Regular Meeting of the City Council was held January 11th, 2021 at 5:00 pm with Mayor
Hansen presiding. Council members present: Ebert, Jenness, Enneking, Klassen, Frangione.
Also, present: Elaine Rassel, Zac Rassel, Phil Dorr, Chuck Peters, Margaret Rohwer, Alyssa
Herbold, Brian Flikeid.
Pledge of Allegiance.
Mayor Hansen made changes to the agenda, removing Dan Gates to speak to the Council,
removing approval for Resolution #21-06, "Resolution Adopting Policy for City of Marcus
Social Media," and making correction to Ordinance 341, "An Ordinance Adding New
Paragraphs to A Subsection of the Zoning Ordinance of the city of Marcus, Iowa to
Extend Temporary Exceptions Within the Recreational Parking Prohibition."
• Motion by Ebert, seconded by Enneking, to approve minutes, bills, amended agenda, and
clerk's report. Roll call vote: Ebert, Jenness, Enneking, Klassen, Frangione. All ayes. Nayes:
none. Motion carried
5:00 pm motion by Jenness, seconded by Frangione to open Public Hearing, "Proposed
Property Tax Levy." Roll call vote: Ebert, Jenness, Enneking, Klassen, Frangione. All ayes.

Clerk Harvey reviewed the Proposed Property Tax Levy with the Council explaining how
D Property Taxes used and showing that the City Taxes will not be raising taxes for FY21-22.
There were no public comments.

Brian Flikeid reported to the Council of having made arrests for a Sex Offender not registering,
and OWI charge, and vandalism of a car. Use of Force Policy changes have been made and
will be credentialed by the State Law Enforcement.
Mayor Hansen told the Council a new paint sprayer would need since the old one broke and
had to borrow from Remsen to finish painting lines last summer. To better maintain the alleys a
drag would be beneficial. Quotes have been received.
5:32 pm, motion by Jenness, seconded by Ebert to enter into Executive Session pursuant of
Iowa Code Section 21.5(1)(j). Roll call vote, Ebert, Jenness, Enneking, Klassen, Frangione. All
ayes. Nayes: none. Motion carried.
6:23 pm, motion by Ebert, seconded by Enneking to exit Executive Session. Roll call vote,

Dakin Schultz, Director of Transportation IDOT gave the Council an update on plans for the
corner of HWY 3 & HWY 143. Construction on the new turning lane will begin in late July/early
August and is expected to be finished by Thanksgiving. No road closures will be needed.
Jake Dugger with Maguire Iron reviewed the water tower maintenance plan proposal with the
Council.

Discussion was held to consider continuing with the Covid-19 policy adopted on March 25,
2020.

Monthly Police report was given by Brian Flikeid.
The Council discussed making an offer to the City of Aurelia to purchase their old Police car.

Aurelia's old Police car. Ayes: Ebert, Enneking, Klassen, Frangione. Nayes: none. Motion
carried.
No Attorney's report this month. It was noted that properties at 313 N Main St, 409 N Ash St.,
708 E Cedar St have been re-awarded property of the City. The City is currently taking
proposals for each property.

Dale Cave, Managing Member for CPI #5, LLC addressed the Council with his plans to
Rehabilitate 409 N. Ash Street. He will make this property into a duplex apartment building.
Splitting the house in half eat to west with all 3 floors used in each two-bedroom apartments. All
new wiring, plumbing, windows, insulation and siding would be fixed or resided. He will be
contacting the City's Code Enforcement Dave Christensen to find out what will bring the
property into compliance with the International Property Maintenance Code as amended and
incorporated into the City Code within one year.
No other proposals were received by the City for 409 N Ash Street.

Steve Philips representing Ten Corp presented to the Council a request for a one-way alley
behind 400 N Main St. Ten Corp plans to have a café on the west side of the building and
would like to have a drive-up window.

