination to resolve the differences between the parties; and WHEREAS, City has declared that negotiations are at an impasse, and has requested the appointment of a fact finding panel; and WHEREAS, Local 1408 is to appoint two individuals, both of whom are residents of Richmond, to the fact- finding panel; and WHEREAS, City is to appoint two individuals, both of whom must be residents of Richmond, to the fact-finding panel, with approval of Common Council; and WHEREAS, City has appointed, subject to the approval of Common Council, Nancy Wissel and Eileen Baker- Wall to the fact-finding panel; and WHEREAS, City is requesting Common Council to approve City’s appointments to the fact-finding panel so that the fact-finding panel can begin its task to resolve the impasse. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Richmond, Indiana, that Nancy Wissel and Eileen Baker-Wall are approved by Common Council as the City’s appointment to the fact- finding panel to resolve the impasse between Local 1408 and the City.
