FRIDAY, JUNE 8, 1956
The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
session in its office in the City Hall in said City, Friday, June 8, 1956, at the hour
of 8:00 o'clock A.M. (CST). M1r. Wilson presiding with the following members being
present: rr. Deuker and Mr. Cecere. The following business was had, to-wit:
On motion duly made, seconded and carried, the minutes of the previous meeting were
dispensed with.
The Board gave unanimous approval of the use of a public address system by the Shiloh
III Baptist Church in connection with a revival being held. To use for the evening of
June 8 only.
City Engineer Deuker told to investigate the stopped up storm sewer at Southwest 1st
and National Road West.
William Shoemaker, Richmond Water Works, informed the Board the street at both ends of
the South "G" Street Bridge would be torn up for three days the latter part of June in
order to make water connections. City Engineer Deuker moved and City Attorney Cecere
seconded a motion that he_work with the traffic department in regard to traffic during
this period and gave permission for the work to be done.
The Board ordered ins. Shoemaker to install water mains south from South 16th and "L"
to South "H" and then west to South 14th, and to place fire hydrants on South "M" at
14th, 15th and 16th Streets.
Residents of 1418 South 4th asked to have the alley behind his property graded so city
trucks can get through. City Engineer Deuker to investigate.
The Co-Op Cab Company asked for the removal of a parking meter in, front of 829 North E
Street for use as taxi stand. The Co-Op office at 8292 North "E" Street. City Attorney
Cecere moved that one meter be removed, seconded by City Controller Wilson.
Paul Furnas, Earlham College, informed the Board that engineers have been consulted
about the excessive amount of smoke and fly ash coming from the Earlham power plant. He
III informed the Board that the college was installing a gas boiler to use in the Spring,
Summer and Fall months and this would cut down all of the complaints made during those
months.
Forrest Rawlings, Johns-Manville, appeared before the Board to explain the excessive
amount of smoke and lint-like material coming from the Johns-Manville plant. He said the
plant had been working at peak capacity for the last six months and was doing some
construction work and that for these reasons not too much attention had been paid to the
smoke situation. He promised that the situation would be corrected as soon as possible.
Fire Chief Williams said that he was placing on the retired list a 1927 piston type
pumper. He said he could get approximately $100.00 for the pumper for scrap, but re-
commended it be given to the Wayne County Museum. City Attorney Cecere moved and City
Engineer Druker seconded that it be given the museum.
A petition for sidewalks and sewer on North 15th from "H" to "J" and on North "H" from
14th to 16th was given to the Board. The petition contained 8 signatures. City Engineer
Deuker asked to prepare a list of property owners and report to the Board.
Walter Frame, Chairman of the Home Show asked permission to park a car, to be given as
a door prize at the home show, on Main Street on June 8, 9 and llth. The Board approved
provided he consult the Police Dept. regarding a place to park.
Councilman Salzarulo complained about a stopped up sewer at 15th and East Main Street. Mr.
Ross said the sewer had been cleaned out since the last rain and that it should carry off
III all excess water now.
Ed Ross, asked for help from the Street Department in patching the drive (North drive)
in the Lutherania Cemetary.
Capt. Juerling reported the State Highway wants to removed the two parking spaces in
front of 1616 East Main to allow better access to the North "A" Street by-pass. City
Engineer Druker moved and City Attorney Cecere seconded.
Mr. Fritzrneier, Sesquicentennial Committee, asked for two parking places in front of the
old 2nd National Bank Building to be used for the convenience of people. who come into
the Sesquicentennial office. This was rejected by the Board.
- The Board rejected a request from the Porter Advertising Company to rent a small plot of
ground at the crest end of the Twntieth Century Bridge. They offered $100.00 per year.

Don McBride presented a complaint regarding the weeds, etc. growing along the streets
at North "D" and Ft. Jayne Avenue. This was referred to the Street Department.
Police Chief Mitrione said that approximately 4.0% of the complaints received by the
Police Department were regarding juveniles and that he would like to establish a
juvenile Division of 5 officers to deal with juvenile offenders. He and the Mayor to
discuss further.
The Board approved a curb cut at 33 North 7th Street. City Engineer Deuker moved and
City Controller Wilson seconded.
A complaint was received about the dirt along South 16th south of "L" Street. City
Engineer Deuker said the City is making plans to move_.the dirt.
The Clerk was instructed to write the Light Plant regarding the installation of a
traffic light at North 10th and "J,," Street, subject to the location of the new curb
at this intersection.
The Clerk was instructed to give Bob Rees, Light Plant Engineer, authority to work
with the Traffic Officer in regard to the timing of traffic lights on Main Street.
City Engineer Deuker moved to install "Dead End" sign and stop sign at the end of
Richmond Avenue at Northwest 9th Street. Also, to install stop signs at North 18th
and "H" Street so as to make 18th the thru street, seconded by City Controller Wilson.
City Controller Wilson moved to purchase 16 parking meters from the Duncan-Miller Co.
for $4.6.4.7 each for use on Market House lot, seconded by City Engineer Deuker.
Claims in the amount of $2315.12 were allowed.
There being no further business presented on motion duly made, seconded and carried,
the meeting adjourned.
