FRIDAY, JULY 15, 1955
The Board of Public Works and Safety ,of the City of Richmond, Indiana,
met in regular session in its office in the City Hall in said City,
Friday, July 15, 1955, at the hour of 8: 00 oaclock A.M. (CST) . Mr.
Coleman presiding with the following member being present: Mr. Hodgin.
Mr. Chambers being absent. The following business was had, to-wit:
On motion duly made, seconded and carried, the minutes of the previous
meeting were dispensed with.
The Clerk presented proofs of publication printed in the Richmond
Palladium-Item, a newspaper on June 20 and 27, 1955, that a public
hearing would be held on Improvement Resolution No. 999-1955. The
proofs were received and ordered filed.
A remonstrance was filed by property owners that would be affected by
said Improvement Resolution. After much discussion the Board moved
that said Improvement Resolution be taken under advisement as there
are some legal opinions in question about the property owners that
had signed both the petition and, the remonstrance. The City Attorney
being absent it was requested that he make a thorough study of the
question and recommend to the Board at the next meeting.
The Board continued the hearing on Improvement Resolution No. 998-
1 955. A remonstrance was filed containing the names of resident
property owners affected by the said improvement. Upon a check of
the names on the petition and remonstrance it was found that there
were 11 remonstrators and 4 petitioners. The Board now rescinds
Improvement Resolution No. 998-1955.
Several people living in the vicinity of South 19th, 20th, 21st and
22nd Street south of ."E" Street were present and presented the

AND THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA:
The undersigned, being resident of the City of Richmond, Wayne
County, Indiana, living in the vicinity of the open storm
ditch now situate along and south of South "G" Street be-
tween South 16th and South 23rd Streets in said City, hereby
call attention to the fact that directly West of the point
where South 19th Street crosses said ditch at a point
approximately 100 feet south of said. South "G" Street, a
stagnant pool of water approximately 100 feet in length
three feet in width and over three feet in depth has been
allowed to form; that loose dirt about said pool makes it
dangerous under foot; that said pool is an attractive
nuisance to children; and that said pool and the entire
ditch contain raw sewage that is offensive to smell and
dangerous to the health of all living along and near said
ditch.
It is the understanding of the undersigned that it is the
obligation of the said City of Richmond to correct and
rectify said situation, and to enclose said storm sewer and
we do by this petition pray that said damage to health and
safety be removed forthwith and that said storm sewer be -
enclosed.
After much discussion the people present expressed that they would to
along with the temporary measure and that of eliminating the un-
sanitary conditions that exist and also the proper drainage of the
water that is accumulating from springs in the ground that have been
uncovered due to the culvert being placed in South 19th Street. The
City Engineer expressed that it might be best to extend an open
ditch from 19th Street south to South "L" Street with the proper
grade to relieve the water that is standing in said ditch. The City
Engineer also expressed that in his opinion it would be necessary
for a bond issue to be started on this project to make it complete

in the near future. The City Engineer is now working on an estimated
cost of this project which will have to be filed before the petitions
are circulated for the bond issue.
A remonstrance was filed by property owners on North 24th Street and
Hawkins Road about tar running down from The Magaw Blacktop Plant
down the ditch line onto yards and roads and requested that a storm .
sewer be put in. This was referred to the City Engineer for his
study and recommendations.
On recommendation of Capt. Juerling the Board approved the installation
of a stop sign at the intersection of West 18th and Main Street making
the east bound traffic on West 18th stop for traffic for. north and
south bound directions on West 18th Street.
Capt. Juerling also brought out the traffic hazard that is being
created by an old tree standing on the northwest corner of Southwest
10th and "A" Street. Capt. Juerling was advised to contact the property
owner about removing this tree.
Capt. Juerling reported to the Board that the officials of the Rich
mond Gas Corp. will be doing some work on sealing the gas mains
along Main Street. It is planned to block off sections of Main Street
during this work and it was recommended that No Parking be permitted
on the south side of Main Street during the time that these sections
are being worked on. It is understood that each section bloc1ed ,off
will take in about 200 feet at a time. Capt. Juerling said that he-
would contact the merchants on Main Street relating why the parking
is taken off during the time of this work.
Claims in the amount of $53, 147. 60 were allowed.
There being no further business presented on motion duly made, se-
conded and carried, the meeting adjourned.
