FRIDAY, APRIL 20, 1956
The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
session in its office in the City Hall in said City, Friday, April 20, 1956, at the
hour of 8:00 o'clock A.M. (CST). - Mr. Wilson presiding with the following members being
present: Mr. Deuker and Mr. Cecere. The following business was had, to:wit:
On motion duly made, seconded and carried, the minutes of the previous meeting were
dispensed with.
City Attorney Cecere moved and City Engineer Deuker seconded the installation of one
(1) street light on Southwest 3rd Place at a cost of $106.65.
City Attorney Cecere moved and City Controller Wilson seconded a motion for installation
of a street light on Butler Street between N.W. "J" and Bridge Avenue at a cost of
$312.64.
City Engineer Druker reported that he had investigated the request of. Kutter's Super
Market for space on- City Property to erect a parking lot sign. He told the Board 'that
the sign could be located on the Kutter Property.

City Engineer Deuker reported that he had the specification for the traffic light to
be installed at North 10th and "J" and the light plant will make the installation.
The Clerk presented proofs of publication printed in the Richmond Palladium-Item a
newspaper of general circulation on the dates of April 4th and llth, 1956, that sealed
bids would be received this date for one (1) new truck for the Street Department. The
proofs were ordered filed.

The Board took these bids under advisement.
City Engineer Deuker moved that the bid of the Price Brothers Company, Dayton, Ohio,
for concrete pipe be accepted and that the bid of the Loudon Pipe Company of Cincinnati,
Ohio, for vitrified pipe be accepted, seconded by City Attorney Cecere.
City Engineer Deuker moved that the Oil bid submitted by the Warfield Oil Company be
accepted for the heating season from September 1, 1956, to June 1, 1957. (See minutes
of previous meeting for break down).
City Engineer Deuker moved that the Coal bid submitted by the Kendall Coal Company be
accepted for the heating season of September 1, 1956, to June 1, 1957, seconded by
City Attorney Cecere.
Lt. Butler representing the U.S. Army appeared and requested the use of the south side
Of Main Street between 8th and 9th from 8.:00 A.M. to 3:00 P.M. Saturday, April 28, 1956,
for the display of Army Equipment. This display to be part of the observance of Military
Reserve Week. City Attorney Cecere moved and City Controller Wilson seconded that this
request be granted.
Mr. Gilmore of the Henry J. Eavey Company requested the extension of a ramp from 44" to
8' . This ramp extends into Neff Street and will be used for unloading trailers at the
Eavey Company. This request was taken under advisement.
Paul Loos of 2505 East Main Street, appeared before the Board and complained of the mash-:
condition at a culvert on East Main Street across from the entrance to Glen Miller Park.
He also said there were no sidewalks in this area and a bad condition existed for
pedestrians. The Board told Mr. Loos they would investigate this condition and advise
what can be done.

Mr. Prescott of the D-Con Company requested two (2) parking spaces on South 7th Street
in front of Sears Farm Store for parking a trailer to display merchandise. City Attorney
Cecere moved and City Controller Wilson seconded that this request be rejected.
Harold Mann representing the Berry Field Civil Improvement Association, Inc. appeared •
before the Board and asked what progress had been made regarding the inclusion of Berry
Field into the Sanitary District. He was told by the City Engineer that the City is
working on this problem and had not determined the method of fund collection for such
services.
City Engineer Deuker reported other inquries from Spring Grove had been received re-
garding this service and that a full report would be made at a future date.
City Engineer Deuker reported that parking meters are being relocated on North 9th Street
in front of the old H.R. Express Office.
The Clerk was instructed to advertise for bids for the removal of the Market House., Bids
to be received May 11, 1956. , ,
The Board took under ,advisement a petition for streets and water mains on South 15th and
16th Streets south of "L" Street.
The Board approved the painting of yellow curb by Vaile School. The yellow curb to
run 150' south from South 13th and "C" Street on the west side of South 13th Street and
also they approved the painting of yellow curb 200' on Southwest 2nd Street in front of
Joseph Moore School.
Park Superintendent Don McBride, asked that street lights be installed on Clear Creek
Park Drive. This was. referred to the Light Plant for study. City Engineer to advise
the .Light Plant.
The following petition signed by all members of Council was presented:
We, the undersigned, do hereby petition the Board of Public Works and Safety of
Richmond, Indiana, to install four-way stop streets at all the schools in the
city and to erect speed signs on these streets. "School Zone" should be painted
in streets.
Some schools have these four-way stop streets at present. This has been talked
over with Captain Juerling of the Police Department and he is in accord with this
program.

It is respectfully requested this program be initiated before the end of the
present school year.

City Engineer Deuker moved and City Controller Wilson seconded that this petition
be approved and work be done.
Claims in the amount of $14,939.15 were allowed.
There being no further business presented on motion duly made,, seconde and carried,
the meeting adjourned.
