FRIDAY, OCTOBER 28, 1955
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in its office in the City Hall in said City,
Friday, October 28, 1955, at the hour of 8:00 o' clock A.M. (CST) . Mr.
Coleman presiding with the following members being present: Mr. Deuker
and Mr. Chambers. The following business was had, to-wit:
- On motion duly made, seconded and carried, the minutes of the previous
meeting were dispensed with.
The following letter was received from the City Plan Commission:

City of Richmond, Indiana
Gentlemen:
The City Plan Commission has, through the City Engineer-
ing and Traffic Departments made surveys to determine the
need for additional off-street parking facilities. A need
is indicated in the general vicinity of North 5th and Main
Streets. Lots 13 and 18 in Jeremiah Cox' s Addition lie be-
tween two heavy traffic streets; North 5th Street (State
Road No. 27) and Fort .Wayne Avenue and are within half block
of a portion of Main Street where business activity if in-
creasing. The site is also half block from the Court House
and almost opposite the City Hall. There is only one small
privately owned public parking lot in this general vicinity
which caters to a hearby hotel. With short-time meters on
the streets it becomes necessary to go a considerable dis-
tance out of the meter district for long time parking which
is needed by business people of said. district. The City
presently 'owns and operates a parking lot on west side of
North 5th Street (41.25' x 132'') being the north half of
Lot No. 18-Jeremiah Cox Addition, providing space for 16
• cars. Actual use of ten pour meters recently installed
on. said parking lot indicates strong- need for such parking
facilities.
Said Lot No. 13 in Jeremiah Cox Addition has a 95 foot
frontage on the east side of Fort Wayne Avenue immediately north
from the first Public Alley north of Main Street. The south
boundary of said lot extends about 68 feet east from Fort
Wayne Avenue along the north line of said Alley and its
north boundary is an extension west of the north line of the
present Municipal Parking Lot about 23 feet to Fort Wayne
Avenue. The north half of said Lot No. 13 abutting the
west line of present Municipal Parking Lot.
The said present Municipal Parking Lot, necessarily, has
one entrance and exit in common on North 5th Street which
arrangement is obviously undersirable. "Though the acquisition
of said Lot No. 13 would provide only nine or ten more parking
spaces it will, with the presently owned parking lot provide
through passage from North 5th Street to Fort Wayne Avenue
and with ultimate acquisition of the south half of said Lot No.
18 will operate very efficiently with through lane for two
rows of cars and alley access for one row. By entrance to the
lot from 5th Street and exit on one-way Fort Wayne Avenue
interference with 5th Street traffic will be much reduced.
The probable cost of acquiring said Lot No. 13, is S5500_
and cost of development is estimated at $ 600.
Upon the basis of said surveys and studies the Plan
Commission hereby recommends that said Lot No. 13 in Jeremiah
Cox' s Addition be acquired and develonted as an extension to
present Municipal Parking Lot on adjacent' north half of Lot
No. 18, of said Addition.

On motion made by Deuker, seconded by Chambers the Board adopted
Resolution No. 1-1955:
RESOLUTION NO. 1-1955
WHEREAS, the City Plan Commission of the City of Richmond,
Indiana has submitted to this Board of Public Works and Safety
and to the Common Council of the City of Richmond, ' Indiana, a
recommendation dated October 28, 1955 that the presently owned
and operated Municipal Parking Lot on the north half of Lot No
18 in the Jeremiah Cox' s Addition to said City, said Lot No. 18
fronting on the west side of North 5th Street between Main and
North "A" Streets, be extended to include Lot No. 13 in said
Addition by acquiring and developing, for parking purposes, said
Lot No. 13 in said Addition by acquiring and developing, for
parking purposes, said Lot No. 13 which is adjacent westwardly
to said Lot No. 18 and fronts on Fort Wayne Avenue between Main
and North "A" Streets, and
WHEREAS, said recommendations are based on surveys and studies
made to determine the needs for off-street parking facilities and
their locations with due consideration to the free and safe move-
ment of traffic, -
NOW THEREFORE, BE IT HEREBY RESOLVED, BY THE BOARD OF PUBLIC
WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA that the re-
commendation of the City Plan Commission of said City for the
extension of present Municipal 'Parking Lot on the north half of
Lot No. 18 in Jeremiah Cox' s Addition be extended to include Lot
No. 13 in said Addition is approved, and
BE IT FURTHER RESOLVED that said recommendations of said City
Plan Commission be submitted to the Common Council of saidCity
for acceptance or rejection.
Mr. Coleman presented a quotation from the Niewoehner-Nicklas, Inc. to
repair the Police Department rest room in the sum of V732.00. The Board
approved the Niewoehner-l'4icklas, Inc. of proceeding with the needed re-
pairs under the price quoted.
The Clerk presented a letter from the Richmond Retail Merchants Bureau,
Inc. :

Gentlemen:
We would like your permission for the local Fire Depart-
ment to assist in the erection of and the later dismantling
of the Xmas Light decorations for the uptown district.
For many years the fine cooperation of the local depart-
ment and the Municipal Light Plant have made it possible for
us to have outstanding displays. Will you please ask again
for that permission?

The Clerk was advised by the City Attorney td ask for an extension of
time on this request as he wanted to study the problem of insurance
that is involved. •
The Board approved the Clerk of contacting the Light Plant asking them
to make an investigation as to what the cost would be on the traffic
signal lights at the intersection of North 16th and "E" Street and
North 15th and "A" Streets. It is desired that the same type of signals
Plat the State Highway Department uses which is over hanging type be
studied also.
