FRIDAY, NOVEMBER 18, 1955 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday, November 18, 1955, at the hour of 8: 00 o' clock A.M. ( CST) . Mr. Coleman presiding with the following members being present: Mr. Deuker and Mr. Chambers. The following business was had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with. The Clerk presented proofs of publication published in the Richmond Palladium-Item on the dates of October 20-27, 1955, that sealed bids would be received on this date for two (2) cars for the Police Depart- ment. The proofs were ordered filed. A petition was received for the following: The undersigned, owners of real estate, abutting on the alley between Southwest 5th and College Avenue, from Southwest "D"' Street to Southwest "E" Street respectfully petition for the passage of a resolution providing for the construction of a concrete roadway the full width of said alley (20 feet) . The Board unanimously adopted Improvement Resolution No. 1002-1955: IMPROVEMENT RESOLUTION NO. 1002-1955 RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, That it is deemed necessary to im- prove the alley between Southwest 5th Street and College Avenue II from Southwest "D" Street to Southwest "E" Street, by the con- struction of a concrete roadway the full width of said alley in accordance with the profile, details, drawings, and specifi- cations on file in the office of the Board of Public Works and Safety of said City; and such improvement is now ordered. The cost of said improvement shall be assessed upon the real estate abutting on said alley improvement and on property abutting on the streets or alleys intersecting the alley pro- posed to be improved, and on property within 150 feet of the line of the alley to be improved, and upon the City of Rich- mond, Indiana, if said City is benefitted by said improvement, all according to the method and manner provided for in Act of the General Assembly of the State of Ind Tana, entitled, "An 'Act Concerning Municipal Corporations" , approved March 6, 1905, I 6 and in accordance with and pursuant to all amendatory and supplemental acts, thereto, passed by the General Assembly of the State of Indiana. Assessments, if deferred, are to be paid in ten equal installments, with interest at the rate of • six per cent (6%) per annum. A bond shall be issued to the Con- tractor in payment for such work, unless the property owners pay said. assessments before said bonds are issued. Under no cir- curnsta.nces shall the City of Richmond,. Indiana, be, or be held responsible for any sum or sums, due from said. property owner or owners from said work, or for the collection of the same, or for the payment of any bond, bonds, certificate or certificates, issued to said Contractor in payment for such work, except for moneys as shall have been actually received by the City from the - assessments, or moneys as said City is by said above entitled Act required to pay. All proceedings had, and work done in the making of said improvement, assessment or property, col- lection of assessments and issuance of bonds therefor, shall be as provided for in above entitled act and amendments there- to. • The following letter and agreement was received and referred to the City Engineer: November 17, 1955 Str. 27-CC-37L8 U-402(3) Honorable Lester E. Meadows, Mayor, City of Richmond City Hall Richmond, Indiana Dear Mayor Meadows: Forwarded herewith are' four sets of a proposed agree- ment, d raft of November 16, 1955, covering the reconstruc- tion of the city sewer attached to the bridge carrying State Road 27 over Whitewater River on Tenth Street at the north edge of Richmond. It will be necessary to relocate this sewer in both a temporary and permanent location when the ' State replaces the present bodge. In my absence you discussed this matter with Mr. Eusey, Engineer of Bridge Construction, and other engineers of the Department when you a.hd Mr. Hodgin were in Indianapolis on May 26, 1955. We will appreciate it if you will review this agree- ment and if satisfactory, have three sets executed by the City and return them to me for execution by the State High- way Department. AGREEMENT CONSTRUCTION OF SEWER • 27-CC-3748 Draft of November 16, 1955 THIS AGREEMENT, made and entered into by and between the STATE OF INDIANA, acting by and through the State Highway De- partment of Indiana, by the Chairman of said Department, here- inafter called the "State" , and the CITY OF RICHMOND, Wayne County, Indiana, acting by and. through its Mayor and Board of Public Works and. Safety, hereinafter called the "City" , witnesseth that: 5d Whereas, State Road 27 crosses the East Fork of Whitewater River over a substandard bridge located on Tenth Street at the north edge of Richmond, Indiana, and Whereas, in the interest of public safety and convenience, the State desires to reconstruct said existing substandard bridge by constructing a new riighway bridge and the approaches thereto, and Whereas, an .eighteen inch corrugated metal sanitary sewer owned by the City, is attached to said existing bridge and will interfere with the construction of the new bridge. NOW, THEREFORE, the parties hereto agree as follows: The State shall include in its contract for the con- struction .of