FRIDAY, APRIL 13, 1956 • The Board/of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said. City, Friday, April 13, 1956, at the hour of 8:00 o'clock A.M. (CST). Mr. Wilson presiding with the following members being pre- sent: Mr. Deuker and Mr. Cecere. The following business was had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed. with. III City Engineer Deuker presented and read in full Improvement Resolution No. 1003-1956 a.s follows: . IMPROVEMENT RESOLUTION NO. 1003-1956 RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, That it is deemed necessary to improve the alley between North "D" and North "E" Streets, from North 23rd Street to North 24th Street, by the construct- ion of a concrete roadway the full width of said alley in accordance with the profile, details, drawings, and specifications on file in the office of the Board of Public Works and Safety of said City; and such improvement is now ordered. The cost of said improvement shall be assessed upon the real estate abut- ting on said alley improvement and on property abutting on the streets or alleys • • intersecting the alley proposed• to be improved, and on property within 150 feet of the line of the alley to be improved, and upon the City of. Richmond, Indiana, if said City is benefitted by said improvement, all according to the method and manner provided for in Act of the General Assembly of the State of Indiana, entitled, "An Act Concerning Municipal. Corporations," approved March 6, 1905, and in accordance with and pursuant to all amendatory and supplemental acts, thereto, passed by the General Assembly of the State of Indiana. Assessments, if deferred, are to be paid in ten equal installments, with interest at the rate of six per cent (6%) per annum. A bond shall be issued to the Contractor in payment for such work, unless the property owners pay said assessments before said bonds are issued. Under no circumstances shall the City of Richmond, 111. Indiana, be, or be held responsible for any sum or sums, due from said property owner or owners from said work, or for the collection of the same, or for the payment of any .bond, bonds, certificate or certificates, issued to said Con- tractor in payment for such work, except for moneys as shall have been actually received by the City from the assessments, or moneys as said City is by said above entitled Act required to pay. All proceedings had, and work done in the making of said improvement, assessment of property, collection of assessments and issuance of bonds therefor, shall be as provided for in above entitled act and amendments thereto. • City Attorney Cecere moved for the adoption of Improvement Resolution No. 1003-1956 seconded by City Engineer Deuker and on voice vote was- unanimously carried. • City Attorney Cecere presented and read in full Declaratory Resolution No. 8-1956 as follows: DECLARATORY RESOLUTION TO VACATE. ALLEY • DECLARATORY RESOLUTION NO. 8-1956 RESOLVED; by the Board of Public Works and Safety of the City of Richmond, in the State of Indiana, that it is desired- and deemed necessary to vacate that portion of Alley, between South 5th and South 6th Streets, running from South "A" Street to an extension westwardly of the north line- of Lot No. 116 in John Smith's Original Plat of the City of Richmond, County of Wayne, and State of Indiana, which alley proposed to be vacated is more particularly described .as follows, to-wit: Beginning at the intersection of the south line of South "A" Street and the west line of said Alley and being on the easterly line of Lot No. 28 in said Original Plat; and running thence eastwardly, along the south line of South "A" Street to the easterly line of said Alley, being on the west line of Lot- No. 116 of said Original Plat; thence southwerdly, along the easterly line of said Alley, to the southwest corner of said lot No. 116; thence westwardly, along the south line of said Lot No. 116, extended westwardly, to the westerly line of said Alley; thence northwardly, along the westerly line of said Alley, to the place of beginning. The City of Richmond, Indiana, reserves the right to maintain the sewer now located in said portion of said Alley to be vacated. 