OFFICE OF THE BOARD OF PUBLIC WORKS
AND SAFETY, RICHMOND, INDIANA
FRIDAY, FEBRUARY 3, 1956
The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular
session in the its office in the City Hall in said City, Friday, February 3, 1956, at.
the,hour• of 8:00 •o'clock A.M. (CST). Mr. Wilson presiding with the following members
being present: Mr. Deuker and Mr. Cecere. The following business was had, to-wit:
On motion duly made, seconded and carried, the minutes of the previous meeting were
dispensed with.
A petition signed by residents of the Parkway Hills Addition requesting the installation ,
and maintenance of street lights necessary for the lighting of said addition and for - -
the installation of street signs at each intersection as necessary, was presented to
the Board. This petition was referred to City Engineer Deuker and the Light Plant
for recommendation.
City Controller Wilson presented a bill from Rex Service Station for $21.25 for park-
ing of City owned cars for January. He was instructed', to try to arrange a contract with _
Rex Service Station for the parking of Police cars. The bill for parking will be •
presented to Council for payment.
The following Resolution and Agreement was received from the State Highway Commission
and ordered filed:
RESOLUTION •
WHEREAS, under and by virtue of the Statutes of the State of Indiana relative
to traffic regulation, the State Highway Department of Indiana has the
•authority and the duty to adopt and prorulgate _regulations in the interest
of the safety and convenience of the traveling public using the highways, in-
cluding streets in cities and towns, under the control of said Department.
Be it resolved that parking on North 10th Street (US 27) in Richmond
be restricted as follows:
No parking at any time on the east side of North 10th Street (US 27)
in Richmond between North "I" Street and White Water Blvd.
This resolution is supplemental to and amendatory of all previous resolutions
restricting parking on State Highways in Richmond.

The State Highway Department signed the Agreement b gned by the Board January 13, 1956.
City Engineer Deuker presented a request from the Lions Club for the use of Clear Creek . •
Park for their Home Show to be held June 12, 13, 14, 15 and 16. The Board unanimously
approved this request and will refer the request to the Park Board for their approval.
City-Engineer Deuker reported that the Light Plant is still investigating the light-
ing on North 5th Street in front of City Hall. Ill
A letter was presented to the Board from the Garfield School Advisory Committee re-
garding their findings:

Dear Mr. Cutter:
Upon examination it was found that the costs involved in attempting to re-
habilitate the Garfield School building into usable space would be prohibitive.

It was the committees opinion that a new structure of comparable usable
space could be built for the costs involved in reworking the present
structure.

On motion duly made, seconded and carried, City Attorney Cecere moved that City Engineer
Deuker. prepare an estimate of cost and Resolution for the improvement of a portion of
the Garfield School site for free off-street parking.
Police Chief Mitrione presented specifications for three (3) 8-cylinder station wagons
• • for use by the Police Department for emergency vehicles. TheClerk was ordered to pre-
pare a Declaratory Resolution for the appointment of appraisers for the vehicle to be
used as trade-in for the above mentioned station wagons.

I do hereby make Application for Pension, after having served twenty-

_ five years and having reached the age of 50 yrs, effective as of February 6,
1956.

• The Board unanimously approved the application for pension.
City Attorney Cecere referring to the request of the Wayne County Commissioners for a
restricted parking zone on South 4th Street, reported that the Traffic Ordinance will
have to be amended to honor this request, City Controller Nilson will notify the
Commissioners of this action,
Capt. Juerling appeared before the Board and reported that a hazardous traffic condition
exists at North 8th and "D" Streets and requested that "No Parking" be allowed on the
west side of North 8th Street and south of North "D" Street for a distance of 75 feet,
• On motion duly made, seconded and carried, the Board gave Capt. Juerling permission to
post "No Parking" signs at, the above named location.
Claims in the amount of $8,504.51 were allowed.
There being no further business presented on motion duly made, second d and carried,
the meeting adjourned.
