Allmembers present. • Minutes dispensed with, The Clerk presented proofs of publication that this date had been set to receive bids , `. on three crusiers and one station wagon for the Police Department and for bids on a 111- tractor for the Street Department. The proofs were ordered filed. The following bids for the Police Department were opened: . 2 vehilces 1 vehicle Station • (std.gen) (alt.gen) .Wagon Raper Sales $2499.50 1545.47 none Dea Meadows 2557.00 1418.00 1475.00 Kurdys Chev.' �:.2l00;00 1350.00 none These bids were taken under advisement. The following bid was received for the Street Department tactor; • Reid-Holcomb Co. ,Inc. (Indianapolis) $10,084.00 This bid was taken under advisement. Glen Shoopman of the Wayne Works told the Board that his company wanted to construct a 441 x 150e building that would cross a sewer line and easement strip, City Attorney Cecere moved this construction be allowed provided the City retain the easement strip and right to maintain the sewer and the Wayne Works would be liable for any damage done to said sewer. Seconded by City Controller Wilson. • IIICaptain Juerling made a report of his traffic survey.on West Main St. from 1st to 5th. The Board asked- for another survey in 30 days. The Board felt that a true picture of the - traffic in this area could not be secured at this time due to the bad weather and driving conditions. The Board unaminously approved the following recommendations of Captain Juerling: Allow the Doan & Son Mortuary one parking space on Main St. by painting yellow curb. Install 2 hour parking signs at the following locations on North "E" Street South side from 13th St. east to first alley; both sides from 15th st. east to the first alley. . - .Install step signs at SW 14th & "A"''Ao .make SW 14th the through St. and replace the present stop signs at SW 13th & "A" with the red typ stop signs. Paint yellow curbs on S."L" St. for 501 on each side of the entrance to Hibbert School. . Paint cross walk lanes at NW 5th and Peacock. • The following representating their various organizations, attended .the meeting: Ed Harris, Rotary: Art Vivian, Kiwanis; Jim McCosky, Committee of 100: Bill Wilson, Rose City Kiwanis, and Dave Keyser, Evening Optimist Club. After a discussion regarding design and wording of signs to be placed on the main roads entering Richmond, Jim McCosky was appointed to secure pictures and ideas from Cities that have similar signs and present them to the Board at the meeting of Feb. 21, 1957. . IIIThe Board received a letter from C.L,Porter, Porter Poster Service, advising the Board that he had removed his bill board from the property on North 12th St. City Controller Wilson moved that, effective Feb. 11, 1957, the following traffic changes be initiated: Make South 3rd St. one way south from Main to "A"; allow eastbound traffic on Main St. to turn right on red at 3rd St; make South "A" St a stop .st at 3rd St., and allow right turns only for northbound traffic at sough 3rd and "A" St. Seconded by C.ty Attorney Cecere. . Assistant Police Chief Conyers recommended that Patrolman Carl Berner be promoted to Sergeant as of Feb. 12, 1957, He will replace Clarence r'oreman who has been promoted to Captain. City Attorney Cecere so moved. Seconded by City Engineer Deuker. 3.92, City Attorney Cecere moved to remove the present parking meter at the read door of the Old Second National Bank budding on North 8th St and.. r-eplace_ with a 15 mintte meter. Seconded by `'ity Controller Wilson. The Board unaminously approved the proposal of dedication of South 27th St. from Harvey Place to Parkway Hills Additions. Said proposal made by Mrs. Carrie L.Charles. This is being done to permit the locations of gas mains in said street. The Board decided to have Mr.Walter Raizen of Bendh-ad of Indiana, Inc., submit 10 or 15 likely locations for his benches for the approval of the Board. If said locations are acceptable to the Board, they will talk with Mr. Raizen regarding a contract. There being no further -business, the meeting adjourned. David Hoff of Hoff Sheet Metal Works,Inc, requested a permit to erect a rigid type, all steel commercial awning to cover the 70' frontage of the Hudson !ealty Building. Taken under advisement. The following business was had, to-wit; Minutes dispensed with. City Attorney Cecere moved Improvement Resolution 1013-1956 be confirmed. Seconded by City -Engineer Deuker.- "Unaminous. III The Clerk presented proofs of publication showing that this date had been set to reveive bids on an automobile for the Dairy Inspector. The following bids were received; Raper Sales (Plymouth) 6 cyl. $1850.00 Dea Meadows Ford Sales, 6 cyl. 1719.00 Kurdys Chevrolet,6 cyl. 1710.00 On motion of City Engineer Deuker, bids taken under advisement. `seconded by City Con- troller Wilson, - City Attorney Cecere moved to award the following bids for the Police lietp. automobiles; One (1) Ford Station Wagon as per specs & with fresh air heater, to Dea Meadows Ford Sales for $1475.00 Two (2) Chevrolet two door sedans as per specs, to Kurdys Chevrolet,Inc. for $2100.00. Seconded by City Controller Wilson. City Controller Wilson moved that the bid on the one (1) vehicle with automatic trans- mission, alternating generators six sylinder, two color, be rejected and readvertised, Seconded by City Attorney Cecere. (For use by Police Department Detectived) City Engineer Deuker moved to keep under advisement the bid on the Street Dept. tractor, Seconded by CityController Wilson. City Engineer moved to allow -the erection of an awning on the Hudson Realty Building provided said awning meets the State Code and conforms with the proposed Richmond Building Ordinance. Seconded by City Attorney Cecere. The Clerk was instructed to write a letter to Gene Battista, AutomAive .Unit Exchange, 110 Nat'l. Rd.West. , advising him he is operating contrary to the Zoning Ordinance and that he is to cease operations within seven days or legal"steps will be taken. Mayor Chtter reported he had been contacted regarding the purchase of the building adjacent to the City owned parking lot on North 5th St. He was advised the City cou'd purchase for $16,000.00. The Board told him this was too high for this property.