19 J All as shown by a plat of such proposed vacations now on file in the office of the Department of Public Forks and Safety of said City. The property which may be injuriously or beneficially affected in the said City of Richmond by said proposed vacation is known and described as the alley herein proposed to be vacated and the lots abutting on the alley and both sides thereof, owned by the City of Richmond, Indiana. Bert Keller, Jr. asked how South B Street from South 31st Street west to Henley Road could be opened and improved. The Board advised that since most of the street lies in the County, the Board did not have the power to improve and open. Citizens living in the vicinity of South 19th and 20th on South "E" appeared before the Board and complained about the storm sewer between 19th and 20th and South of "E" Street. City Engineer Deuker told them the City knew of the condition caused by this sewer and said the condition would be corrected this summer. Si Godsey appeared for Kutters Super Market and asked permission to erect a sign at the rear of their market on East Main. He asked if the sign could be placed on the property of the Hose House as the Kutter parking lot and light wires made it unadvisable to put the sign on the Kutter property. The Board took this under advisement. Fred Adelsperger, representing the Richmond Outboard Motorboard Club asked permission for said club to hold a parade of boats on May 20th, 1956. Parade to be from Glen Miller Park west on Main Street to N.M. 5th Street and then north to Crosley and East to Conservation Park. Permission granted with the provision his club get with the Police Chief and make arrangements for police escort. In case of rain, parade to be held. on May 27th, 1956. Police Chief Mitrione reported to the Board that the recent trouble at High School was nothing. serious and that it was under control. He has contacted the School authorities and individuals involved and been assured that it would not happen again. It is not a racial problem. He criticized the local radio station for making the situation seem a lot more serious than it really was. The Board granted Capt. White of the National Guard permission to hold an Armed Forces Day parade. on May 10, 1956. The Clerk presented proof of publicationprinted in the Richmond Palladium-Item, a news- paper of general circulation on the dates of March 26 and April 2, 1956, that sealed bids would be received this date for coal and oil for the heating season of 1956-57. _ The proofs were ordered filed. All heavy wall type pipe (Tongue & grove jts. 24" and over will now be in 6' lenths. All prices net, 30 days or 2% cash discount for payment 10th of month followin deliver. PRICES ON FITTINGS AND SPECIAL: Plain Pipe Specials with Wye or Tee spurb-10" or under shall be priced at six (6) times the per foot price of pipe, except when spur is same size as barrel in which case it shall be priced at nine (9) times the per foot price. Specials with Wye or Tee spurs 12" or larger shall be priced at nine (9) times the per foot price of pipe. Double Wyes and Tees up to and including 10" shall be priced at, ten (10) times the per foot price of pipe. 12" and larger - twelve (12) times the per foot price of pipe. PIPE BENDS _ Plain pipe bends both 45 and 90 degree and up to 12" in diameter shall be priced at six (6) time per foot price of pipe. Plain pipe bends 15" and over and Reinforced Pipe Bends up to 24" shall be priced at eight (8) times the per foot price of pipe. Reinforced Pipe Bends 24" and over shall be priced at ten (10) times the per foot price of pipe. INCREASERS AND DEGREASERS - Ten (10) times the larger size pipe. RADIUS PIPE - Shall be priced at 150% of standard per foot price of pipe. Minimum truck load is ten (10) tons. Minimum truck load haul cost will be charged on deliveries of less than truck load quantities. Delivery is F.O.B. tailgate of truck where accessible to truck and trailers. Customer to furnish men to take pipe away from truck. Delivered price to be considered as within fifty (50) miles radius of Plant. Extra haul to be charged for loads of greater distance. Fittings based on 3' lgths. on B & S pipe; 4' lgths. • • on T & G pipe. If longer Lengths used in fittings add extra footage of pipe barrel to price of fitting. 2 0 Two (2) hours is maximum time allowed for the unloading of a truck - after that a service CHARGE of $4.50 per hour will be made for trucks delayed on job site. QUOTATIONS may be furnished on special types of pipe upon request. Manhole Barrel & Cone Blocks,, both delivered to Richmond @ .32, each segment. The above bids were takan under advisement by. the Board. Ed Ross told of the need for a garage and office space for the Sanitary District. He said they should move from their present location so the Street Department could have more room for their trucks and equipment. Discussion held regarding financing this. He and City Attorney Cecere to tell plan to Council on Monday, April 16, 1956. Representative of Shelley Real Estate asked the Board about purchase of City owned pro- perty-at South 5th and "G" Street at entrance to "G" Street Bridge. A filling station may be built there and they want entrance and exit on South "G" Street. The City is not interested in selling or leasing as it would create a traffic problem op South "G" Street. Claims in the amount of $14,190.49 were allowed. There being no further business presented on motion duly made, seconded and carried, the meeting adjourned.
