The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the
Council Chambers in the Municipal Building, 50 North 5th Street, Richmond, Indiana.
CALL TO ORDER
President Robinson called the meeting to order and the following business was conducted:
ROLL CALL
Board members present were: Vicki Robinson, Emily Palmer and Matt Evans.
Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns,Deputy City Clerk;
Lieutenant Donnie Benedict; Kara Noe, Purchasing; Cedric James and Bill Henry, Code
Enforcement; Denise Retz, Park Superintendent; Mayor Dave Snow; Dakota Collins and Media.
APPROVAL OF MINUTES
Ms. Palmer moved to approve the minutes of August 11, 2022, supported by Mr. Evans. Upon a
• vote viva voce, the motion carried.
CLAIMS FOR PAYMENT
Mr. Evans moved to approve the claims for payment for August 19, 2022 in the amount of One
Hundred Eighteen Thousand Six Hundred Thirty Four Dollars and sixty cents ($118,634.60),
supported by Ms. Palmer. Upon a vote viva voce, the motion carried.

REQUESTS

Ms.Palmer moved to approve, supported by Mr. Evans. Upon a vote viva voce,the motion
carried.

Depot District Association
On Friday August 26, 2022 from 4:00 p.m.to 8:00 p.m.the closure of North 8th Street from
North"D" Street to Fort Wayne Avenue.
Mr.Evans moved to approve, supported by Ms.Palmer.Upon a vote viva voce,the motion
carried.
Bike TOURberfest
Thomas Hill, Cardinal Greenway
On Saturday October 1, 2022 traffic control request at Waterfall Road 9:00 a.m. to 9:45
a.m., Union Pike 9:00 a.m. to 9:45 a.m., Industries Road 9:00 a.m. to 9:45 a.m. during
crossing. They are also requesting the closure of South 2"a Street between Wayne County
Division of Family Services and Well Care Health from 8:00 a.m. to 9:30 a.m.
Ms. Palmer moved to approve, supported by Mr. Evans.Upon a vote viva voce,the motion
carried.
Richmond International Arts Festival
Richmond Latino Center
Saturday, September 3, 2022 from 5:00 p.m. to 9:00 p.m. at Jack Elstro Plaza. Set up will
begin at 2:00 p.m.and end at 11:00 p.m.The request is to close North Service Street,behind
the stage,be closed for set up and tear down.
Mr. Evans moved to approve, supported by Ms.Palmer. Upon a vote viva voce,the motion
carried.

taken under advisement.

Ms. Robinson opened the floor for Public Hearing on cost to be incurred on bids received.
There was no one speaking for or against any of the bids submitted. She then closed the
Public Hearing.
These bids will be taken under advisement.
