OFFICE OF THE BOARD OF PUBLIC WORKS
AND SAFETY, RICHMOND, INDIANA.
FRIDAY, AUGUST 19, 1955.
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in its office in the City Hall in said. City,
Friday, August 19, 1955, at the hour of 8:00 o' clock A.M. (CST) . Mr.
Coleman presiding with the following members being present: Mr. Chambers.
The following business was had, to—wit:
On motion duly made, seconded and carried, the minutes of the previous
meeting were dispensed with.
The Mayor announced the appointment of Mr. Ben H. Deuker as City
Engineer as of August 15, 1955.
On recommendation of. the City Engineer the Board approved the installation
of fire hydrants and water mains at the following location: extension
of 8" water main, from South 19th Street at north end of Oakland Place
Addition, west through easement strip to South 18th Place and South "I"
Street, thence south in South 18th Place to South "J" Street, with 2
fire hydrants, one at South "I" and 18th Place and one at South "J" and
18th Place.
A petition was presented for construction of concrete sidewalk, curb
and gutter on 'both sides of Harris Street from N.W. "J" Street to N.W.
"K" Street. This was referred to the City Engineer for study and
recommendation.
On recommendation of Capt. Juerling the Board approved placing of all
future stop signs 30 feet back from intersections.
On recommendation of Capt. Juerling the Board approved the removal
of parking of cars from the north side of N.W. "I" Street from Ridge
Street west to Hunt Street and also the installation of a 4-way stop
signs at the intersection of N.W. " T" and Hunt Streets.
II On recommendation of Capt. Juerling the Board approved the installation
of stop signs at the intersection of S.W. 15th and "A" Street, making
S.W. 15th Street the through Street.
The Board authorized the Street Commissioner to proceed with the work
necessary to complete the North 10th Street Parking Lot.
On recommendation of the Mayor the Board approved the installation of
"No Parking" signs on the south side of the Williamsburg Pike from
State Road 627 to Belden Parking Lot entrance.
The Board signed the following agreement from the State Highway
Commission:
AGREEMENT
THIS AGREEMENT MADE AND ENTERED INTO by and between the
STATE OF INDIANA, through the State Highway Department of
Indiana, and the City of Richmond, through its duly authorized
and undersigned officials hereinafter referred to as the "City"
witnesseth:
WHEREAS, the City has requested that signal equipment
be installed for the purpose of regulating traffic at North
West 5th Street and US 40, US 35 (Main Street) within said
II City, and
WHEREAS, the State Highway Department deems the regu—
lation of traffic by means of signal devices, as hereinafter
designated, to be beneficial to traffic at said location to
the extent of the cost of the materials and equipment.
IT IS THEREFORE AGREED BY AND BETWEEN THE STATE, through
said Department, and said City, that such traffic facilities shall
be installed under tems and conditions as follows:
(1) The City, with its own forces, in consideration of
the benefits to traffic using said intersection, shall perform

all work of installation of such facilities and the State,
through said Department, hereby grants said City Permission
to enter upon said highways for the performance of such work.
(2) That the work of installation to be performed by the
City shall be performed in accordance with the rules and re-
gulations of the Department, and said work shall be performed
under the supervision of and to the satisfaction of the Depart-
ment.
( 3) The major electrical signal materials and equipment re-
quired in said traffic signal installation shall be furnished
and paid for by the State Highway Department.
(4) On and after the completion of the work of installation,
the signal devices so installed shall be the property of, and
subject to the control of the State, through said Department,
under rules and regulations of the Department and laws of the
State now in force or hereinafter enacted, and the maintenance
of such equipment and signal facilities shall be at the expense
of the State, through said Department.
(5) The electric energy required to operate the signal
facilities shall be furnished or paid for by the City.
(6) The City shall begin installing the traffic signal
equipment not later than sixty (60) days after receiving the
plans and specifications froth the Department for said signal
installation.
IN WITNESS WHEREOF the State of Indiana, through said De-
partment, and the City, through its undersigned official, have
hereunto affixed their signatures this 9th day of August, 1955.

The Board approved the following curb cut: 614 and 616 North 19th Street
for a driveway to 614 North 19th Street.
Claims in the amount of $30,061.4.7 were allowed.
There being no further business presented on motion duly made, seconded
and carried, the meeting adjourned.
