FRIDAY, JUNE 10, 1955 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday, June 10, 1955, at the hour of 8: 00 o' clock A.M. ( CST) . Mr. Coleman presiding with the following members being present: Mr. Hodgin and Mr. Chambers. The following business was had., to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with, Mr. Snavely, Weights & Measurers Inspector, reported that he had had requested from several local oil dealers that the coal and coke ordin- ance should be amended to include fuel oil dealers to be required to have a city license. This was referred to Frank Chambers, City Attorney, to investigate and report back to the Board. Mr. Snavely also reported that there would, be a fall meeting of the Weights & Measurers Inspectors of the State to be held October 2 and 3, 1955 at the Leland Hotel in the City of Richmond, Indiana , Mr. Gilmore, representative of the Eavey Company, appeared before the Board and. requested that the City approve the extension of a depression on the side of the Eavey Building located on Neff Street to provide better facilities for the handling of their big semi-trailer trucks. The City approved. this request provided that every safety precaution be maintained. to the satisfaction of the City Engineer. Mr. Darrell Shaffer, Superintendent of the Indiana Railroad, appeared before the Board and reported that the bus service ' in the east section of Richmond. from 8th and Main to the City Limits would have the follow- ing changes: between the hour of 8: 00 A.M. and 2: 00 P.M. the service would be maintained on a 30 minute schedule instead of a 15 minute schedule that has been used. This would' only be • in effectrduring the summer months, The Glen Miller bus will be removed during this period of time and the East Main Street bus will cover the entire route. The Board unanimously approved purchase and installation of a photo I/ - electric switch to he installed for- the lighting system on the North 10th Street Parking Lot as recommended. by the City Light Plant Engineers. The following corespond.ence was received from Mr. Robert C. Law, Councilman; The high weeds on a lot at South 4th and "P" Street is obstructing vision from traffic at this intersection. The need of repairs of the sidewalks in front of 117 Southwest 7th Street and 22 and 26 Southwest 4th Street. The sidewalk repair was referred to Mr. Burelison, Street Commissioner, to make the repairs. On recommendation of the City Engineer the Board approved the extension of a 8" water main from South 9th and "Q" Street south along South 9th . Street to a point where South 9th intersects with the Boston Pike and installation of a fire hydrant at the end of said line and also a fire hydrant a.t a point midway. On recommendation of the City Engineer the Board approved the con- struction of a concrete curb at the intersection of South 1.3th and. "0" Street. Mrs. Jackson, owner, of the property a.t this intersection has agreed to give an easement to the City for a. parcel of land to construct this 50 foot radius curb which is needed to keep traffic from cutting back on her ground. The Clerk presented proofs of publication that a public hearing would be held on this date for Declaratory Resolution No. 1-1955 to vacate an alley in the Doan and Mendenhall Addition of the City of Richmond, Indiana. The proofs were ordered filed. After hearing all persons present who desired to express themselves on said Declaratory Resolution the Board now hereby unanimously confirms said Declaratory Resolution as adopted. The Board unanimously adopted Improvement Resolutions Nos. 997-1955 and 998-1955 as follows: 117 IMPROVEMENT RESOLUTION NUMBER 997-1955 RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA, that it is deemed • necessary to improve both sides of Ross Street, from Northwest "H" to Vine Street by the construction of concrete curb and gutter on both sides of street thereof in accordance with the profile, details, drawing and specifications on file in the office of the Board of Public Works and Safety of said City, and such improvement is now ordered. The cost of said improvement shall be assessed upon the real estate abutting on said improvement and on property abutting on the streets and alleys intersecting the improve- ment area, and on property within 150 feet of the line of said improvement, and upon the City of Richmond, Ind. Jana, if said city is benefitted by said improvements, all according to the method and manner provided for in Act of the General Assembly of the State of Indiana, tneitled, "An Act Concerning Municipal Corporations" , approved March 6, 1905, and in accordance with and pursuant to all amendatory and supplemental acts thereto, passed by the General Assembly of the State of India na. Assess- ments, if deferred, are to be paid in ten equal installments, with interest at the rate of six percent (6%) per annum. A bond shall be issued to the contractor in payment of such work, unless the property owners nay said assessments before said bonds are issued. Under no circumstance- shall the City of Richmond, Indiana., be, or be held responsible for any sum or sums, due from said property owner or owners for said work, or for the collection of the same, or for payment -of any bond, bonds, certificate or certificates, issued to said contractor in payment for such work, except for moneys as shall have been actually received by the city from the assessments or moneys as said city Is by said entitled Act required to pay. All proceedings had, and work done in the making of said improve- ment, assessment of property, collection of assessments and issuance of bonds therefor, shall be as provided for• in said above entitled. Act and amendments thereto. IMPROVEMENT RESOLUTION NUMBER 998-1955 RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, That it is deemed necessary to improve the alley between Glen Court and the Pennsylvania Railroad , from North 20th Street to North 21st Street, by the construction of a concrete roadway the full width of said. alley in accordance with the profile, details, ddrawings, and specifications on file in the office of the Board. of Public Works and Safety of said City; end such improvement is now ordered. The cost of • said improvement shall be assessed upon the real estate abutting on said alley improvement and on property abutting on the streets or alleys intersecting the alley pro- posted to be improved., and on property within 150 feet of the line of the alley to be improved, and upon the City of Rich- mond, Indiana, if said City is benefitted by said improvement, all according to the method and manner provided for in Act of ' the General Assembly of the State of Indiana, entitled, "An Act Concerning Municipal Corporations, " approved March 6, 1905, and in accordance with and pursuant to all amendatory and supplemental acts, thereto, passed by the General Assembly of the State of Indiana. The following petition was received and refer•r. ed to the City Engineer for his study and recommendations: Gentlemen: The undersigned, owners of real estate, abutting on bothI/ sides of South 10th Street from South "M" Street to South "0" Street respectfully petition for the passage of a resol- ution providing for the construction of concrete. curb and gutter on both sides thereof, The cost of said improvement shall be assessed against the affected property owners in accordance with what is commonly known as the "Barrett Law" 6 petitioners signed. Mr. Byron C. Ford appeared before the Board and presented the follow- ing letter•: June 10, 1955 Board of Public. Works City of Richmond Richmond, Indiana. Gentlemen: We, as property owners at 822 North 10th Street, after consulting numberous others of the neighborhood, asKthat the Board request the State Highway Department to remove a reasona- ble section of the divider in 10th Street blocking the alley between North H and. North I Streets. We further desire to point out the danger resulting from traffic making U-turns at both H and I streets on 10th Street. Yours condieration will be appreciated. Burelison r eported that money is needed for street and traffic signs and also paint for the Street Department. Mr. Coleman will make a study of the amount needed and an Ordinance will be presented for the amount needed to be transferred for these purchases.
