FRIDAY, JULY 13, 1956 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday, July 13, 1956, at the hour of 8:00 o'clock A.M. (CST). Mr. Wilson presiding with the following members being pre- sent: Mr. Deuker and Mr. Cecere. The following business was had, to-wit: 0n motion duly made, seconded and carried, the minutes of the previous meeting were dis- pensed with. The Clerk presented proofs of publication printed in the Richmond,Palladium Item .on the dates of June 18 and 25, 1956, that a public hearing would be held on Improvement Resolu- tion No. 1005-1956. The proofs were ordered filed. Mr. Fred Klotz appeared before the Board and urged adoption of the resolution. There being no other taxpayers present, City Engineer Deuker moved that said Improvement Res- olution No. 1005-1956 be adopted and advertised for bids. City Controller Wilson se- conded. Mrs. Bonnie Owens, 322 North 10th Street, appeared before the Board and asked for a yellow . curb for ambulance service in front of her nursing home at the same address. The Board took this under advisement. Mr. Porter, Porter Sign Co., appeared before the Board and presented a lease for city property at North 10th and Whitewater Blvd. for the period from September 1949 to September 1952. He told the Board the previous Board had allowed him to maintain these signs without a formal contract at the contract price of $30.00 a year. He asked to rent space at the west end of the 20th Century Bridge for two illuminated signs. The Board took this under advisement. Mr. Cedric Miller and Mr. Clayton Bartel, representing the nichmond Sesquicentennial Committee and presented the parade schedule for said celebration. The Board approved the schedule and asked the Committee to work with the Police Department for the re- routing of traffic during the parades. Building Inspector Sliger introduced two men representing the Assembly of God Church who asked permission to erect a tent at the rear of that church on August 19th for four weeks. The Board approved with the provision that the tent conforms with the State Fire Marshall's code. Capt. Juerling told the Board that the State Highway Department was painting arrows on North 9th Street at "A" and asked permission to paint "40!! on that. intersection as well as at 16th and E.Main Street. Permission was granted. He also told the Board that the State Highway was ready to install colored highway markers in the City. Police Chief Mirtione reported that Capt. Juerling had surveyed the downtown bus stops • and found that adequate for the purpose intended. He will survey the remaining bus stops as soon as possible. Police Chief Mitrione also reported that the new style traffic ticket will go into use July 14, 1956. Don Bell appeared before the Board and said that some protection should be given the valuable photographs and drawings that are in the Engineering office. The Board felt that perhaps microfilming would be the answer to the problem of loss in case of fire, and instructed the Controller to investigate the possibility of microfilming all valuable records now in the City Hall. City Controller Wilson read a letter from the Sesquicentennial Committee regarding the decoration of buildings and store fonts. City Attorney Cecere moved and City Controller Wilson seconded a motion that $26.50 be expended to decorate the front of City Hall for the celebration. City Controller Wilson presented complaints about the parking problems at Knowles Tool Co. City Controller Wilson reported that the Kendall Coal Company had delivered coal for the coming heating season, but had charged the City the wrong price. He was told by the Board to pay at the price shown on the bid from that Company. City Engineer Deuker said the Richmond Home Telephone Company had contacted him regarding installing an underground cable from 22nd and East Main to Henly Road sometime in 1957. He said the Telephone Co. would make the installation under the sidewalk and replace all sidewalks damaged during the installation. 22 The Clerk was instructed to write the Telephone Company and ask that they get the approval of the Board of Works before installing any more sidewalk telephone booths in the City. The Clerk presented a petition signed by 27 persons asking that the alley between South 5th and 6th Street running north from the first alley south of "A" Street be opened. The Board decided that the alley in question had been properly vacated and rejected the petition. The Clerk wasinstructed to write the State Highway Department asking for permission for the Sesquicentennial Committee to place banners across U.S. 40 in conjunction with the forthcoming celebration. . The Board approved the extension of a yellow curb on North 10th by a new drive that had recently been opened.
