The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday, September 2, 1955, at the hour of 8: 00 o' clock A.M. ( CST) . Mr. Coleman presiding with the following members being present: Mr. Deuker and Mr. Chambers. The following business was had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with, IIThe Board granted permission the the Moore-Irvin Post to place a parade review stand between 5th and 6th on Main Street September 5, 1955 (Labor Day) . • Frank Marino appeared before the Board requesting permission to place a banner across main street from the Westcott Hotel Building to the Indiana Theatre Building for Democratic Headquarters. This was taken under advisement. Mr. Marino also asked the Board to take immediate steps for the in- stallation of a traffic signal at North 10th and "J" Streets. The Clerk presented proofs of publication printed in the Richmond Palladium-Item, a newspaper on the dates of August 8-15, 1955, that sealed bids would be received for parking meters. The Proofs were ordered filed. The proofs were ordered received and filed. After hearing all persons present who are -affected by said. Assessment Roll No. 988-1954 and no remonstrances being filed the Board now un- animously confirms Assessment Roll No. 988-1954 as adopted. The Clerk presented proofs of publication printed in the Richmond Pal- ladium-Item, a newspaper on the dates of August 8-15, 1955 that a hear- ing would be held on this date for Assessment Roll No. 994-1954. The proofs were ordered received and filed. After hearing all persons present who are affected by said Assessment Roll No. 994-1954 and no remohstrances being filed the Board now un- animously confirms Assessment Roll No. 994-l954 as adopted. A_ petition was received from property owners for the construction of concrete roadway the full width for alley between North 15th and North 16th Street from North "B" Street to North "C" Street. The City Engineer reported that he had gone over this Petition and re- commended that ,Improvement Resolution No. 1001-1955 be adopted. The ,Board unanimously adopted Improvement Resolution No. 1001-1955: IMPROVEMENT RESOLUTION NO. 100l-195 RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, That it is deemed necessary to improve the alley between Nor th 15th Street and North 16th . Street, from North "B" to ,North "C" Street, by the con- struction of a concrete roadway the full width of said. alley . in accordance with the profile, details, drawings, and speci- fications on file in the office of the Board of Public Works and Safety of said City; and such improvement is now ordered. The cost of said improvement shall be assessed upon the real estate abutting on said alley improvement and on property aubtting qn the streets or alleys intersecting the alley pro- posed to be improved, and on property within 150 feet Of the line of the alley to be improved, and upon the City--of Richmond, 11 Indiana, if said City is benefitted by said improvement, all according to the method and manner provided for in Act of the General Assembly of the State of Indiana, entitled, "An Act Concerning Municipal Corporations, " approved March 6, 1905, and in accordance with and pursuant to all amendatory. and supplemental acts, thereto, passed by the General Assembly of the State of Indiana. Assessments, if deferred, are to be paid in ten equal .installments, with interest at the mate of six per cent (6%) per annum. A bond shall be issued to the Contractor in payment for such work, unless the property owners pay said assessments before said bonds are issued. Under no circumstances shall the City of Richmond, Indiana, • be, or be held responsible for any sum or sums, due from said property owner or owners from said work, or for the colledtion of the same, or for the payment of any bond, bonds, certificate or certificates, issued to said Contractor in payment for such work, except for moneys as shall have been actually received by the City from the assessments, or moneys as said City is by said above entitled Act required to pays All proceedings had, and work done in the making of said improvement, assessments of property, collection of assessments and issuance of bonds theref or, shall be as provided for in above entitled act and IIamendments thereto. Claims in the amount of $5827. 94 were allowed.