Public Works report was given by Doug Dreckman, flushing of water hydrants began and will be
done through the 16th. As weather is nicer, they will begin to do small street repairs with funds
left in this year's budget. The bigger repairs will start after the new fiscal year. If owners want
more rock in the alleys than what the City puts down, the owner has to take full responsibly of
cost and delivery this was addressed after being asked to Dreckman.
Sanitary Services has been.coming earlier and would like residents to put their trash out Sunday
evening because they are getting to town around 5 am. They are also looking to buy another
automatic truck due to troubles keeping enough workers to drive and dump garbage. Sanitary
Services has requested the City leave garbage and recycle pick up to curbside only for gravel
alleys. The new truck isn't big enough for the City's alleys.

collection to curbside for gravel alleys. All Ayes. Nayes: none. Motion carried.
City Attorney Alyssa Herbold continues to handle motions filed by Vicky Jacobson. Vicky's last
motion was denied and Vicky has now attempted to file with the Supreme Court.
Chief of Police Brian Flikeid let the Council know that he will be needing to hire a new part-time
officer since Zack Smith and Kris Alesch are both no longer coming to work in Marcus. He has
many on-going investigations and needs the extra help.
Mayor Hansen let the Council know that open burning starts April 15th until May 15th, City wide
garbage collection is May 10th. Anything two guys can lift can be left on the curb. No appliances
or hazardous materials can be set out. Clerk Harvey will be gone to Des Moines for a
Conference April 21st-23rd City Hall will be closed during that time. Public Works received
compliments on the nice clean up in the alleys this spring getting.
Councilmember Klassen asked that residents be reminded to break down their cardboard at the
recycling dumpster to make more room for others and only glass goes into the glass dumpster
not the box or bag used to carry them to the dumpster.

Mayor Hansen told the Council that RAGBRAI will no longer becoming through Marcus. The route has been
redirected to turn south off HWY 3 at the HWY 140 intersection east of Remsen and head to C38 to enter
Cherokee. The Landfill is having a coffee on Wednesday, April 28th at 9:30. All Council members are invited
to attend. Friday,April 30th will be a service day for the MMCRU HS students. They will be walking ditches to
clean up garbage and sorting pop cans for the Chamber and other possible jobs around Marcus.
Dave Christensen was in the office today with a list of homes that he was sending letters asking owners to
clean up or make repairs on their properties.

Councilmember Enneking let the Council know she had been in contact with the Library Board President Mitzy
Klingenberg about the roof leaking. The Council discussed how this had been an on-going problem and they
are aware of the need for it to be fixed or replaced. An idea of cutting the trees down behind the library was
mentioned as a starting point to keep branches from falling on it.
Councilmember Jenness wanted it to be noted that City residents have been known to haul yard debris out to
the City dump and drop some along the way on the roadways. Residents need to be mindful and pick that up
on both City streets and the country roads.

0 Matt Dreckman discussed the water leak at the pool and the attempts to find a company to fix it in a timely
manner. Leak Investigators from Omaha can be here no sooner than Monday,June 14th to start a week-long
process of applying sealant to the entire pool. Then there will be a required drying time before filling the
pool. Matt addressed citizens' complaints the pool wasn't filled soon enough to find the leak sooner. The
pool had an obvious water leak that Public Works was able to fix themselves. The sealant was temperature
sensitive and the May weather didn't allow for them to apply the sealant any sooner along with the drying
time.
Ebert joined 12:45pm
Discussion was then held on how to keep the lifeguards that recently become certified from leaving for other
jobs while waiting for the pool to open.

originally scheduled to work as long as they come in to help with repainting of bathhouses and other pool

Chief of Police Flikeid reported he has been attending trainings to renew certificates. He
addressed again dogs at large. Calls and messages to Council members is not valid and will
not hold up in court. Complaints have to be made directly to the Police by the person
witnessing the dogs.
Mayor Hansen updated the Council on current nuisances. Four citations were issued and taken
to court for noncompliance. The Supreme Court overruled on the Jacobson's filing against the
City. Sales of the properties by the City will proceed.

