AND SAFETY, RICHMOND, INDIANA.
FRIDAY, JUNE 1, 1956
The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
session in its office in the City Hall in said City, Friday,, June 1, 1956, at the hour
of 8:00 o'clock A.M. (CST). Mr. Wilson presiding with the following members being pre-
sent: Mr. Decker and Mr. Cecere. The following business-was had, to-wit:
On motion duly made, seconded and carried, the minutes of the previous meeting were
dispensed with.
III Decker moved and City Attorney Cecere seconded to confirm Improvement Resolution No.
1004_1956 and ordered the Clerk to prepare advertising to receive bids.
Mr. S ikeleather and Mr. Brooks residents of Southeast Parkway complained of the very
bad condition of the parkway in front of their home. The bad condition being caused by
digging of ditches by the Richmond Water Works Company and Richmond Gas Corporation.
They were rold the Board would contact the Utilities involved and ask that they repair
the parkway. They also complained of the foregin matter and unsanitary conditiod of a
ditch in front of their property. Dity Engineer Deuker informed them the City knew of
this condition and were working on a solution.
City Attorney Cecere moved and City Engineer Deuker seconded a motion to permit the
Jaycees to hold a bicycle parade from South 10th Street park to Glen Miller Park :via
South "A" Street at 9:30 A.M. June 2, 1956.

The Board gave Mr. Robert Ludy of the C.A.P. permission in install a sound system at
Phillips Drug Store on June 2nd and 9th to advertise a C.P.A. Bar-B-Q to be held at the
Municipal Airport June 10, 1R56.
The Board gave permission to the Evening Optimist Club to hold a parade on Main Street
at 1:00 P.M. June 17, 1956. This parade to be in connection with the opening of the
Little League Ball Park.
• The Board approved the lease by the City and Joseph H. Hill Company for the property
III located at the northeast corner of Northwest 13th and Peacock Road for a four (4) year
period with renewal option.
The Clerk read a letter from Russell Alexander who asked what progress had been made
regarding the installation of traffic lights at South 7th and "E"Streets. The Clerk
was instructed to write to Mr. Alexander informing him of the progress that had been made.
The Board approved the recommendation of Police Chief Mitrione for the installation of
4-way stop at N.W. 13th and reacock 'Road.
City Controller Wilson read a letter from the Brotherhood of the First Baptist Chruch
16 North llth Street. The letter asked for permission to place two (2) signs, each 24"
square, on light poles or other available posts at the corner of llth and Main Street.
Said signs with arrows pointing in the direction of the First Baptist Church directing
strangers to said church. The Board rejected this request and asked the Clerk to inform
the Brotherhood of its action. •
Police Chief Mitrione reported that the R.R. Crossing on North 12th Street would be
• closed June 4th at 7:3- A.M. for repairs.
Mr. Will Reller, John Morley and Darrell Shaffer representing the City Bus Lines asked
the Board to amend the Agreement between the City and. the City Bus Lines -so as to eliminate
the $100.00 yearly fee paid by the Bus Company for each bus they have in operation. The
Board took this request under advisement.
III Mr. Dave Winburn, 70 Bridge Avenue, reported that water from Butler Street was running
on his property and causing damage. City Engineer Decker advised Mr. Winburn that the
• City knew of this condition and was working on a solution to the water problem.
A complaint was received of water washing dirt and debris on the sidewalks and yars at
219 North 5th Street. City Engineer Deuker was ordered to investigate and report to the
Board.
The Board approved the installation of stop signs and route markings in Ravinia Park
at the intersections of Southeast Parkway, Avon Lane and South 32nd Street.

Resident of College Avenue complained of the smoke conditions being created at Earlham
College. Fire Chief Williams to investigate and report to the Board.

Representatives of the Duncan-Miller Meter Company and Dual Parking Meter Company appeared
before the Board and presented prices of their parking meters. Duncan Miller meters are
$46.47 each and Dual Parking Meters are $56.00 each, less $5.00, making a total of $51.00
each. The Board took these under advisement.
Claims in the amount of $3,913.64 were allowed. •
There being no further business presented on motion duly made, seconded and carried, the
meeting adjourned.
