P'RIDAY, APRIL 27, 1956 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Nall in said City, Friday, April 27, 1956, at the hour of 8:00 o'clock A.M. (CST). Mr. Wilson presiding with the following members be- ing present: Mr. Deuker and Mr. Cecere. The following business was had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with. City Controller Wilson moved and City Engineer Deuker seconded that the bid of the Dea Meadows Ford Sales for a dump truck for the Street Department be accepted. City Attorney Cecere moved and City Engineer Deuker seconded that the request of the Eavey Company to extend their ramp into Neff Street be rejected. City Engineer Deuker reported on the condition of the culvert on East Main Street across from Glen Miller Park entrance. He said he had talked to the State Highway Department and that they had drawn up plans to repair this culvert and would do the work in the near future. • City Engineer Deuker reported regarding the lights on the Clear Creek Park Drive. He said that the Park "'uperintendent would survey this at night with a representative of the Light Plant and recommendations would be made following this survey. City Engineer Deuker also reported that the curbs were being painted yellow at Vaile School and Joseph Moore School. The Clerk read a letter from Mr. and Mrs. H.L. Good of 204 Liberty Avenue, requesting the parking of a house trailer on their property. Mr. and Mrs. Good were at the Board meeting and were advised that a zoning regulation and a City Ordinance prohibited the parking of trailers within the City Limits. They were further advised that the Board cannot make exceptions to the laws. Mr. Leonard, Contractor, appeared before the Board and requested permission to be allowed to construct a new type of home foundation, the construction of which is not covered by local or state laws. He was advised that the Board could not take exceptions to the rules and asked him to contact the Ordinance Committee of Common Council to see if this new type of construction could be incorporated in the new Building Code of Richmond. Ed Ross, Sanitary Superintendent, reported that a storm sewer at 24th and East Main was stopped up. City Engineer Deuker said he would call the State Highway Department regarding the cleaning of said sewer. Police Chief Mitrione presented to the Board layouts of the downtown streets showing location of no parking zones, parking meters, etc. He told the Board his department is preparing layouts to cover such installations in the downtown area. City Controller Wilson presented a request for the removal of three (3) parking meters at the Adam H. Bartel Work Clothing Factory at South 8th and "B" Street. He reported that the Bartel Company is building a parking lot for their employees at this location. City Engineer Deuker and Bill Adler to investigate and report at the next meeting regarding the removal of said meters. The Clerk read the following letter: April 12, 1956 Leslie L. Williams Chief Fire Department Ill City of Richmond, Indiana. Dear Chief: Having completed 31 years of continous service this is to advise you that I desire to request to have my firemen's pension commence as of the first day of May, 1956. /s/ Thomas G. Bryan City Attorney Cecere moved and City Controller Wilson seconded that this be approved. The following petition was presented to the Board and referred to the City Engineer for study and recommendations: PETITION To the Board of Public Works & Safety of the City of Richmond, Gentlemen: The undersigned, owners of real estate, abutting on the first alley north of National Road West, from Southwest 9th Street to Southwest 10th Street and the alley between Southwest 9th and Southwest 10th, from Southwest "A" Street to the first alley north of National Road West respectfully petition for the passage of a resolution providing for the construction of a concrete roadway the full width of said alleys. 17 signatures -The Clerk reported he had received complaints regarding the condition of sidewalks at 209 N.W. llth Street. City Engineer Deuker will investigate and report to the Board. Claims in the amount of S30,053.08 were allowed.