Blacktop Services gave an estimate for Ottoseal on S Walnut from W Amherst to W Spruce, and
Paving N Linn from Cedar to Railroad, Railroad St from n Linn to Alley West of Maple St.
Chief Flikeid gave his monthly report of arrest made and continuing complaints of dogs and
cats. Flikeid is applying for a grant for newer body cameras that is currently being offered. The
current body cameras are good, the software that uploads the recordings is slow.

Council expressed appreciation to Chief Flikeid for the good job he is doing. The Council
recognizes he is doing more work behind the scenes than what is visible to residents.

Mayor Hansen updated the Council that the properties sold to Dale Cave and Mid-American
have closed. Simpco can update the City Code with new State Codes and any new ordinances.
The City was asked about cleaning out the Cedar Street house at expense of an interested
buyer to get a better view of the structure and pipes. The Council advised checking with the
City Attorney. The City Clerk will be gone the week of July 19th to attend the Municipal
Professional Academy. Marjo Daum will be covering the office. The City's worker's comp
insurance representative has explained the risks associated with tree removal and recommends
Public Works take training before taking more trees down.
The fireworks ordinance and enforcement was discussed.

Doug Dreckman gave the Council a Public Works update. Doug had been approached by an
individual on buying an item out of the Cedar Street property. Doug asked the Council how to
proceed with such request. Council decided no items will be sold separately from the property.
Anyone interested in the property can give the City a proposal. Blacktop Services will be in
Marcus late August beginning of September to do proposed street repairs. Doug let the Council
know at this time that one of the sewer pumps doesn't work and would like to consider replacing
it with the American Relief Funds the City will be receiving. He also mentioned more value
shuts will be installed this year and the number needs to be determined as the cost will be going
up in the next few weeks.
Mayor Hansen let the Council know that the first round of American Relief Funds $78,535.47 will
be received in the next two weeks and the second round will be received in one year. These
funds will need to be used within five years. He has requested a new quote from Visu-Sewer to
reline the sewers using these funds. The State is giving each City in Iowa $9,500 worth of
computers from CARES funds. Clerk Harvey has ordered them and the computers will be here
in November.
Mayor Hansen has issued a Proclamation of the 150th Celebration of Marcus, Iowa. Motioned

Mayor Hansen announced City Wide Clean up October 11 th. New water valve shut offs will be
installed on September 14th. Mayor Hansen reached out to the IDOT to see where the Hwy 3
Project stood since it was to have started already. He was informed due to bidding confusion it
has to be rebid and the project could possibly be on hold until next year. The Council was given
a Library Building report for FY2021. Plans for a new roof is still in the planning stages.

Doug Dreckman, Public Works shared estimates for repairing a broken sewer pump or replacing
it with a new pump. This pump is used minimal for overflow and is not an emergency situation.
The Council is interested in learning more about warranties for the pump and installation cost
before deciding to rebuild or get a new pump. A sewer pump maintenance agreement was
shown to the Council. The Council felt the agreement is not beneficial for the needs of Marcus. 0
Doug explained that there is a water tower pipe that it has holes in it. Jensen Well will be
coming in the next few weeks to replace it.
Motion by Frangione, seconded by Jenness to approve Mid-American running power off a street n .
light for the Chamber Christmas tree lights. Ayes: All. Nayes: None. Motion carried.
Chief Flikeid gave a report that he received two LIFEPAK CR2 Defibrillators (AED)through a
grant. With this grant training, resupply of patient pads, and manufacture support will be
available for the next eight years. An arrest report was also given.
The Council was given the Street Finance Report and the Annual Finance Report for review.
Mayor Hansen let the Council know that Robin Harvey will be gone Oct 20-Oct 22 to Des
Moines for a Clerk Conference. Open burning will be Oct 15th-Nov 15th. Trick or treating will be
Sunday, Oct. 31st 5pm-7pm.

