Shaver CITY OF TYBEE ISLAND PARKING COMMITTEE MINUTES November 13, 2012 ATTENDEES Council Committee representatives: Bill Garbett, Tom Groover Staff Committee representatives: Diane Schleicher, Joe Wilson, Denise Dubuque, Pete Ryerson, and Chief Robert Bryson CALL TO ORDER Mr. Bill Garbett called the meeting to order. APPROVAL OF MINUTES Mr. Groover made a motion to approve the minutes of the last meeting. Mr. Garbett seconded the motion. The minutes from the October 16, 2012 meeting were approved. Old Business I. Review Sec. 3-080. - Off-street parking requirements, Sec. 66-138. - Designation of individual parking spaces, Sec. 66-139 and Parking meters—Installation; compliance Ms. Schleicher stated that Ms. Dubuque had been contacting property owners on Second Ave. Ms. Dubuque said that all the property owners that have private signage on their property and have worked with everyone on that street about what parking is going to do. She said that she and Mr. Ryerson are meeting with the striping company this afternoon to get a quote for that street, Ninth Street, and along Butler with all the conventional meters. Ms. Schleicher said that the spaces are being redefined. The signage will be replaced with the City’s signage. She said that there is one house that a meter is being moved. Mr. Garbett asked if this was reasonably noncontentious. Ms. Schleicher and Ms. Dubuque said that it was, reasonably. Ms. Dubuque stated that the Sugar Shack parking had been looked at and Dianne Otto gave her the last survey that Sugar Shack had done. It looks like parking on the side of Second Ave is three quarters Sugar Shack property and one quarter city right of way. She said that just like at Macelwee’s, we did not take away their parking. Mr. Groover stated that Chris Solomon’s property was a short term rental and asked what the committee was going to do with short term rentals on the island. Ms. Schleicher stated that it was going to be metered parking in front of Mr. Solomon’s a he has off street parking available. Mr. Groover said that we are putting meters in front of a short term rental. Sharon S. Shaver Ms. Schleicher stated that it was on a city right of way. Mr. Groover asked where it was going from there. Mr. Garbett pointed out that it was an improved right of way that the whole 60 feet has been paved and the city does not have that in most neighborhoods. He stated that he wasn’t sure how it would change anything as we are allowing parking on the street and unless there is landscaping, you can park there. Ms. Dubuque stated that Second Ave was a little different because it was a beach access. Mr. Groover stated that it was a beach access, but so is Lovell at Fifteenth on the northwest corner. He said that there were eight parking places at an apartment complex there that is asphalted and in the city right of way. He asked if those parking places were going to be taken away. Mr. Garbett pointed out that the apartment complex was not a short term rental. It is something that is a concern. He asked Mr. Groover if it was something that he wanted to put on the parking committee agenda for next time. Mr. Groover stated that we needed to sit down and talk about how far we are going to take this before it gets out of hand. He said that the next step is improved right of ways and the next step is Patel’s place on Lovell Ave. He said that he would not vote for that. He said that it was going to get to the point of voting on individual pieces of property to put parking. He said that Stayce Jarrel’s old piece of property with white rock all the way around is an improved right of way and asked if parking was going to be put there. Mr. Garbett said that we have no addressed that in the past and are not eager to address it now. Ms. Schleicher said that, on Lovell, we are trying to be consistent. She said that she has asked Mr. Wilson to look at Sting Ray’s and what it would take to make the parking more legal and have some depth. She said that Mr. Hughes said we could do decal only parking on the back streets and not necessarily put meters up. She said that Ray could get decals for his employees just like all the other businesses do down front. She said that it frees up parking for others with a decal and makes it legal. She said that Mr. Patel could get decals for his employees and increase his count for parking. Mr. Groove said that he would not disagree with that and it was some of the stuff he was talking about a month and a half ago. He said that he wanted to make sure that we went to that extent and sit down and talk to these people. Mr. Groover said that the landlord at Sting Ray’s has given permission for these people to park there. Mr. Wilson and Mr. Garbett pointed out that it is city right of way and she doesn’t have the right to give permission for anyone to park there. Mr. Groover said he’s been parking there since it’s been open. Sharon S. Shaver Mr. Wilson said that it doesn’t make it legal. Mr. Wilson explained legal parking requirements and said that each property is a little different. Mr. Groover said he would like to reclaim the city right of way all over the island. Mr. Garbett asked Mr. Groover to put it on the agenda. Mr. Ryerson said that his staff doesn’t care either way about the parking at Sting Ray’s. He said that they just want some consistency. He said that it is hard to enforce back there. The committee continued the parking behind Sting Ray’s discussion. Mr. Groover asked what we could do for employees like Sting Ray’s. Ms. Schleicher explained that an employer can purchase decals for their employees and when one leaves, they can turn their decal in for another for the next employee. Mr. Groover continued a parking discussion about Sting Ray’s. Mr. Ryerson stated that parking is constantly working with the Sting Ray’s employees. Chief Bryson stated that his department takes very good care of the Sting Ray’s employees as well. Mr. Groover said that he knew and was not saying there’s any bad blood by any means. He doesn’t want any. Mr. Garbett pointed out that it seems as though the city is trying to work with them. 1-iii Ms. Schleicher explained the decal only parking is not discrimination because anyone would have access to parking. Mr. Garbett said that Lovell at Fifteenth might be a good place to start it as a trial. The committee discussed decal only parking. Ms. Schleicher asked if the committee wanted to invite all the people with the parking in right of way to the December meeting. Mr. Groover said that would be fine. Mr. Ryerson said that in nine years, he has never had a call to complain about parking at the apartments. Sharon S. Shaver Ms. Schleicher verified with the committee that Mr. Patel and Ray from Sting Ray’s, Mr. Rouchford, the Navon’s would be invited. Mr. Groover asked about parking at the water pump house. The committee discussed blocking gates there. Mr. Groover said that his daughter works at Sting Ray’s and explained the issue of employee parking there. The staff continued the explanation of decal parking and helping businesses with employee parking. Mr. Garbett asked about the booting ordinance. Ms. Dubuque said that fourteen letters had gone out giving a warning of booting. Mr. Ryerson and Ms. Dubuque explained the booting process. Chief Bryson stated that towed cars usually received a ten day grace period before Sapps is called. The same process will be used with booted cars. The discussion continued on the booting of cars. Mr. Groover made a motion to adjourn. Mr. Garbett seconded. The meeting was adjourned. I. Parking Update by Staff Mr. Ryerson stated that parking has dropped off during the week. Sharon S. Shaver He said that he has cut one space from 15th Street as it cut into the site line. People coming around the corner have to be careful. He said that DPW has done a good job. The trial on the meters is coming to a close, on the single space meters. They are the biggest earner. There is a two hour minimum for swiping a card. Ms. Morton said that she would talk to Stingray’s about employee parking. Mr. Ryerson said that some signage has been revised. Chatham as well as Jones and 17th problem has been eliminated. They are busy junctions in the summer. Cones in 19th Street area have helped. There is more swing room. Mr. Groover asked if there were more meters that could be changed. Mr. Ryerson stated that the design of the meters is well thought out. Coinage has dropped off and people are swiping more cards. Mr. Wolff moved to adjourn. Mr. Groover seconded. The meeting was adjourned.
