The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday, April 6, 1956, at the hour of 8:00 o'clock A.M. (CST). Mr. Wilson presiding with the following members being pre- sent: Mr. Deuker. Mr. Cecere being absent. The following business was. had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with. III City Engineer Deuker reported that the traffic lights at North 10th and "J" would be put up as soon as the Board checks with the State Highway Commission. A petition was presented to the Board as follows: We, the undersigned residents of Butler Street in the 1100 and 1200 Block on said street, do hereby petition for a street light .to be placed near the center of the two blocks, so as to give more light in this dark area of this street. Respectfully submitted, • by the undersigned residents. (17 signatures) This petition was referred to the Light Plant for their Judy. and recommendations. A petition was presented to the Board as follows: • The undersigned, owners of real estate, abutting on the alley between North "D" and North ".E" Street, from North 23rd Street to North 24th Street re- spectfully petition for the passage of a resolution providing for the con- struction of a concrete roadway the full width of said alley. (10 signatures) This petition was referred to City Engineer for investigation of ownership and cost. III A petition was presented to the Board as follows: This partition is to be taken before the Board of Works for the following proposals for the improvement of streets, building of curbs and sidewalk, sewers installed, better and quicker sanitation disposal, posting of signs and street marker, all of these mentioned in this partition are necessary to improve our standard of living, homes and sanitation. South "L" Street from 16th to 23rd Street ( 102 signatures) This petition was referred to the City Engineer for study as to how many of the signers are property owners and an estimate of cost. City Controller Wilson stated that Principal George Spear at Fairview School had con- • tacted him about the condition of Bridge Avenue from Butler Street to the covered bridge. He stated the children have no plade to walk to and from Fairview and Sevestopol School safely. This was referred to Capt. Juerling, Officer Woolf, City Engineer and Street Commissioner for their study and recommendation. A representative from Montgomery & Ward Company appeared before the Board and requested 4 parking spaces in front of their store for display purposes Monday, April 9, 1956 from 6:30 P.M. to 9:00 P.M. This was approved by th§ Board and the Police Dept. to take care of No Parking signs. Police Chief Mitrione recommended the appointment of the following as probationary patrolmen: III Thurlow Harter, 104 N.W. 13th Street, Age 27 Louis Gibbs, 931 Boyer Street, Age 29 Charles Hart, 235 South 4th Street, Age 29 The Board unanimously approved the recommendation of Chief Mitrione and the above to start April 16, 1956. Police Chief Mitrione recommended the suspension of Norman Seikel, Badge #43, for 21 days for insubordination without pay. The Board concurred with recommendation of Chief Mitrione. 196 Don McBridge, Park Superintendent, asked whose responsibility it was to take care of trees growing between curbs and sidewalks. He also asked about the installation of street lights on Clear Creek Drive from Main to National Road West. The Board is to investigate the above and report back at a future meeting. Capt. Juerling recommended that stop signs be put up from North 13th to North 18th on North "J" Street. Two signs would be needed at North 17th and "J". Streets, one. at North 17th and "J" .going north and one at North 17th and "J" going south. This recommendation is due to the heavy traffic using North "J" Street and cars entering North "J" Street from the numbered streets are not stopping because of no stop signs at the corners. The Board unanimously approved the above installation. William Adler, Parking Meter Dept. , recommended that additional space be._given to the former yellow curb that was used by the Railway Express in the 1st Block North 9th Street so another parking meter may be added. There is room at the north end of this area to relocate the meters and add more to the former yellow apace. The Board will investigate and report back at a future meeting. Fire Chief Williams recommended a fire hydrant be installed at Northwest 20th and "C" Streets, and also one at Northwest 20th and Commons Road. Mr. Deuker and Fire Chief Williams to look into the situation and report back to the Board. City Engineer Deuker recommended that four (4) hydrants be installed in the Glen Hills Addition. The Board unanimously approved this installation. Claims in the amount of $27,977.10 were allowed.