Regular Meeting of the City Council was held November 8th, 2021 at 5:00 pm with Mayor
Hansen presiding. Council members present: Ebert, Jenness, Klassen. Later joined by
Enneking. Absent: Frangione. Also, present: Steven Schuetz, Elaine Rassel, Steve Schmillen,
Doug Dreckman, Joe Frangione, Ben Erdman, Brian Flikeid

Joe Frangione asked the Council to consider supporting his petition to request IDOT to install a
stoplight at the corner of HWY 143 & HWY 3. Mayor Hansen responded that he reached out to
the IDOT before this meeting. The IDOT plans to extend the turn lane from the East once they
can get contractors to bid the job.
Enneking arrived 5:02pm
Ben Erdman asked the Council to make his camping site permanent out in the Business Park.
The Council agreed to a five-year extension to the current Ordinance exemption. This
Ordinance will be voted on at the December meeting.
Motion by Klassen, seconded by Frangione to approve Res 21-43, "A Resolution Setting
Salaries for Appointed Officers and Employees of the City of Marcus, Iowa." Ayes: Ebert,
Jenness, Enneking, Klassen. Nayes: none. Motion carried.

Snowmobile Club to mark and maintain a trail system around and into Marcus City limits as long

Doug Dreckman told the Council that the well pipe had been pulled and Jensen Well was
currently finishing up replacing the old pipe with new stainless-steel pipe.

Discussion held on the trade for the John Deer mower and a lawn tractor.

Police Chief Flikeid gave the Council his arrest reports for the past month.
Discussion was held by Council that the Public Works Department will be assisting Ten Corp in
putting up Christmas lights on businesses the week of Nov. 15th.

Police Chief Flikeid gave the Council his arrest reports for the past month, he has current arrest
warrants out for a child abuse case and separate drug case. Discussion was held on the need
for additional policing for traffic enforcement.
Clerk Harvey let the Council know that the Snowmobile Club is willing to put up new signage
along the trail. They are having troubles getting news signs and will post as soon as possible.
Mayor Hansen presented Councilmember Klassen with a Certificate of Appreciation for his ten
years of service to the City of Marcus. Councilmember Ebert present Mayor Hansen with a
Certificate of Appreciation for his four years in office. Mayor Hansen concluded on how
impressed he has been with the Community of Marcus regarding volunteers for community
events like the Sesquicentennial and Hometown Christmas. He also commented on how this
community has many great things happening for its size. Mayor Hansen adjourned the meeting
at 5:37pm.

roundabout in place of a turning lane at the intersection of HWY 3 & 143. Mayor Bunt asked the Council to
give him permission to send a letter of recommendation for the roundabout to Iowa DOT.

Discussion was held on removing the recycling dumpsters due to'more restrictions from the landfill for
recycling materials. The landfill is no longer accepting any kind of plastic bags or plastic film. Any truck
containing those plastic or other non-recyclable items will be dumped as garbage. Council will revisit on the
April agenda after more public promotion is made to educate residents on what is acceptable.
Darrell Downs introduced Morrie Marks to the Council. Morrie is an USDA locker plant inspector and has over
25 years of experience as a meat cutter. Morrie interested in building an Official Meat Locker Plant in the
Marcus Business Park with his son Jordan. Morrie explained to the Council the type of locker plants and
reassured the Council there will be no smell or insects from this locker. Jordan's Meat Market is looking to
open in June 2023.

Police Chief Flikeid reported on arrests made and has on-going investigations as a result of arrests.
Annual Audit was reviewed. The two findings were addressed, segregation of duties and the Solid Waste debt.
The Solid Waste debt is making progress in declining each year as for segregation of duties there is no action
to be taken.

Mayor Bunt and Councilmember Schmillen shared a list of street projects they came up with along with
the Public Works to be completed in FY23. Council will approve Barkley Asphalt contract for the alley
between the block of Maple St and Main St from Cedar to Pine St and the block of Main St to Locust St
from Railroad St to Cedar St at next meeting. Brief discussion was had on lining the sewers over the next
several years which will be included in the FY23 budget. Mayor Bunt shared that Matt Dreckman has
gotten dump truck quotes and financing options. Council will approve at next meeting.
Other comments by Mayor Bunt, a sign is being made for the recycling dumpsters to remind citizens that
no plastic bags of any kind or color and plastic film or Styrofoam can be recycled. City Hall has had many
citizens calling or stopping to ask questions so they can comply with the new enforcement by the
landfill.

