The Board of Public Works and Safety met in regular session in City Hall with
City Attorney Cecere presiding. City Controller Wilson absent, The following
business was had, to-wit;
Minutes dispensed with.
The Board read a letter from the City Plan Commission recommending additional
off—street parking facilities in the vincinity of 5th & Main Streets.(Opposite
City Hall and abutting the present parking lot) City Engineer moved this letter
made a matter of record and put in the minutes of this meeting. Seconded by
City Attorney Cecere. City Engineer Deuker further moved that Resolution No 1-
1957 be adopted, (Extend present parking lot on North 5th opposit City Hall)

Gentlemen;
The City P1anrCommission has, through the City Engineering and Traffic
Dept. made surveys to determine the need for additional off-street parking
facilities. A need is indicated in the general vincinity of North 5th & Main
Streets. Lots 13 and 18 in Jeremiah Cox's Addition lie between two heavy traffic
streets; North 5th Street (State Road No.27) and Fort Wayne Avenue and are with-
' in half block of a portion of Main Street where business activity is increasing.
The site is also half block from the Court House and almost opposite the City Hall.
There is only one small privately owned public parking lot in this general vincinity
which caters to a nereby hotel. With short time meters on the streets it becomes
necessary to go considerable distance out of the meter district for long time park-
ing which is needed by business people of said district. The City presently owns
and operates a parking lot on the west side of North 5th St. (41425' x 132' ) being
the north half of Lot. No, 180Jeremiah Cox Addition, providing space for 16 cars
which are used exclusively for City cars.
The south half of said No. 18 extends from the south. line of present Parking
Lot 41,25 feet to a Public Alley and said Lot. No. 13 is adjacent to entire west
side of Lot No. 18 and fronts on Fort Wayne' Avenue.
Acquisition of the south half of said Lot. No, 18 and all of No. 13 would
permit thru passage from 5th St to Fort Wayne Avenue with parking on both sides of
driveway and one row of parking spaces on north side of said Alley with access from
Alley which would be one-way, westbound. The proposed arrangement would add 34
parking spaces which would be mitered, the spaces on north side o£ tract to remain
for use of City owned cars.
The probable cost of acquiring the additional property, which is owned in three
separate parcels, is $26,500 and cost of development is estimated at $11,100,
Upon the basis of said surveys and studies, the Plan Commission recommends that
said additional property be acquired and developed as an extension of present parking .

RESOLUTION NO. 1-1957
WHEREAS, the City Plan Commission of City of lichmond,Indiana has submitted to
this Board of Public Works and Safety and to the Common Council of the City of Richmond,
Indiana a recommendation dated June 6, 1957 that the presently owned and operated
Municipal Parking Lot on the north half of Lot No. 18 in the Jeremiah Cox's Addition
to said City, said Lot No. 18 fronting on the west side of North 5th Street between
Main and North "A" Streets, be extended to include the south half of said No.18 and
all of No. 13 in said Addition by acquiring and developing the same for parking pur-
poses, the said south half of No. 18 extending south from south side of present Park-
ing Lot to first alley north of Main Street and said Lot No. 13 adjacent to full width
of said No. 18 on west and fronting on Fort Wayne Avenuu, and
WHEREAS, said recommendations are based on surveys and studies made to determine
the needs for off-street parking facilities and their locations with due consideration
to the free and safe movement of traffic.

NOW THEREFORE, BE IT HEREBY RESOLVED, BY THE BOARD OF PUBLIC WORKS AND SAFETY
OF THE CITY OF RICHMOND,INDIANA that the recommendation of the City Plan Commission
of said City for the extension of present £Lunicipal Parking Lot on the north half of
Lot No. 18 in Jeremiah Cox's_Addition be extended to °include the south half of said
Lot No. 18 and all of Lot Not 13 in said Addition is approved, and '
BE IT FURTHER RESOLVED that said recommendations of said City Plan Commission
be submitted to the Common Council of said City for acceptance or rejection.

The Board approved a curb cut on North "I" St. at the NE corner" of N.lOth & "I" with
the provision that City specifications are followed in making the cut..
Rev. W.W.Rhody, Fairview Missionery Baptist Church, requested permission to block Hunt
St. between "L" & "M" from 9:00 AM to 11:00 AM each week day morning from June 10th to
21st for use of children attending vacation bible school. Approved by Board with the
provision that said permission may be cancelled if the blocking of street creates a
hazard.
City Attorney Cecere moved the proposal of the MEL&PP for additional street lighting
at South 3rd and "A" be approved. Seconded by City Engineer Deuker.
City Attorney Cecere moved that "No Parking" signs be installed at the three parking
spaces by and under the transformer bank on" North 15th St by the Kemper Bros. factory.
Seconded by City Engineer Deuker.
The Board received a letter from Fire Chief Williams announcing the resignation of
Deputy Fire Chief Charles Bostick effective June 30,1957, and recommending Harry Rob-
inson be made Deputy Chief, Roland Miller Assistant Chief, Ernest Fredericks Capt.No.3
and Jesse Price Lt.No.3. The' Board accepted the resignation of Charles Bostick and took
under advisement the recommendations for new appointment.
City Attorney Cecere moved the two hour meters be removed from the west side of South
3rd between Main & South "A" and from the south side of South "A" from 3rd to 4th and
that they be replaced with 4 hour meters. And that the one hour meters on the' ease
side of South 3rd be replaced with 2 hour meters. Seconded by City Engineer Deuker.
City Attorney Cecere moved that the one parking meter on South 8th St in front of the
Bus Terminal be removed, the curb painted yellow and this space signed for a loading
and unloading zone. Seconded by City Engineer Deuker. ' •
The Board received a letter from Councilman Vivian regarding the fire hazard created by
an old house at 1314 S.'/I" St. The Fire Chief was instructed to contact the owner to see
if this house could be removed.
The Clerk was instructed to write letters to the corssing guards commending them for
their work during the past school year.
The City Engineer was instructed to contact the State Highway Dept. and advise them
that the Board is recommending thru traffic be re-routed from S.16th to S.18th and to
see if signs could be placed to indicate this re-routing.
City Engineer Deuker advised the Board that the State, in conjunction with the Federal
Govlt. is going to conduct A "Highway Needs" survey and that the City would. cooperate
in this survey.
There being no further business, the meeting adjourned.
