FRIDAY, MARCH 23, 1956 - ` The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday', March 23, 1956, at the hour of 8i00 o'clock A.M. (CST). Mr. 'Wilson presiding with the following members being present: Mr. Deuker and Mr. Cecere, The following business was had, to-wit: • The minutes of the previous meeting were dispensed with on motion duly made, seconded and carried, • City Attorney Cecere introduced Declaratory Resolution No. 6-1956 and moved for its IIIadoption, seconded by City Engineer Deuker and on voice vote was unanimously carried. DECLARATORY RESOLUTION NO. 6-1956 ` JHEREAS, the City of Richmond, Indiana is the Owner of the following described real estate in said City, to wit: "Lot Number One Hundred'Sixteen (116)of the Original Plat of .City of Richmond, Indiana, as laid out by John Smith:" also known as the Market House property. WHEREAS, said building on said real estate is in great disrepair both • . on the exterior and in the interior; WHEREAS, said Market House has not been used for the purpose for which is was constructed for several years; WHEREAS, the cost of repairing said building so that it could be used for other purposes would far exceed the cost of construction of a new building; • WHEREAS, said real estate is located in the heart of the Richmond business district and adjacent to a Municipal Parking Lot, and is especially suited for off-street parking and is not needed for other purposes; III NOT, THEREFORE, the Board of Public Works and Safety of the'City of Richmond, Indiana, recommends that the structure on said real estate be razed and that said real estate be developed as a-Municipal Parking Loth; that the Board of Public Works and Safety does hereby deem development of said real estate as a Municipal Parking Lot be to necessary for public safety and welfare and recommends that the cost of said development be • paid from the Off-Street Parking Fund. • Ed Ross, Superintendent of the Sanitary District, answered the complaint of Councilman Smithmeyer regarding the sewers that are stopped up by saying that a new crew for that ' work was being broken in-and that it would take 2 or 3 months for them to clean out all ' the sewers in the city. - Councilman. Salzarulo reported that there were several barns in the north end of town that were in a bad state of repair and that something should'be done about them. City Engineer Deuker was told to investigate the old automobiles that have been in the alley South of North "H" Street, between 16th and 17th Streets. ' The Clerk reported that Capt. Juerling was investigating the possible retiming of the traffic light at Northwest "J" and Sheridan Street. Capt. Juerling was called before the Board to tell of his• investigation regarding the parking of taxi cabs on South 6th Street. He reported that 2 spaces on the street would be sufficient for these cabs, but that all the cab companies in Richmond were having III their problems regarding the parking of their cabs. He was instructed by the Board to work with the cab companies regarding their parking problems, and. the Board recommended that not more than 2 spaces on the streets be alloted each company. 'City Engineer Druker presented the plans of the Light Plant for the installation of street. lights on North 24th Street north of Hawkins .oad and on the south side of New Paris Pike west of 24th Street. Cost of installation: $711.20. City Engineer Deuker moved and City Controller Wilson seconded this installation. City Engineer Deuker presented plans for fire protection for the Glen Hills 1st Addition. He advised the Board that Fire Chief Williams wanted to go over the ground and place the spots for their installation for the fire hydrants. City Engineer Deuker moved and City Controller Wilson seconded a motion for the approval for this fire protection. 192 • City Engineer Deuker moved and City Controller Nilson seconded. the following: That bids for coal and oil be readvertised. Bids being rejected. That bids for concrete pipe and vitrified pipe be readvertised. Bids being rejected. That the hid of the Solvay Process Division for Calcium Chloride be accepted. That the bids of the American Aggregates Corp. and the DeBolt Concrete Co. , be- accepted with the Street Department to purchase froza the company that is most advantageous during the year, and shows the lowest price- on the materials needed. That the bid of the Magaw Construction Company for bituminous material be accepted. The Clerk was instructed to notify these- companies of the decision of the Board. City Engineer Deuker reported that the estimated cost of enclosing the ditch from South 23rd Street to South 16th Street and thence south to the Corporation Line would be approximately $205,000.00 . He reported that the City Attorney is investigating the problems and procedures regarding the financing of such a project. He also reported that this ditch is being dredged and would help the flow of water during the summer months. The. Board approved a curb cut at 115 North 10th Street. Police Chief Mitrione reported that the four-way stop streets at North 8th and D and Northwest L and Sheridan were beginning to work satisfactorily and that his investigation of "No Parking" on the east side of South 5th Street from South "E" to the Shera Coal Co. and from "G" to "H" Street was continuing. • Park Superintendent McBride asked the Board who had given permission for the Pennsylvania R.R. employees to park in Glen Miller Park. He said they were diving over the grass and parking along the roads. Bill Adler reported that' the barricades had been removed from the front and sides of the - new Second National Bank Building. He was instructed by the Board to replace, three meters on Main Street and three on North 8th on the west side of the street that had been removed to. allow better movement of traffic during construction of the Bank Bldg. Fire Chief Williams reported•the Gilcrest Co. has asked permission to relocate a fire hydrant on North 3rd Street. The Board granted this permission with Gilcrest to pay the cost of relocation. Fire Chief Williams reported a building at 1208 North "F" had been condemmed after a _.r1 fire and he had given the owners 30 days to remove 'it. He also reported of his in- spection of several buildings in the city. The Board gaye Fire Chief Williams permission to purchase a camera for use by the Fire Department. Williams reported that the barn at the 4ear of 2300 North "E" would be torn down by the owners and that the debris at North 19th and "F" Street would be removed. This debris was caused by tearing down a building. The Board gave' permission to- the Disabled Veterans• to sell flowers on the 4th and 5th of May, 1956, on the streets in the City of Richmond. .
