FRIDAY, FEBRUARY 10, 1956 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday, February 10, 1956, at the hour of 8:00 o'clock A.M. (CST). Mr. Wilson presiding with the following members be- ing present: Mr. Deuker and Mr. Cecere. , The following business was- had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with. City Engineer Deuker reported that the Light Plant recommended that no ornamental street light be placed in front of City Hall and recommended that a light with a reflector be placed over the steps at an approximate cost of $50.00 installed. The Board unanimously approved this installation. City Controller Wilson reported that a contract could be entered into with the Rex - Service Station for six (6) parking spaces for the parking of police cars. In view of the objection presented by Council President Frank Marino to the parking bill for January from the Rex Service Station the Board unanimously agreed to have signs erected in front of the City Building reading "Police Use Only" and the Board in- structed Police Chief Mitrione to use the parking lot across from the City Building for parking of his cars and to use the reserved space in front of City Hall for emergency use. The Clerk presented proof of publication printed in the Richmond Palladium-Item, a newspaper of general .circulation on the dates of January 30th and February 6, 1956, that sealed bids would be received on this date for a new car for the Weights' and Measurer Inspector. The proofs were ordered received and filed. City Attorney Cecere presented Declaratory Resolution No. 5-1956 which reads as follows: DECLARATORY RESOLUTION NO. 5-1956 • WHlREAS, the City Plan Commission, after extensive surveys, did submit on November 17, 1955 to the Common Council and the Board of Public-Works and Safety of the City of Richmond, Indiana recommendations that the City acquire G 79 and develop as a Municipal Parking Lot the following described real estate: Lots Nos. 30,. 31, 32, 33, 34, 35 and 36 in C.W. Ferguson's • First Addition, being a sub-division of Block A of an Addition to the City of Richmond, Indiana, as laid out by S.C. Mendenhall and C.H. Coffin, and known as the Old Garfield School property, and WHEREAS, the Board of Public Works and Safety by Resolution No. 2-1955 dated November 18, 1955 and the Common Council by Ordinance No. 1582-1955 dated December 19, 1955 did concurr in said recommendation of the City Plan Commission, and IIIWHEREAS, the Common Council did by Ordinance No. 1582-1955 appropriate fund for the acquisition of said real estate and said real estate has been acquired by the Citail City of Richmond, Indiana, and WHEREAS, plans prepared for the immediate development of part of said real estate for a Municipal Parking Lot are hereby approved and placed on file in the office of the City Civil Engineer of said City, and WHEREAS, the estimated .cost.of partial development of said real estate for a Municipal Parking Lot is $11,000. NOW THEREFORE, the Board of Public Works and Safety does hereby deem said development of said real estate as a Municipal Parking Lot to be necessary for public safety and welfare, and recommends that the cost of said defelopment be paid from the Off-Street Parking Fund. City Attorney Cecere moved that this Declaratory Resolution No. 5-1956 be adopted, seconded and unanimously approved by the Board. City Engineer Deuker reported that the Mayor had been contacted by the Richmond Glove Company who wish to purchase the city owned Southwest corner of North "D" Street at the intersection of North "D" and Ft.Wayne Avenue which was vacated during the 20th Century Bridge construction. The Board took this request under advisement. City Controller Wilson asked the Board why no parking meters had been installed on East Main Street between 3rd and 4-th Streets and on South'` th Street between Main and "A". He was instructed by the Board to contact Capt. Juerling and make a report at a future Board meeting requesting the number of meters required for this installation. Bill Adler, Parking Meter Maintenance Man, reported that the parking meters on North "A" Street between 10th and llth Streets were not being used much and recommended that a study be made •of the possibility of installing longer term parking meters in this location. Councilwoman Clara Louise Hoskins appeared before the Board and reported that she had attended a Fairview PTA meeting and she reported that the PTA had talked to her about the traffic problem relating to the school children on Bridge Avenue. Police Chief Mitrione remarked that he and Troy Woolf, School Safety and Juvenile Officer, would ko to Fairview and instruct the children regarding the use of Bridge Avenue. The Board instructed City Engineer Deuker to have Street Commissioner Darr paint yellow safety lines on Bridg0 Avenue and to install warning signs for the protection of school children. Police Chief Mitrione appeared before the Board and presented a bad traffic condition at the intersection of National Road West and Southwest 16th Street. He reported that a Mothers Patrol had been policing this intersection for several years. He said that the installation of a double traffic light at this intersection would ease this traffic IIIproblem and City Controller Wilson was instructed to investigate this possibility and to see if the city has an extra traffic light for use in this intersection. Bill Adler, Parking Meter Maintenance Man, reported that a hollow tree growing between the sidewalk and curb in front of the vacant lot at South 10th and "A" Street should be removed because it is a hazard. City Engineer Deuker was instructed to arrange for its removal by the Street Department. City-Engineer Deuker reported on the condition of the dwelling at 2002 Elm Drive, Morton Park Addition. He recommended that the Board concur with the report of the Building Inspector regarding this dwelling and that the Building Inspector report the action of the Board to the Welfare Department. The Board unanimously adopted this request. 180 Claims in the amount of $28,273.68 were allowed.
