Council members present: Ebert, Jenness, Enneking, Klassen, Frangione. Also, present: Elaine Rassel, Zac Rassel, Phil Dorr, Chuck Peters, Margaret Rohwer, Alyssa Herbold, Brian Flikeid. Pledge of Allegiance. Mayor Hansen made changes to the agenda, removing Dan Gates to speak to the Council, removing approval for Resolution #21-06, "Resolution Adopting Policy for City of Marcus Social Media," and making correction to Ordinance 341, "An Ordinance Adding New Paragraphs to A Subsection of the Zoning Ordinance of the city of Marcus, Iowa to Extend Temporary Exceptions Within the Recreational Parking Prohibition." • Motion by Ebert, seconded by Enneking, to approve minutes, bills, amended agenda, and clerk's report. Roll call vote: Ebert, Jenness, Enneking, Klassen, Frangione. All ayes. Nayes: none. Motion carried 5:00 pm motion by Jenness, seconded by Frangione to open Public Hearing, "Proposed Property Tax Levy." Roll call vote: Ebert, Jenness, Enneking, Klassen, Frangione. All ayes. Nayes: non. Clerk Harvey reviewed the Proposed Property Tax Levy with the Council explaining how D Property Taxes used and showing that the City Taxes will not be raising taxes for FY21-22. All ayes. Nayes: none. Motion carried Margaret Rohwer gave the Council an annual review of the Community Center finances. Margaret asked the Council for$12,000 to pay the remaining loan debt. Brian Flikeid reported to the Council of having made arrests for a Sex Offender not registering, and OWI charge, and vandalism of a car. Use of Force Policy changes have been made and will be credentialed by the State Law Enforcement. Mayor Hansen told the Council a new paint sprayer would need since the old one broke and had to borrow from Remsen to finish painting lines last summer. To better maintain the alleys a drag would be beneficial. Quotes have been received. 5:32 pm, motion by Jenness, seconded by Ebert to enter into Executive Session pursuant of Iowa Code Section 21.5(1)(j). Nayes: none. Motion carried Dakin Schultz, Director of Transportation IDOT gave the Council an update on plans for the corner of HWY 3 & HWY 143. Construction on the new turning lane will begin in late July/early August and is expected to be finished by Thanksgiving. No road closures will be needed. Jake Dugger with Maguire Iron reviewed the water tower maintenance plan proposal with the Council. Motion by Enneking, seconded by Frangione to approve Maguire Iron water tower maintenance 5 agreement. Ayes: Ebert, Enneking, Klassen, Frangione. Nayes: none. The Council discussed making an offer to the City of Aurelia to purchase their old Police car. No Attorney's report this month. It was noted that properties at 313 N Main St, 409 N Ash St., 708 E Cedar St have been re-awarded property of the City. The City is currently taking proposals for each property. He will be contacting the City's Code Enforcement Dave Christensen to find out what will bring the property into compliance with the International Property Maintenance Code as amended and incorporated into the City Code within one year. If owners want more rock in the alleys than what the City puts down, the owner has to take full responsibly of cost and delivery this was addressed after being asked to Dreckman. Sanitary Services has been.coming earlier and would like residents to put their trash out Sunday evening because they are getting to town around 5 am. They are also looking to buy another automatic truck due to troubles keeping enough workers to drive and dump garbage. Sanitary Services has requested the City leave garbage and recycle pick up to curbside only for gravel alleys. The new truck isn't big enough for the City's alleys. Chief of Police Brian Flikeid let the Council know that he will be needing to hire a new part-time officer since Zack Smith and Kris Alesch are both no longer coming to work in Marcus. He has many on-going investigations and needs the extra help. Mayor Hansen let the Council know that open burning starts April 15th until May 15th, City wide garbage collection is May 10th. Anything two guys can lift can be left on the curb. No appliances or hazardous materials can be set out. Clerk Harvey will be gone to Des Moines for a Conference April 21st-23rd City Hall will be closed during that time. Public Works received compliments on the nice clean up in the alleys this spring getting. Councilmember Klassen asked that residents be reminded to break down their cardboard at the recycling dumpster to make more room for others and only glass goes into the glass dumpster not the box or bag used to carry them to the dumpster. The Council discussed how this had been an on-going problem and they are aware of the need for it to be fixed or replaced. Leak Investigators from Omaha can be here no sooner than Monday,June 14th to start a week-long process of applying sealant to the entire pool. Then there will be a required drying time before filling the pool. Matt addressed citizens' complaints the pool wasn't filled soon enough to find the leak sooner. The pool had an obvious water leak that Public Works was able to fix themselves. The sealant was temperature sensitive and the May weather didn't allow for them to apply the sealant any sooner along with the drying time. Ebert joined 12:45pm Discussion was then held on how to keep the lifeguards that recently become certified from leaving for other jobs while waiting for the pool to open. Flikeid is applying for a grant for newer body cameras that is currently being offered. The current body cameras are good, the software that uploads the recordings is slow. 5:40 pm Jenness and Frangione left meeting. Council expressed appreciation to Chief Flikeid for the good job he is doing. The Council recognizes he is doing more work behind the scenes than what is visible to residents. 