FRIDAY, MARCH 25 , 1955 _ The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday, March 25, 1955, at the hour of 8:00 o' clock A.M. (CST) . Mr. Coleman presiding with the following -members being present: Mr. Hodgin and Mr. Chambers. The following business was had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with. IIOn recommendation of the Light Plant Committee the Board ordered the installation of a street light in front of the residence of 1533 South llth. Street. The Board unanimously adopted Improvement Resolution No. 995-1955: ' IMPROVEMENT RESOLUTION N0. 995-1955 RESOLVED BY THE, BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, That it is deemed necessary to improve the alley between North 19th and North 20th Streets, from North "D" to North "E" Street, by the construction of • , a concrete roadway the full width of said alley in accordance ,with the profile, details, drawings, and specifications on . file in the, office of the Board of Public Works and Safety of said City; and such improvement is now ordered. The cost of said improvement shall be assessed upon the real estate abutting on said alley improvement and on property abutting on the streets or, alleys intersecting the alley pro- posed to be improved, and on property within 150 feet of the line of the alley to be improved, and, upon the City, of Rich- mond, Indiana, if said City is benefitted by said improvement, all according to the method and manner provided for in Act of , the General Assembly of the State of Indiana, entitled, "An II Act Concerning Municipal Corporations, " approved March 5, 1905 , and in accordance with and. pursuant to all amendatory and supplemental acts, thereto, passed by the General Assembly of the State of Indiana. Assessment, if deferred, are to be paid in ten equal installments, with interest at the rate of six percent (6%) per annum. A bond shall be issued to the contractor in payment for such work, unless the property owners pay said assessments before said bonds are issued. Under no circumstances shall the City of Richmond, Indiana, be,- or be held responsible for any sum or sums, due from said property owner or owners from said work, or for the collection of the same, or for the payment of any bond, bonds, certificate or certificates, issued to said contractor in payment for such work, except for moneys as shall have ,. been actually received by the City from the assessments, or moneys as said City is by said above entitled Act required to pay. All proceedings had, and work done in the making . , of said improvement, assessment of property, collection of assessments and issuance of bonds therefor, shall be as pro- vided for in above entitled act and amendments thereto. The Board ordered the Clerk to prepare the advertising f a public hearing to be held on. Friday, April 15, 1955 , for the above improvement resolution. II On recommendation of Captain Juerling the Board approved the installation of stop signs at the intersection of South 32nd Street and Avon Lane, making South 32nd Street the stop street. A petition was received from property owners for street lights in the Glen Elsa Addition which is located south of Southwest "E" Street which is the extension of College Avenue. This is to be referred to the Light Plant Committee for their study and recommendations. The Board met with Mr. Don Bell, local insurance representative. After much discussion the Board approved the Clerk of writing a letter to each department head requesting ,tha.t an inventory be taken by the various department heads of all the equipment and contents in the 96 various departments and said list be turned into the office of the City Clerk on or before Friday, April 1, 1955. On recommendation of the City Engineer the Board approved the following bids as were submitted Friday, March 18, 1955: COAL O.M. PRICES ON FITTINGS AND SPECIALS: II Plain Pipe Specials with Wye or Tee spurs 10" or under shall be priced at six (6) times the per foot price of pipe, except when spur is same size as barrel in which case it shill be priced at nine (9) times the per foot price. Specials with Wye or Tee spurs 12" or larger shall be priced at nine (9) times the per foot price of pipe. Double Wyes and Tees up to and including 10" shall be priced at ten ( 10) times the per foot price of pipe. 12" and larger twelve (12) times the per foot price of pipe. PIPE BENDS Plain pipe bends both 4.5 and 90 degree and Up to 12" in diameter shall be priced at six (6) times per foot price of pipe. 9 S Plain pipe bends 15" and over and Reinforced Pipe Bends up to 24" shall be Priced at eight (8) times the per foot price of Pipe. Reinforced Pipe Bends 24" and over shall be priced at ten ( 10) times the per foot price of pipe. INCREASERS AND DECREASERS - Ten (10) times the larger size pipe. RADIUS PIPE - Shall be priced at 150% of standard per foot price of pipe. Minimum truck load is ten (10) tOns. Minimum truck load haul cost will be charged on deliveries of less than truck load quantities. Delivery is F.O.B. tailgate of truck where accessible to truck and trailers Customer to furnish men to take pipe away from truck. Delivered price to be considered as within fifty (50) mile radius of Plant. Extra haul to be. chai%ged for loads of greater distance. Two (2) hours is maximum time allowed for the unloading of a truck - after that a service CHARGE of S4.50 per hour will be made for trucks delayed on job site. QUOTATIONS may be furnished on special types of pipe upon request. Manhold Blocks are also offered at S0. 32 each. These are segmental blocks and take twelve ( 12) to make four (4 Ft. ) ft. i.d, circle 8 inches high. The cone blocks have two rings of 12 each and two rings of 10 each.
