AND SAFETY, RICHMOND, INDIANA,

The Board of Public Wroks & Safety met in regular session in City Hall with City Con-
troller Wilson presiding. All members present. The following business was had,to-wdit;

The Clerk presented proofs of publication that this date had been set to hear remon_ : .
strances against the amount assessed against each property in Assessment Roll 10050
1956. No taxpayers appeared and City Attorney Cecere moved to confirm Assessment
Roll 1005-1956. Seconded by City Engineer Deuker.
Robert Ball, 1420 Wernle Road, appeared and asked that water mains be extended to in-
clude property in his neighborhood. The City Attorney moved that the City Engineer &
Fire Chief investigate and report to the Board. Seconded by City Controller Wilson.
The Clerk read a letter from the American`Red Cross, 19 N.l3th St., requesting per-
mission the mount light pole collars in the downtown district from Feb. 23rd through
March. The City Attorney so moved. Seconded by City Engineer Dauker.
City Attoryney Cecere told the Board that he thought that attractive, metal signs
should be placed at the entrances to the City so as to attract attention to persons
entering Richmond. The opinion was expressed that the Richmond service clubs might
be interested in helping with a project of this kind. The City Attorney,Mr.Cecer,
moved that a letter be sent to all service clubs inviting a representative of each
club to the next Board of Works meeting to discuss such a project. Seconded by City
Engineer Deuker.
City Attorney Cecere said he had received complaints about the parking situation on
North "E" from 12th to 16th. He said owners of business establishments in this area
said there was no place for customer parking. The Police Chief was instructed to have
a survey made of this area and to report the findings to the Board.
City Engineer lieuker moved that all bids received for a new station wagon for the Fire
Chief be rejected and that the specifications be modified and readvertised. Seconded
by City Controller Wilson.
Police Chief Mitrione recommended that Capt.Donald Thomas be made a Captain of Detec-
tives. He said Capt.Thomas had over 18 years service with the force, 8 years of which
had been spent as a detective. City Attorney Cecere moved that this be done, effective
1-2.9-57. Seconded by City Controller Wilson.
The Police Chief recommended that Sgt.Jerry Foreman be promoted to Captain as of 1-2957
to replace Capt. Donald Thomas.City Controller Wilson so moved.Seconded by City Engin-
eer Deuker.
Police Chief Mitrione asked permission to take with him, Capt.Rayan, Capt.Foreman, &
Capt.White, to attend a Police Administration School to be held at Purdue University
on the 6th,7th, and 8th of February. City Attorney Cecere moved that permission be
granted. Seconded by City Controller Wilson.
Fire Chief Williams told the Board he would like to take Frank Walls with him to Purdde
University on 6th,7th and 8th of February to attend the Firemans Administration School.
Also, that Fred Klotz and Roolf Wadman would like to attend a Firemans Electrical School
in Indianapolis on February 8. 1957. City Controller Wilson so moved. Seconded, by City
Engineer Deuker.
Walter Raizen, representating Bench-ad of Indiana, Inc., appeared and made a propositon
whereby his Company would make 121 benches, sell advertising for, the backs of same, &
place at various locations in the City.Benches placed on City property would pay the
City .50¢ a month or $6.00 a year. The Board of Works to have jurisdiction over type '
of advertising, placing of benches, etc. City Engineer Deuker moved to take this matter
under advisement. Seconded by City Controller Wilson.
