ROLL CALL 3. 4. R, Present: Councilmember-Blum, Chavez, Vizcarra, Sternquist, Yu Absent: Councilmember-None Also Present: City Manager Pulido, City Attorney Vail, City Clerk Kuo, Assistant to the City Manager Haworth, Administrative Services Director Hause, Parks and Recreation Director Burroughs and Public Safety and Community Development Director Persico INVOCATION Pastor Heather Williams from the Westminster Presbyterian Church provided the Invocation. PLEDGE OF ALLEGIANCE Mayor Yu led those present in the Pledge of Allegiance to the Flag. CEREMONIAL MATTERS — PRESENTATIONS A. ADOPTION OF RESOLUTION NO. 13-4893 — PARKS AND RECREATION COMMISSION APPOINTMENT The City Council was requested to adopt a Resolution confirming appointment of one person to the Parks and Recreation Commission for an unexpired term ending June 30, 2014. At the City Council Special Meeting held February 5, the Council interviewed two applicants and selected Kristel Haddad to be appointed to the Commission. Councilmember Blum moved to adopt Resolution No.13-4893 appointing Kristel Haddad to the Parks and Recreation Commission for an unexpired City Council Minutes February 19, 2013 Page 2 term ending June 30, 2014, seconded by Mayor Pro Tem Sternquist and unanimously carried. B. INTRODUCTION OF NEW COMMUNITY DEVELOPMENT DIRECTOR MARK PERSICO City Manager Pulido introduced the City's new Community Development Director Persico to Council. C. ARBOR DAY PROCLAMATION Rob Cruse, City's Lead Tree Trimmer, accepted a Proclamation from Mayor Yu proclaiming March 13, 2013 as Arbor Day in the City of Temple City. D. INTRODUCTION OF SAN GABRIEL VALLEY COUNCIL OF GOVERNMENT'S (SGVCOG) NEW EXECUTIVE DIRECTOR ANDREA TRAVIS -MILLER AND UPDATE ON SAN GABRIEL VALLEY ENERGY WISE PARTNERSHIP Ms. Travis -Miller introduced herself to the City Council and her staff provided an update on San Gabriel Valley's Energy Wise Partnership. City Council presented a certificate of appreciation to Congressman Adam Schiff for his years of service to Temple City. 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA James Ponnet, Temple City resident, spoke in favor of the City bringing back Habitat for Humanity Program. Nora Chen, Acting Temple City Library Manager, introduced herself to the City Council and announced upcoming library activities. David McGrath, Temple City resident, spoke regarding the recycling company in the Ralph's parking lot on Las Tunas Drive. Jerry Jambazian, Temple City business owner, announced the upcoming Candidate Forum hosted by the Temple City Chamber of Commerce on February 25, 2013 from 7 to 9 p.m. at the Historical Society of Temple City located at 5954 Kauffman Avenue. City Council Minutes February 19, 2013 Page 3 Damien Allan, Habitat for Humanity, gave a brief introduction of the Habitat for Humanity Program. 7. CONSENT CALENDAR City Manager Pulido removed agenda item 7C to a future meeting in March or April. Councilmember Chavez moved to approve the Consent Calendar, seconded by Mayor Pro Tem Sternquist and unanimously carried. A. APPROVAL OF MINUTES 1) Minutes of the City Council Special Meeting of February 5, 2013; and 2) Minutes of the City Council Regular Meeting of February 5, 2013. Recommendation: Approve. B. AMENDMENT TO THE CONTRACT SERVICES AGREEMENT WITH HARRIS & ASSOCIATES TO EXPAND THE SCOPE OF SERVICES FOR THE PAVEMENT MANAGEMENT SYSTEM (PMS) TO INCLUDE ADDITIONAL DIGITAL IMAGERY WITH GEOGRAPHIC INFORMATION SYSTEMS (GIS) LINKAGE The original contract services agreement with Harris included requirements for a current digital image of all City streets and roadways. Upon further discussion of the requirements of the City, especially the need for a complete sidewalk inventory and an account of road frontage conditions, staff recommends that additional digital imagery be performed within the PMS. Linking these images with the City's ArcGIS interface will allow City staff to enter pavement inspection, work history and other relevant pavement data into the database. This will allow staff to accurately determine current and future street infrastructure improvements needs. The City Council is requested to approve the Fiscal Year 2012-13 City Budget which includes a $50,000 appropriation for PMS services and authorize the City Manager to execute the amendment. The proposed amendment would add $13,020 to the $31,880 contract services agreement with Harris approved on December 18, 2012, for a total of $44,900. Recommendation: 1) Review and approve the Amendment in the amount of $13,020 to the contract services agreement with Harris & Associates to expand the scope of services for the PMS to include digital imagery; and City Council Minutes February 19, 2013 Page 4 2) Authorize the City Manager to execute said Amendment with Harris & Associates. D. PETTY CASH REPORT The City Council is requested to review, receive and file the Petty Cash Reports. Recommendation: Receive and file. E. ADOPTION OF RESOLUTION NO. 13-4894—APPROVAL OF PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 13-4894 authorizing payment of bills. Recommendation: Adopt Resolution No. 13-4894. 