the said new bridge provisions for the temporary relocation and maintenance of the existing sewer during con- struction, the later removal of the temporary sewer and the construction of the permanent sewer on the new bridge. Plans and specifications for this work-shall be prepared by the State at its expense and shall be subject to approval by the City. All engineering and inspection costs incurred be- cause of the work shall be borne by the parties incurring them. The City shall reimburse the State for the actual cost of constructing said sewer in its temporary and permanent locations between points A and B as indicated. on Exhibit #1, attached here- to and made a part hereof. The cost of constructing this work is estimated to be $'20,000.00. The city shall reimburse the State for the actural cost of this work up to but not to exceed the above amount. After the new sewer has been finally located, the State shall bill the .City for the cost of this work, using the final quantities for the applicable items and the unit prices shown in the itemized proposal of its contract for the con- struction of the said new bridge, and the City shall pay such bill within sixty days of the receipt of same. IN WITNESS WHEREOF, the parties hereto have caused these presents to be executed by their officers thereunto duly • authorized. The City Engineer presented the following letter and Resolution from the City Plan Commission: November 17, 1955 To the Common Council and the. Board of Public Works. and Safety Richmond, Indiana Gentlemen: Through the City Engineering and Traffic Departments the City Plan Commission has made surveys to determine proper locations for off-street parking facilities. It is thereby indicated that such facilities are needed for long time park- ing in the general vicinity of 12th and East Main Streets and, in particular the northeast corner of South 12th and "A" Streets, (Garfield. School site) has been selected as a de- sirable location for a Municipal Parking Lot. This same - site was designated for a parking lot by the planning con- sultant in developing a Master. Pla.n. Ultimately parking meters will doubtless become d.e- sirable on this proposed parking lot ,but for the present the Commission feels that free parking is proper. The said site is one block south of the east end of major shopping district and does not afford the close-in location desired by the short time parker. However, it does offer a location, not unreasonably i 8 c� remote for all day parking and will tend to contribute toward the highly desirable removal of the long strings of on street parking just outside the meter district and , to some extent will release meters for greater turn-over use. No privately owned public parking lots of any appreciable size are in this vicinity. The proposed site is composed of Lots Nos. 30, 31, 32, 33, 34, 35 and 36 in C.W. Fergusons First Addition. The total tract has a frontage of 350 feet on the east side of South 12th Street running north from South "A" Street and extends east from South 12th Street 165 feet to a Public Alley. Space will be provided for parking about 180 cars. The said site is owned by the School City. The probably cost of acquiring said site for the Civil City if $50, 000 and cost of development is estimated at $32,000. Upon the basis of said surveys and studies the Plan Commission hereby recommends the acquisition of said site and its development for off-street parking. Yours very truly, /s/ B.H. Deuker B.H. Deuker, Secretary City Plan Commission BHD: rs RESOLUTION NO. 2-1955 WHEREAS, the City Plan Commission of the City of Richmond, Indiana has submitted to this Board of Public Works and Safety and to the Common Council of the City of Richmond, Indiana, a recommendation dated November 17, 1955 that the present site of former Garfield School at the northeast corner of South 12th and "A" Streets, composed of Lots Numbers 30, 31, 32, 33, 34, 35 and 36 in C.W. Fergusons First Addition to the City of Rich- mond, fronting 350 Feet on the east side of South 12th Street north from South "A" Street and presently owned by the School City of Richmond, .Indiana be acquired and developed as a Municipal Parking Lot, and WHEREAS, said recommendations are based on surveys and studies made to determine the needs for off-street parking facilities and their locations with due consideration to the free end aafe movement of traffic. NOW THEREFORE, BE IT HEREBY RESOLVED, BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA that the recommendation of the City Plan Commission of said City for• the acquisition and development for Municipal Parking Lot of Lots Numbers 30, 31, 32, 33, 34, 35 and 36 in the C.W. Ferguson' s First Addition to the City of Richmond, Indiana is approved, and BE IT FURTHER RESOLVED that said recommendations of said City Plan Commission be submitted to the Common Council of said City for acceptance or rejection. On recommendation of Cant. Juerling the Board approved the removal of two ( 2) parking meters in front of Templin' s place of business on South 8th Street. On recommendation of Capt. Juerling the Board approved the placement of a stop sign at the intersection of South "H" and Abington Pike. Abington Pike to be the through Street.