228 Mayor Hansen updated the Council that the properties sold to Dale Cave and Mid-American have closed. Simpco can update the City Code with new State Codes and any new ordinances. The City was asked about cleaning out the Cedar Street house at expense of an interested buyer to get a better view of the structure and pipes. The Council advised checking with the City Attorney. The City Clerk will be gone the week of July 19th to attend the Municipal Professional Academy. Marjo Daum will be covering the office. The City's worker's comp insurance representative has explained the risks associated with tree removal and recommends Public Works take training before taking more trees down. Doug asked the Council how to proceed with such request. Council decided no items will be sold separately from the property. Anyone interested in the property can give the City a proposal. Blacktop Services will be in Marcus late August beginning of September to do proposed street repairs. Doug let the Council know at this time that one of the sewer pumps doesn't work and would like to consider replacing it with the American Relief Funds the City will be receiving. He also mentioned more value shuts will be installed this year and the number needs to be determined as the cost will be going up in the next few weeks. Mayor Hansen let the Council know that the first round of American Relief Funds $78,535.47 will be received in the next two weeks and the second round will be received in one year. These funds will need to be used within five years. He has requested a new quote from Visu-Sewer to reline the sewers using these funds. The State is giving each City in Iowa $9,500 worth of computers from CARES funds. Clerk Harvey has ordered them and the computers will be here in November. A sewer pump maintenance agreement was shown to the Council. The Council felt the agreement is not beneficial for the needs of Marcus. 0 Doug explained that there is a water tower pipe that it has holes in it. They are having troubles getting news signs and will post as soon as possible. Mayor Hansen presented Councilmember Klassen with a Certificate of Appreciation for his ten years of service to the City of Marcus. Councilmember Ebert present Mayor Hansen with a Certificate of Appreciation for his four years in office. Mayor Hansen concluded on how impressed he has been with the Community of Marcus regarding volunteers for community events like the Sesquicentennial and Hometown Christmas. Council will revisit on the April agenda after more public promotion is made to educate residents on what is acceptable. Darrell Downs introduced Morrie Marks to the Council. Morrie is an USDA locker plant inspector and has over 25 years of experience as a meat cutter. Morrie interested in building an Official Meat Locker Plant in the Marcus Business Park with his son Jordan. Morrie explained to the Council the type of locker plants and reassured the Council there will be no smell or insects from this locker. Jordan's Meat Market is looking to open in June 2023. Motion carried 5:11 pm Schmillen joined Council Dakin Schultz and Shane Tymkowicz with Iowa DOT reviewed the plans for the intersection of Hwy 143 & Hwy 3. A right turn lane bid has been awarded to an Eastern Iowa company with a late construction date of August. Dakin reviewed the stop light request from the public. The data for a stop light doesn't support a need and if a stop light were to be put in it would become the responsibility of the City to maintain and keep regulated. Dakin had also received a request from Mayor Bunt to put a round-about in rather than a turning lane. At this time, the turning lane project will continue but Dakin has asked the Council to give the Iowa DOT the recommendation to consider adding the round-about in next five-year plan which would be for 2028. At this time, there would be no cost to the City for the turning lane or the round-about. The Council plans to pass a resolution expressing consent for a round-about at the April 11th, 2022, meeting. All Council meetings are open to the public. Mayor Bunt also requested they look at Hwy 143 as it needs resurfacing, this is on the IDOT watch list but due to budget limits it isn't a priority road right now. Matt Dreckman representing the Royals Youth Board asked the Council for permission to add shading to the west ball field. It was also brought to the Council's attention that the State Auditor has been citing Cities for using public funds for donations to non-profit organizations. Funds are only allowed to be used for public purposes like Economic Development purposes. Under Council and Mayor comments the alley between Cedar and Spruce Street from Linn to Walnut St was discussed that there is concern about water drainage. Public Works will look into. The need for no parking signs on one side of the street out on Holmes Street as it gets congested, and vehicles can't fit through at times was discussed.