8. UNFINISHED BUSINESS A. SECOND READING AND ADOPTION OF ORDINANCE NO. 13-966 AMENDING SECTION 2607 OF THE TEMPLE CITY MUNICIPAL CODE RELATIVE TO DUTIES OF THE PARKS AND RECREATION COMMISSION As part of a reorganization of City operations in 2010, the trees and parkways program was transferred from the former Public Services Department to the Parks and Recreation Department. Over the next several months, Parks and Recreation staff reviewed the existing practices and procedures for the trees and parkways division as well as sections of the Temple City Municipal Code relative to street trees. With over 5,800 streets trees in the City's inventory, staff became aware of a need to express the value of the City's urban forest to the public and, proposed an item in the Fiscal Year 2011-13 work plan to build community awareness of the City's urban forestry program. The City Council approval of Ordinance No. 13-966 will expand the duties of the Parks and Recreation Commission to include review and oversight of the City's trees and parkway program. Mayor Yu opened public comment. Mayor Yu closed public comment. Parks and Recreation Director gave a brief summary of the staff report. City Council Minutes February 19, 2013 Page 5 Councilmember Chavez made a motion to waive further reading and adopted Ordinance No. 13-966 amending Section 2607 of the Temple City Municipal Code relative to the duties of the Parks and Recreation Commission. Seconded by Councilmember Vizcarra and unanimously carried. B. SECOND READING AND ADOPTION OF ORDINANCE NO. 13-967, AN ORDINANCE AMENDING SECTION 9633 SO AS TO ALLOW THE SUBDIVISION OF SHOPPING CENTERS AND MINI -MALLS IN COMMERCIAL AND INDUSTRIAL ZONES IN TITLE 9, CHAPTER 7 OF THE CITY'S MUNICIPAL CODE; AND ESTABLISHING SECTION 9633.0 RELATING TO "PARKING STRUCTURE CONDOMINIUMS OR COMMON OWNERSHIP" IN CHAPTER 7 OF THE CITY'S MUNICIPAL CODE The proposed code amendment to allow the subdivision of shopping centers and mini -malls in commercial and industrial zones will augment options available for commercial retail developers to attract national tenants and would hereby promote economic development in the community. Furthermore, the code amendment is necessary for the Municipal Code to coincide with the State of California Subdivision Map Act and is necessary to help facilitate condominium or common ownership of parking structures or parking garages. Community Development Director Persico and Associate Planner Gulick gave a brief summary of the staff report. Mayor Yu opened public comment. Mayor Yu closed public comment. Councilmember Chavez made a motion to waive further reading and adopt Ordinance No. 13-967 by title only. Seconded by Councilmember Blum and unanimously carried. 9. NEW BUSINESS A. FISCAL YEAR 2012-13 MID -YEAR GENERAL FUND BUDGET REVIEW The FY 2012-13 mid -year budget review process provides the City Council with an opportunity to review and adjust original revenue projections and budgeted appropriations based on six months of actual activity. Adjustments are a result of changes in revenue projections based on actual revenue received from July 1, 2012 through December 31, 2012, City Council Minutes February 19, 2013 Page 6 as well as unanticipated expenditures due to information that was not previously available. The City Council is requested to approve the FY 2012-13 General Fund Mid -Year adjustments. If approved, the estimated General Fund Balance will increase from $23,252,732 to $23,514,729 on June 30, 2013. Administrative Services Director Hause reviewed highlights from the FY 2012-13 Mid -Year General Fund Budget. Councilmember Blum made a motion to receive the FY 2012-13 Mid -Year General Fund Budget Review Report; authorize staff to revise various revenue estimates; and authorize staff to revise various budgeted appropriations. Seconded by Mayor Pro Tem Sternquist and unanimously carried. 10. COMMUNICATIONS —None 11. RECESS TO SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY MEETING At 8:38 p.m., the City Council recessed to the Successor Agency Meeting. RECONVENE AS CITY COUNCIL The City Council meeting was reconvened at 8:39 p.m. with all Councilmembers present. 12. ACTIONS TAKEN BY CITY AS SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY — None 13. UPDATE FROM CITY MANAGER City Manager Pulido made announcements of upcoming City events: February 22, 23 & 24, Friday through Sunday, The Camellia Festival Carnival; February 23, Saturday, Camellia Festival Parade will begin at 10 a.m. Las Tunas Drive between Sultana to Rowland will be closed to all traffic on Saturday starting from 8 a.m. until end of parade; March 1, Friday, Rosemead Boulevard Project Groundbreaking Ceremony at 10 a.m. Olive Street will be closed from Encinita to Las Tunas from 6 a.m.-1 p.m.; February 26, Tuesday, is the last day to request a vote -by -mail ballot. COUNCILMEMBER CHAVEZ Congratulated Mayor Yu on his State of the City Address. C. COUNCILMEMBER VIZCARRA Thanked staff for completing the expansion of the Temple City Park Pavilion dance floor. D. MAYOR PRO TEM STERNQUIST Congratulated Mayor Yu on his State of the City Address. Encouraged residents to apply to the Habitat for Humanity Program for assistance with the repair of their home. E. MAYOR YU Commented on his year as Mayor and thanked his fellow councilmembers for their support. 17. REIMBURSEMENTS OF EXPENSES PAID TO OFFICIALS FOR CONDUCT OF CITY BUSINESS — None 18. ADDITIONAL PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA James Ponnet, Temple City resident, commented on the Habitat for Humanity Program. AI Juarez, Pasadena City College Professor, commented on the Mayor's State of City Address and the work that is being done in the City. City Council Minutes February 19, 2013 Page 9 Mark Li, Temple City resident, commented that he enjoyed attending the City Council meetings and will encourage his neighbors to attend future meetings. 19.
