HomeMy Public PortalAbout20130514 Parking Committee Minutes.docxCITY OF TYBEE ISLAND PARKING COMMITTEE MINUTES May 14, 2013 ATTENDEES Council Committee representatives: Bill Garbett, Paul Wolff, Tom Groover Staff Committee representatives: Diane Schleicher, Joe Wilson, Denise Dubuque, Pete Ryerson, and Chief Bob Bryson Guests Dan Lockwood, Bill Roelle, Kay Hess, Frances Spirides, Jim Sparley, Kathryn Probst and several residents, homeowners and interested parties from the Alley 3 area. CALL TO ORDER Mr. Bill Garbett called the meeting to order. APPROVAL OF MINUTES Mr. Groover made a motion to approve minutes of the last meeting. Mr. Wolff seconded. The minutes were unanimously approved. New Business: Proposed Parking New Parking Layout for Alley 3 Ms. Schleicher said that there has been discussion for about two years concerning drainage in the Alley 3 area. She explained that Mr. Wilson, DPW, has been working to improve the drainage and getting permits for the drainage project, as well as parking improvements. Mr. Wilson said that he has been working to improve the drainage capacity on the west side of the ramp. He said that ramp is the delineation between shoreline delineation and marsh delineation. DNR would prefer that all the drainage go to the marsh. It will stop the erosion and stabilize the road bed by the Sheffield property. It will have a tide flex valve to lessen the influx of the tide coming in. Mr. Wilson said that he is trying to improve the drainage. The bank by the Sheffield side of the property will be stabilized. Mr. Wilson said that, as far as additional parking, it is a possibility, and does not have to be this way. He said he can improve two spaces on the left hand side or he can add 5 or 6 more if the property on the right hand side is taken back. He said that is up to council. Mr. Wilson said that he was asked to come up with a better plan for parking. Mr. Garbett asked if there were any plans to do anything with the ramp. Mr. Wilson explained that he is working with the DNR to see if they will partner with Tybee. He said there are no plans right now, only to fix the drainage problem. Mr. Wilson explained the options for a boat ramp and the fact there are grant possibilities. Mr. Wilson said there have already been three rescues this year. Ms. Schleicher said that property owners adjacent to the Alley 3 area had been contacted about the meeting today. Any changes will go before council. Mr. Dan Lockwood expressed the need for several points to be addressed in relation to Alley 3 and read a statement with his concerns. His statement is in Exhibit 1. Mr. Wolff stated that the improvements should include doubling the width of the access. Mr. Bill Roelle spoke concerning Alley 3. He stated that the kayakers do not create the issues and are overall very respectful. Mr. Roelle stated that he has spoken to Mr. Wilson about the parking. He spoke on behalf of residents in the area and the need for a shower and portable toilet. Ms. Kay Hess spoke on the congestion of cars and the parking in Alley 3. Ms. Frances Spirides spoke to the committee about the congestion in the Alley 3 area. She said there is a water meter where the parking is proposed. Mr. Jim Sparley spoke to the committee about parking and the boat ramp area in Alley 3. He said that he would like to see one like the one on St. Simons. Mr. Wolff asked if he could get the plans. Mr. Garbett said the number one issue is to get the drainage improved and boat ramp is secondary. Ms. Kathryn Probst expressed her concerns about the proposed plans in the area. Ms. Schleicher said that it would be good if the committee had ideas and recommendations on the parking. The discussion continued on the parking, boat ramp and concerns in the Alley 3 area. Mr. Wilson said that he will have Mr. Downer Davis draw something up to scale. He said that the GDNR has certain rules for the area. Ms. Schleicher asked that the parking plan be looked at for the most parking on the South side. Old Business: Change in Collection Method of Ad Valorem Tax Review of Ordinance Regarding Current Complementary Decal for Residents Connected to Ad Valorem Tax Payment Mr. Garbett said that the change in ad valorem tax and the parking passes have to be addressed. Ms. Dubuque explained the change in tax rules. Title ad valorem tax is paid only once on a new car under the new law. The committee discussed the understanding of the new tax law and the impact on the free decals for parking for Tybee residents. Ms. Dubuque explained that the change is also on trailers in that there is no tax on them under the new law. The committee discussed the possibilities on how to handle the decals under the new law and whether or not to charge residents for decals. Ms. Schleicher said that the Charter states that we serve the residents first because the residents put up with a lot with the tourists coming to Tybee. She said that the decal was not related to tax but because they are a resident. The committee continued the discussion on ways to identify residents Mr. Garbett asked if Ms. Hudson had put the information in an Excel file. Ms. Schleicher stated that she will have Mr. Hughes look at the situation with the new tax law and the designation of District 3 on the registration. She asked if the committee wanted to continue to offer decals for trailers. The committee suggested that there should be a charge for trailer decals. Mr. Garbett asked Ms. Schleicher to see what other ways there might be to identify residents. Update by parking staff Mr. Ryerson asked the committee what the status of Lovell Ave and Fourteenth is right now. Mr. Garbett stated that it is on hold. Ms. Schleicher stated that we are waiting to hear from and meet with Mrs. Jolley. She advised that parking should remain hands off for now. Mr. Ryerson said that it is getting busy with parking. He said that for the first time there are not as many applicants and parking is short staffed. Mr. Garbett asked that Alley 3 be looked at again, write a mission statement and have the residents and kayakers form a committee. Ms. Schleicher stated that it may be a problem if jet skis are not allowed at Alley 3. She suggested that a memorial plaque be placed in that area for Frank Schuman. The committee discussed possibilities with kayaking trailers and fishing in the Alley 3 area. Mr. Groover asked staff if they could show on a specific date what parking on Fourteenth Street had been. Ms. Dubuque stated that she already had the information. Mr. Wolff made a motion to adjourn. Mr. Groover seconded the motion. The vote to adjourn was unanimous.
