FRIDAY, AUGUST 17, 1956
The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
session in its office in the City Hall in said City, Friday, August 17, 1956, at the
hour of 8:00 o'clock A.M. .(CST) , Mr. Wilson presiding with the following members be-
ing present: Mr. Deuker and Mr. Cecere. The following business was had, to-wit:
On motion duly made, seconded and carried, the minutes of the previous meeting were
dispensed with.
IIIThe Clerk presented proofs of publication printed in the Richmond Palladium on the
dates of July 26 and August 2, 1956 that bids would be received on this date for
Improvement Resolution No. 1005-1956 (Alley between North 23rd and North 24th from
North "D" to North "E"). The proofs were ordered filed.
The following bid was received, opened and read aloud:
Robinson Brothers General Contractors $1,647.83
The Clerk presented proofs of publication printed in the Richmond Palladium on the
dates of July 26 and August 2, 1956 that bids would. be received on this date for
Improvement Resolution No, 1006-1956 (Alley between South 14th and South 15th from
South "C" to South "D"). The proofs were ordered filed.
The following bids was received, opened and read aloud:

Robinson Brothels General Contractors $3.933.24
The above bids were taken under advisement.
City Controller Wilson reported that the parking meters on the north section of the
Market House parking lot had been installed and in operation. The south part of lot
to be paved and meters installed at early date,
The Clerk presented a petition from resident of Ross Street for installation of a
III street light on Ross Street north of "H" Street. City Engineer Deuker moved that this
be referred to Mr. Beck for an estimate of cost, seconded by City Controller Wilson.
. The Clerk read a letter from Sesquicentennial Committee thanking the Police Dept. ,
Fire Dept. , and Ass't. Fire Chief Wadman, and all City Hall employees for cooperation
shown the Committee during the Sesquicentennial.
City Controller Wilson read a petition from residents of vicinity of 309 South 4th Street
regarding the number of dogs at that address that create a disturbance. The Clerk
was instructed to have Don Sliger investigate to see if zoning laws are being violated.
City Attorney Cecere moved that the sidewalk on the east side of South 3rd Street from
Main to South "A" be cut back to a width of 6' in order to widen the street for angle
parking, seconded by City Controller Wilson.
City Attorney Cecere moved that Don McBride be allowed to sell the Park Department
Ford for junk. City Controller Wilson seconded this motion. ( Don McBride wrecked
Ford last week and it is a total loss - probable worth less than $50.00).
Police Chief Mitrione recommended that no parking be allowed on either side of South "A"
Street from 16th to 18th and from 22nd to 23rd and that no parking be allowed on the
south side of South "A" Street from 18th to 22nd. City Controller Wilson moved and
City Engineer Deuker seconded, that the above be approved.
Police Chief Mitrione recommended stop signs be placed on S.W. 3rd, 4th and 5th Streets
ill -.at S.W. "E" Street so as to make S.W. "E" a through Street, and also a stop sign on
S.W. "E" at College Avenue. City Engineer Deuker moved and City Controller Wilson
seconded that this be approved.
Police Chief Mitrione recommended that signs be placed in front of City Hall in three
parking spaces indicating parking to be for "Official City Business with a time limit
of 20 minutes in these spaces. City Engineer Deuker moved and City Controller seconded
- that this be approved.
City Attorney Cecere moved and City Controller Wilson seconded that the Eagles Lodge
be allowed to use the booth in fron of the old Second National Bank on August 18th and
