FRIDAY, SEPTEMBER 7, 1956
The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
session in its office in the City Hall in said City, Friday, September 7, 1956, at the
hour of 8:00 o'clock A.M. (CST), Mr. Wilson presiding with the followingmembers be-
ing present: Mr. Deuker and Mr. Cecere. The following business was had, to-wit:
On motion duly made, mconded and carried, the minutes of the previous meeting were
dispensed with. -
Mr. Porter of the Porter Sign Company appeared before the Board and was informed of
III the decision of the Board not to rent his Company the land at the west end of the 20th
Century Bridge for erection of billboards.
City Attorney Cecere told the Board the Townsend Store at South 8th and "E" Street was
placing merchandise on the sidewalk and causing an obstruction. The clerk was told to
write asking that this be discontinued.
City Attorney Cecere remarked about the blocking of the sidewalk by bicycles in front
of the Ritz Theatre. Chief Mitrione was authorized to talk to the theatre owner to
see if some arrangements could be made for the parking of the bicycles so as not to
block the sidewalk.
City Controller Wilson presented a petition signed by residents in the vicinity of
the Lehr Farm Equipment factory complaining of the loud noises coming from the above
factory during the night. City Engineer Deuker to write and inform the Lehr Farm
Equipment Company of the zoning ordinance regarding such noises.
City Controller Wilson said that a foot bridge is badly needed over Clear Creek at
Peacock Road. City Engineer Deuker reported that plans are in the making for such a
bridge and a sidewalk leading to the bridge.
Chief Mitrione reported that there was a large opening in the railing at the east end
of the bridge over Clear Creek on Main Street. The Clerk was instructed to contact
the Street Department for repairs
IIICity Attorney Cecere reported he had been contacted several times by the attorneys for
the Richmond City Bus Lines regarding the payment of the $1000,00 per year franchise fee
charged the Bus Line. City Attorney Cecere remarked that such a franehise must be approved
by the Common Council. The Board unanimously agreed with the approval of the Mayor that
the present franchise rate be maintained until the Bus Company can provide more definite
reasons why the City should not charge the $1000,00 annual franchise rate. The City
Attorney suggested that the Bus Line officials contact the Common Council for further
action..
City Engineer Deuker moved that the Gulf Oil Company petition for curb cuts at Southwest
18th and Main be approved, seconded by City Attorney Cecere.
Mayor Cutter told the Board of his talks with Army Reserve Officers regarding the
construction of an Army Reserve Training Unit on Light Plant property on South 9th
Street. He said they desired a tract of ground 400' square and that they would con-
struct a building on said tract. The Army desires to lease the ground, he further
reported. City Attorney Cecere said that he felt the City was obligated to cooperate
with the Government in the Reserve Training program. The Board instructed the Mayor
and City Engineer to confer with Mr. Beck and the members of Common Council and explain
the program to them, since such a lease would have to be approved by that body.
The Clerk read a letter from George Scantland regarding the obstruction of drainage in
South "G" Street caused by trucks delivering cement and materials for streets. The
letter stated that the drainage had just been opened. City Engineer Deuker was in-
structed to contact the parties responsible for the obstruction and to get them to
open the ditch.
There being no further business presented on motion duly made, seconded and carried,
the meeting adjourned. /-
