FRIDAY, MARCH 30, 1956 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday, March 30, 1956, at the hour of 8:00 o'clock A.M. (CST). Mr. Wilson presiding with the following .members being present: Mr. Decker and Mr. Cecere. The following business was had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with. The Board awarded the contract for the demolishing of Garfield School to Campbell Bros. City Engineer Druker reported that work would start on razing of Garfield School April 2, 1956 and would require approximately 45 days for completion. In answer to a question raised by Councilman Marino regarding the installation of a traffic light at North 10th and "J" Streets, City Engineer Deuker stated he would check with the Light Plant to see when this installation would start. The Clerk was instructed to write a letter to C.R. Richardson regarding his property at the northeast corner of South llth and "J". A wash condition on this property is creating a condition detrimental to the safety aid welfare of persons using the side- walks in front of this property. C.R. Richardson to be asked to cut the bank back on this property or erect a wall to keep dirt, stones, etc. from washing on the side- walk and street. City Controller Wilson presented the following petition signed by.seven (7) residents of Southwest 3rd Place: March 28, 1956 To the Board of Works City of Richmond Richmond, Indiana We, the undersigned, being residents living on or affected by Southwest 3rd Place, do hereby respectfully petition your Honorable Board for the installa- tion of adequate lighting facilities on said street, its present condition being one of no lighting, and constituting a menace to those persons living on or near said street. This petition is to be referred to the Light Plant for recommendation. The Clerk presented to the Board specifications for one new 1956 dump truck for use by the City Street Department. City Attorney Cecere moved and City Engineer Deuker seconded that advertisement be placed in the paper for bids after a check with Mr. Darr to be sure there is nothing to trade-in on this truck. City Engineer Deuker reported that he had been contacted regarding the availability of a lot on South 10th Street for Off-Street Parking Lot. This lot adjoins the lot on the north used by the Leland Hotel Parking Lot. No action was taken. Mayor Cutter said that a definite plan for acquiring lots for Off-Street Parking should in initiated by the Board and taking in consideration the Master Plan and availability of funds for such lots. Representatives from the Eaglws Lodge appeared before the Board and offered to sell to the City their present property on South 7th Street. They suggested that if the City could not buy this lot that perhaps a deal could be arranged to trade this property for the Garfield property. The Board took this under advisement and ordered City Engineer Deuker to investigate the size of the Eagles property and report back to the Board. J. Brandon Griffis,Jr., representing the Jaycees appeared before the Board and requested the use of a street on Saturday, April 28, 1956, for the annual Jaycee Teen Age Rodeo. The Board gave the Jaycees permission to use West Main Street from 18th Street`to the end of the pavement for their Rodeo. The street to be blocked from 9:00 A.M. to 3:00 P.M. A representative of the Master Feed and Grain Company, 700 North 8th Street, presented a parking and traffic problem that has occurred on the street in front of their drive. He reported that large semi-trailer trucks from an adjoining business were parking on the street and sidewalks creating a hazardous condition for traffic and pedestrians. This was referred to Capt. Juerling for his recommendations. 0A Police Chief Mitrione reported that no parking tickets were to be ' given on Good Friday. The Board ordered the Clerk to correct the minutes of the meeting held March 23, 1956, regarding the parking spaces alloted Taxi Companies for taxi stand in front of their office. The minutes should read that one space will be permitted in front of each establishment. . . Fire Chief Williams reported that�a car has been jacked up on the sidewalk at North 19th and "J" for some time and Police Chief Mitrione was ordered to investigate. Fire Chief Williams reported that the building at 1208 North "F" had been removed after he had condemned it. He also reported he had issued an order for the yard and alley at 737 North 16th Street to be cleaned up of debris and automobile parts. III Bill Adler reported that he had replaced six parking meters in the down town area; two in front of the Brown Motor Company and one in front of the side entrance to the Second National Bank on North 8th Street and three on Main Street hat had been removed during . the remodeling of the bank building. Councilman Thomas reported that parking is being allowed to close to the southwest corner of North 7th and "A" Street in front of 'hoades Auto Sales. This was turned over to Capt. Juerling for his study and recommendations. Claims in the amount of $7006.27 were allowed. There being no further business presented on motion duly made, seconded and carried, the meeting adjourned.
