The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
session in its office in the City Hall in said City, Friday, March 16, 1956, at the
hour of 8:00 o'clock A.I . (CST). Mr. Wilson presiding with the following members being
present: Mr. Deuker and Mr. Cecere. The following business was had, to-wit:
On motion duly made, seconded and carried, the minutes of the previous meeting were
dispensed with. '
III City Controller Wilson reported that the Sanitary District had purchased a spray outfit
to use for pest control.
Mayor Cutter and City Engineer Druker reported that they had talked to Ben Maag regarding
the purchase of his property on Ft. Wayne Avenue for a parking lot and that the purchase
price was now $6500.00 as compared to $5500.00 a few months ago. The Clerk was instructed
to write Mr. Maag and inform him that the Board was dropping their option to buy Lot 413
of the Jeremiah Cox Addition.
The Board received a petition to vacate 'an alley between S.W. A Street and National Road
West from the alley West of S.W. 8th to S.W. 8th Street. The petition was signed by aix
(6) adjoining property owners. The petition was returned to one of the property owners
with the suggestion that it be taken thru the Circuit Court for action.
Morris Deubner of South "Q" Street appeared before the Board, at the request of the Board,
and said that the gravel and cinders that had been washing into a ditch on his property
were coming from adjoining private property and not from the 'Whitewater Valley Generating
Station. He was advised by the Board to see his attorney regarding this matter.
The Clerk presented 'proofs of publication printed in the Richmond Palladium-Item, a
newspaper on the dates of March 5th and March *12th, 1956, that sealed bids would be
received on this date for Coal and Oil and Street Materials for the 1956-57 season.
The proofs were ordered filed.
The bid of the Independent Concrete Pipe Corporation for Concrete Pipe was rejected
IIIbecause no bond was -included nor the non-collusion affidavit signed. The following bids

Stanley Vigran, merchant, presented a petition to the Board for the installation of
parking meters at the present location of the Market House at South 6th and A Street.
City 'attorney Cecere moved that this petition be taken under advisement and that a
study be made for the maximum use of this property. City Engineer Deuker seconded
and on voice vote was unanimously carried.
Earl Hewitt, merchant, appeared and said that a taxi cab company on South 6th Street had
ill two "No Parking - Taxi Stand" signs for their use in front of a building at the Bide of
the taxi cab company. Police Chief Mitrione was instructed to investigate and report to
the Board.
City Controller Wilson presented a complaint from the Moorman Service Station at
South 8th and "A" Street. The complaint being that parking meters had been installed
at the drive of the station On 8th Street and that cars did not have free access to
the station from 8th Street.. City Controller Wilson to check on this.
City Engineer Deuker presented petitions for curb cuts at 504 S.W. 3rd and at the
southwest corner of North 10th and I Streets. City Engineer Deuker moved and City
Attorney seconded that these curb cuts be allowed and on voice vote was unanimously
carried.
Fire Chief Williams presented a letter of resignation from Robert Van Meter. City
Attorney moved that the Board accept this resignation seconded by City Engineer Deuker.
Fire Chief Williams recommended the appointment of Marion Williams as Probationary Fire-
man. City Attorney Cecere moved that the Board approve this recommendation seconded by
City Engineer Deuker.
Fire Chief Williams presented and recommended the following water main installation:
Install a 12" main from South 5th and G Street west to Southwest 1st Street and "G"
Streets, connecting into the two existing 8" steel mains now in the "G" Street Bridge.
Overall length 1725' . Install an 8" main in Southwest "G" Street, extending from
IIIAbington Pike east to Southwest 1st Street. Overall length 775' . City Engineer Deuker
moved and City Attorney Cecere seconded that this installation be approved.
Don McBride, Park Superintendent, asked that something be done regarding the drainage
across the drive from Peacock Road into the area north of the National Guard Armory.
Ed Ross, Sanitary District Superintendent, said he has two trucks covering the down-town
area to pick up trash, but that the promiscuous dumping of loose paper and trash in
alleys was making the job very difficult to do. Mayor Cutter said he would. write a
letter to the Richmond Retail Merchants Bureau asking for their cooperation in this
matter. Mr. Ross also said the industrial haulers were spilling a lot of trash on the
streets.

Police Chief Mitrione presented a letter from Olan D. 'Edwards stating he had been on
the force since December 29, 1930 and was submitting his resignation effective April 1,
1956. The Board unanimously 'accepted this resignation.
Police Chief Mitrione asked the Board for permission to extend the yellow curb west on
South "A" Street at South 4th and "A" Streets from 20' to 36' . City Attorney Cecere
moved and City Engineer Deuker seconded this motion, and on voice vote was unanimously
carried.
City Controller Wilson presented a proposal for 'no parking from '3:00 P.M. to 6:00 P.M
on South 5th Street between "G" and "H" Streets and on South 5th Street between "E"
and the Shera Service Station. This was referred to Police Chief Mitrione for his

study and recommendation.
Claims in the amount of $33,608.77 were allowed.
. There being no further business presented oh motion duly made, seconded and carried,
the meeting adjourned. `
