FRIDAY, JUNE 15, 1956 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday, June 15, 1956, at the hour of 8:00 o,clock A.M. (CST). Mr. Cecere presiding with Mr. Deuker present. Mr. Wilson being absent. The following business was had, to-wit: On motion duly made, seconded and carried, the meeting adjourned. City Engineer Deuker reported on• the traffic light for North 10th and "J" Street. He said installation had been held up because final determination of the boundry lines of III the highway had not been determined. City Attorney Cecere moved that the State be asked to make immediate shipment of materials and the City install the light and relocate, if necessary, when the boundry lines are established, seconded by City Engineer Deuker. City Engineer Deuker reported the State Highway Department had received complaints about the traffic light at Southwest 16th and National Road West. The State said they could furnish a light that could be controlled by pedestrians. This was referred to the Traffic Officer for recommendations. City Engineer Deuker reported complaints had been received about the vibration of machinery at the St. Regis Panelyte Plastics Co. at 660 South "L" Street. He has contacted the Plant Manager and was informed they are working on a muffler to eliminate the vibrations. • City Engineer Deuker reported on the condition of the alley at 1418 South 4th Street. He said the alley is located on a hill and that it would be a major job to grade and repair. He said he would talk to the person who asked about the alley and explain the situation to him. City Engineer Deuker reported that a bill board is located on city property at the North 10th Street bridge and Nbitewater Blvd. He will contact the owner and have removed. • City Engineer Deuker reported that the traffic situation at Ft. Wayne Avenue and North III "D" doesnat warrant the cutting back of corner and relocating traffic lights, but that it may be considered at a later time. City Engineer Deuker reported that the Richmond Water Company and the Richmond Gas Company will repair the damage to South East Parkway. He reported the Street Dept. had graded and put on Calcium Chloride to lay the dust. City Engineer Deuker reported that the patrons of the Rathskeller were using part of the park area to park their cars. City Attorney Cecere moved that the park line be defined with posts and that the management be informed that no parking will be allowed on the park property, seconded by City Engineer Deuker. City Engineer Deuker reported that the sewer at the rear of 229 South 4th seemed to be located in such a manner that it would take care of excess rain water. He will observe its operation after the next rain. City Engineer Deuker reported the City is working on the sewer at 2505 East Main Street. Mr. Linburg, Richmond Gas Corporation, appeared and said he wanted to install a night depository in front of the Gas Office. City Engineer Deuker to check with him to see if it would protrude on the sidewalk, The Board will O.K. installation if there is no excessive protrusion. Jack Eddleman, Wayne County Iron and Metal Company, 711 South "M" Street, appeared be- fore the Board and answered complaints that had been received regarding smoke coming III from the Companyls yard. He was cautioned about the fires and smoke and asked to keep them under control. He complained about the parking condition at 710 South "M" Street, and Police Chief Mitrione was told to investigate and correct. Ed Ross said he had received complaints about the mosquitos coming from Conservation Park. He said he would use his fogging machine and fog the trees and vegetation along the Falls Road and also the banks along the railroad. The Clerk was instructed to write the Conservation Club and ask for their cooperation in mosquito control. Police Chief Mitrione reported that the fence around the police radio station was in need of immediate repair. This was referred to the Engineering and Street Dept. for recommendations. Bill Adler reported that he has installed 15 minute meters by the Light Plant office and the Telephone Office. ' 218 The Board referred the following petitions to the Engineering Department: For the construction of a concrete roadway the full length of the alley between South 14th and 15th Street from South "C" Street to, South "D," Street. For the construction of a sanitary sewer to serve the area lying between N.I . "J" and N.W. "L", from N.T.T. 5th to approximately N.W. 4th. The Board unanimously adopted Improvement Resolution No. 1005-1956, which reads as follows: RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, That it is.deemed necessary to improve the alley between North 23 and North 24th Street, from North "D" Street to the alley between North "D" and "E" Street; and the alley running west between North "D" and "E" Streets, from the alley between North 23rd and 24th Streets to North 23rd Street, by the construction .of concrete .roadways the full width of said alleys in accordance with the profile, details, . drawings, and specifications on file in the office of the Board ofPublic Works and Safety of said city; and such improvement is now ordered. The Board gave unanimous approval for the Wayne County TB Association to park mobile X--Ray unit on South 8th by the Knollenber Annex on Wednesday, June 20, Thursday, June 21, and Friday, June 22. Bill Adler reported twelve 15 minute parking meters had been installed at the following places: 2 on Main in front of Frist National Bank; 2 on South 8th by Light Plant Office; 2 on North 7th by Neff & Nusbaum; 4 on North 8th by Second National Bank, and 2 on North 9th by the Richmond Home Telephone Company. Claims in the amount of $39,353.64 were allowed. • There being no further business presented on motion duly made, seconded and carried, the meeting adjourned. • City Attorney Attest: //7 • • City Clerk