5:11 pm Schmillen joined Council
Dakin Schultz and Shane Tymkowicz with Iowa DOT reviewed the plans for the intersection of Hwy 143 & Hwy
3. A right turn lane bid has been awarded to an Eastern Iowa company with a late construction date of August.
Dakin reviewed the stop light request from the public. The data for a stop light doesn't support a need and if a
stop light were to be put in it would become the responsibility of the City to maintain and keep regulated. Dakin
had also received a request from Mayor Bunt to put a round-about in rather than a turning lane. At this time,
the turning lane project will continue but Dakin has asked the Council to give the Iowa DOT the
recommendation to consider adding the round-about in next five-year plan which would be for 2028. At this
time, there would be no cost to the City for the turning lane or the round-about. The Council plans to pass a
resolution expressing consent for a round-about at the April 11th, 2022, meeting. All Council meetings are open
to the public. Mayor Bunt also requested they look at Hwy 143 as it needs resurfacing, this is on the IDOT
watch list but due to budget limits it isn't a priority road right now.
Matt Dreckman representing the Royals Youth Board asked the Council for permission to add shading to the
west ball field.

working on getting quotes for a new police vehicle for FY23.
Clerk Harvey informed the Council she is working with Simmering-Cory to update the City Code and will
present to the Council once the changes are ready in the coming months. It was also brought to the Council's
attention that the State Auditor has been citing Cities for using public funds for donations to non-profit
organizations. Funds are only allowed to be used for public purposes like Economic Development purposes.
Under Council and Mayor comments the alley between Cedar and Spruce Street from Linn to Walnut St was
discussed that there is concern about water drainage. Public Works will look into. The need for no parking
signs on one side of the street out on Holmes Street as it gets congested, and vehicles can't fit through at
times was discussed. Placement of signs falls under the Police Ordinances and will be looked into.

Regular Meeting of the City Council was held April 11th, 2022, at 5:00 pm with Mayor Bunt presiding. Council

Kayla Koch with Cherokee Regional Medical Center informed the Council that CRMC is opening a Physical
Therapy Clinic in the newly remodeled area of Ten Corp's building on West Cedar. The clinic will be next to
Mike's Barber Shop. Opening date is tentatively June 6th. The Council expressed their excitement and
appreciation for opening a site in Marcus.
Mayor Bunt asked the Public for any comments regarding the Hwy 3 & Hwy 143 proposed roundabout. Joe
Frangione, MMCRU Superintendent Dan Barkel, and MMCRU Principal Travis Sprague took turns speaking of
the improved safety that would result from a roundabout.

Tim Holmes representing the Marcus Community Golf Club reported to the Council that a Stockholders 271
meeting was held, and a vote was taken that resulted in favor of the City of Marcus purchasing the Marcus
Community Golf Club. The Golf Club would like to lease back the facilities from the City. The City will first buy
the Golf Course and a lease will follow later.

Public works report was given by Doug Dreckman. Old playground equipment is being taken down at the City
Park. Trees behind the Library will be cut down and the alleys will get dragged.
Police Chief Flikeid gave his arrest report and shared two bids for a new police vehicle.

Sidewalk enforcement was discussed. The Nuisance committee will meet and reported back to the Council.
Clerk Harvey reported Iowa Workers' Compensation Association visited the City's facilities recently and
reviewed claims. Compliments were given on the impressive City operations and well-maintained facilities.
Mayor Bunt let the Council know that City Hall will be closed April 20-22 while Clerk Harvey is gone to Clerk
School and the Iowa Municipal Finance Officer Association Spring Meeting.

riled Discussion on the accuracy of the 2019 income survey were discussed. Marcus is currently at 38% poverty 141��
level. To qualifyfor CommunityDevelopment Block Grant the City must be at 51%. Before the City conducts
a new survey, the City will wait for the Census results that will possibly be released in 2023. A CDBG will help
in sewer lining cost if the Council decides to proceed with project.
