The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday, August 31, 1956, at the hour of 8:00 o'clock A.M. (CST). Mr'. Wilson presiding with the following members be- ing present: Mr. Deuker and Mr. Cecere. The following business-was had, to-wit: • On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with. The Board by unanimous consent ordered the Clerk to inform the Porter Poste* Service Company that the City did not desire to rent the area at the west end of the 20th Century Bridge for the erection of billboards. • The Clerk presented proofs of publication printed in the Richmond. Palladium on the dates of August 8-15, 1956, that August 31st was the date set for a hearing on Improvement ' Resolution No. 1007-1956 (1st alley west of S.W: 3rd Street from S.W. "D" to S.W.' "E") After hearing those for and against the resolution, City Engineer Deuker moved that the hearing be continued and a decision postposned, seconded by City Controller Wilson and - unanimously carried. Sanitary Inspector Hutton told the Board of his findings at 311 South 4th Street re-- garding the dogs kept in the yard by the Campbell Brothers. He reported that the dogs were creating a serious sanitary condition besides creating a disturbance in the neigh- borhood: The Mayor told the ,Board he had been informed that there were only two dogs at this address. Sanitary Inspector Hutton was told to check this complaint again and if unsanitary conditions still exist, to report to the Board. • City Engineer Deuker moved that the Light Plant be ordered to install a street light on Ross Street between N.W. "H" and Vine Street at the estimated cost of $230.00 se- conded by City Controller Wilson and unanimously carried. The Clerk read a letter from Geo. F. Scantland Builders, Inc. requesting a street light at South 19th and "H" Street and was ordered to contact the Light Plant for an estimate. The Clerk presented proofs of publication printed in the Richmond Palladium on the dates of August 9-16, 1956, that August 31st was the date set for a hearing on the amount assessed for Improvement Resolution No. 997-1955. No taxpayers appeared. City Engineer Deuker moved and City Attorney Cecere seconded that the Assessment Roll No. 997-1956 be confirmed as adopted. City Controller Wilson presented a request of Clarence Runyon for street markers at South 27th Street at "A" and "B" Streets. City Engineer Deuker to contact the Street Department regarding these signs. City Attorney Cecere moved and City Controller Wilson seconded a motion that the Sesquicentennial Committee not be allowed credit for hauling gravel to the Garfield lot for their celebration. • The Livingston Sign and Body Shop was authorized to connect into the storm sewer at South 7th and "H" Street with the City to furnish some of the materials. Police Chief Mitrione recommended that no parking be allowed on N.W. "L" Street from • Bridge Avenue to Sheridan Street. City Engineer Deuker moved that this be done seconded by City Controller Wilson. • • Police Chief Mitrione also recommended that blinker lights and signs he placed at both ends of the North 9th Street overpass for school children crossings and that blinkers and signs be placed at National Road West and 16th Street.' • Chief Mitrione told the Board that some Cities hire Crossing Guards to escort school children across dangerous intersections. He was instructed to estimate the cost for each guard and for the blinkers and. signs and to report back to the Board. Chief Mitrione told the Board he would be Chicago September 9th to 13th to attend the International Association of Chiefs of Police. The Board gave approval for absence.
