FRIDAY, .MAY 4, 1956 The Hoard of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City Friday, May 4 , 1956, at the hour of - t:00 o'clock A.M. (CST). Mr. Wilson presiding with the following members being present: . Mr. Deuker and Mr. Cecere. The following business was had, to-wit: On motion duly made, seconded and 'carried, the minutes of the previous meeting were dispensed with. The Clerk was instructed to write to the Light Plant asking for plans and estimated cost for- lighting the drive in Clear Creek Park. City Engineer Deuker presented a request for curb cut in front of the Adam F. Bartel Work Clothing Factory at 8th and South "B" Street. City Engineer Deuker moved and City Attorney Cecere seconded. that the request be granted. The Clerk read the following letter and petition: April 28, 1956 To Board of Works, Richmond, Ind. To All Concerned Having discussed the following matter with the Mayor, and with the Chief of Police, we, hereby submit the following petition. It has become a Saturday practice to route all car traffic North at 16th and Main to N. A Street. Consequently, our business has suffered greatly. Traffic is being kept from passing and thus stopping to conduct the due course of their business. We feel that this direction of traffic is restraint of trade and the restraint of our citizens free right to travel. This direction of traffic away from this shopping area is not the answer to a traffic situation supposedly existing somewhere else. in this day and age we had better make it easy for people to shop rather than run them away. Certainly by making it more difficult for people to transact business is not 'helping anyone. Our customers who do come are objecting also to this situation. NE HERBY PETITION THE BOARD OF WORKS TO BACK US UP IN THIS SITUATION AND REMOVE THIS TRAFFIC POLICEMIEN FROM THIS CORNER ON SATURDAY. Your help in this matter will be appreciated. VanDeventer 6. /s/ Mike's `lamburger The Board instructed to allow traffic to proceed west on Main Street at 16th and East Main when the traffic conditions uptown are such that Main Street traffic is not congested. The Clerk presented Improvement Resolution No. 1004-1956: IMPROVEMENT RESOLUTION NO. 1004-1956 RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CiTY OF RICHMOND, INDI NA, That it is deemed necessary to improve the first alley north of National Road West, from Southwest 9th Street to Southwest 10th Street and the alley-between Southwest 9th Street and Southwest 10th Street, from South- west "A" to the first alley north of National Road West, by the construction of concrete roadways the full width of said alleys in accordance with the profile, details, drawings, and specifications on file in the office of the Board of Public Works and Safety of said City; and such improvement is now ordered. The cost of said improvement shall be assessed upon the real estate abut- ting on said alley improvement and on property abutting on the streets or alleys intersecting the alleys proposed to be improved, and on property within 150 feet of the line of the alleys to be improved, and upon the City of Richmond, 707 Indiana, if said City is benefitted by said improvement, all according to the method and manner provided for in Act of the General Assembly of the State of Indiana, entitled, "An Act Concerning Municipal Corporations," approved March 6, 1905, and in accordance with and pursuant to all amendatory and supplemental acts, thereto, passed by the General Assemby of the State of Indiana. Assessments, if deferred, are to be paid in ten equal install- ments, with interest at the rate of six per cent (6%) per annum. A bond shall be issued to the Contractor in payment for such work, unless the property owners pay said assessments before said bonds are issued. Under no circumstances shall the City of Richmond, Indiana, be, or be held responsible for any sum or sums, due from said property owner or owners from said work, or for the collection of the same, or for the payment of any III bond, bonds, certificate or certificates, issued to said Contractor in pay- ment for such work, except for moneys as shell have been actually received by the City from the assessments, or moneys as said City is by said above entitled Act required to pay. All proceedings had, and work done in the. making of said improvement, assessment of property, collection of assessments and issuance of bonds therefor, shall be as provided for in above entitled act and amendments thereto. City Engineer Deuker moved and City Attorney Cecere seconded that this be adopted. The Clerk was instructed to advertise for hearing. City Engineer Deuker moved and City Attorney,Cecere seconded that the following water lines be installed: Extend minimum 8 inch water line on Commons Road about 1400 feet from North- wrest 18th Street to west corporation line on north side of Commons Road which is the west line of Nettle Creek Industries property, also connect- ing said new line with present 6 inch line now terminating a short distance south of Commons Road on Northwest 20th Street. Fire hydrants to be located on Commons Road about half way between .North- west 19th and 20th Streets and at end of new line and at 20th and Beverly lane preferabley at the southeast corner. City Engineer Deuker presented the following petition signed by 20 residents: PETITION Richmond, Indiana , To the Board of Public Works & Safety of the City of Richmond: Gentlemen: The undersigned, owners of real estate, abutting on, the area on the east side of South 14th Street, and both sides of South 15th Street and the west side of South 16th Street, all in the Marymount Addition, near South "M" Street respectfully petition for the passage of a resolution providing for the construction of sanitary sewers to serve said territory. This improvement will be done under what is commonly called the "Barrett Law". The Board referred this petition to the Engineering Department for their recommendation. The Clerk read a letter from George F. Scantland, President of the George F. Scantland Builders, Inc. , regarding the condition of the drain ditch ruhning west from South "G" Street to the new Oakland Addition. He remarked that this ditch had been formed but other construction work there was creating a flooding condition in the Oakland Addition area. The Clerk was instructed to write Mr. Scantland advising him that the City Engineer knew of this condition and that some of the ditch had been opened and the rest to be opened soon. IIIMr. Ross reported that the storm sewers on East Main were full of gravel, debris and that some of the catch basins were full of black topping material. Mr. Deuker reported that the State had been advised of this situation and they will take care of the cleaning of these sewers. City Controller Wilson read the following letter from the Light Plant: Board of Public Works and Safety Richmond, Indiana Dear Sirs: In regard to Declaratory Resolution No. 8-1956 to vacate a portion of alley between South 5th and South 6th Streets running south from South "A" Street 208 to the North Property Line of lot #116 in John Smith's original plat of the dity of Richmond, County of7:,ayne, and State of Indiana. The Municipal Electric Lighting and :Power Plant of Richmond, Indiana request the following insertion to be made: • The Municipal Electric Lighting and Power Plant of Richmond, Indiana reserves the right to maintain its underground conduit now located in said portion of said alley to be vacated. Beck City Attorney Cecere-said that the Declaratory Resolution No. 8-1956 would be modified to include the right of the Light Plant to maintain its underground conduit located in the alley to be vacated. City Controller Wilson read a letter from Mrs. Clayton G. Bartel regarding the traffic situation in Ravinia Park. The Clerk was instructed to turn this letter over to Capt. Juerling for this study and recommendations. Mayor Cutter presented a request from Joe Quinn, Safety Director, Indianapolis Motor Speedway, for placing checker flags across Route 4.0 to advertise the 500 Mile Race. City Attorney Cecere moved and City Controller Wilson seconded that this request be granted providing the flags were placed in the outlying areas of Richmond and not in the down town area. Fire Chief Williams recommended that Lewis J. Lakes be appointed Probationary Fireman effective May 16, 1956. City Attorney Cecere moved and City Controller Wilson seconded this appointment be approved. Assistant Police Chief Conyers said the League of Women Voters had requested a.parking space at 8th and Main for May 4, 5 and 7. The request was rejected by the Board. Assistant Police Chief Conyers also presented a request from Sgt. Roller, U.S. Army Recruiting Office, for the elimination of parking on Main Street from llth to 4.th Street after 7:00 P.M. Thursday, May 10, 1956, for the Armed Forces Day Parade. The Board approved this request. Bill Adler reported that he was working on a deal to replace the cracked parking meter caps and that he had ordered several 16 minute dials for parking meters. • Claims in the amount of $14•,739.33 were allowed.
