The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday, March 11, 1955, at the hour of 8:00 o' clock A.M. (CST) . Mr. Coleman presiding with the following members being present: Mr. Hodgin and Mr. Chambers. The following business was had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with. II The Clerk presented proofs of publication printed in the Richmond Palladium-Item, a newspaper on the dates of February 22nd, and March 1, 1955, that sealed bids would be received on this date to improve property abutting on South 10th Street from South "M" to South "0" Street by the construction of a Sanitary Sewer. The proofs were ordered filed. The City Engineer presented the estimated cost of said sewer in the sum of $6, 150.00 The following bids were received, openedand .read aloud: KRAMER BROS. , Eaton, Ohio S4, 229.00 With the addition that a charge .of 815.00 per cubic yard would be charged if there is excavation of rock DeLUCIO & SON, Richmond, Indiana $4, 54.5.00 BRUNS BROS. , Hagerstown, Indiana 84, 774.00 DeBOLT CONCRETE, Richmond, Indiana $6, 04.0.00 The above bids were referred to the City Engineer for his study and recommendation. The City Engineer after thorough study of the lowest two bids reported that the bid of the Kramer Bros. having the extra clause of 815.00 per cubic yard might be the highest bid submitted as he didn' t have a definite answer to the presence of rock in this area. The City Engineer recommended that the bid of the DeLucio and Son be accepted as a firm bid in the sum of $4•,54.5. 00. On recommendation of the City Engineer a motion was duly made, seconded and carried, that the contract be awarded to DeLucio and Son. •. The Street Commissioner reported that stop signs had been installed on Peacock Road from Northwest 6th to Northwest 20th Streets making Pea- cock Road the through street. The following was presented by the Mayor for discussion by the Board, The Traffic Committee composed of Victor H. Frisch, Charles Dew, Clayton Bartel, Harold Clary, Russell Alexander, John O'Maley, Sim Hodgin, Lowell Patti, James Romey, Robert McKee, Jack Turnbaugh, Myron Hill and Eugene Juerling, met as a committee on February 28, 1955, and considered the following traffic problems: 1. The downtown area is congested. 2. A substantial amount of traffic in the downtown area consists of transient vehicles, that is, vehicle traffic having it' s origin and destination elsewhere than in the II City. 3. The number of vehicles on the streets is increasing. 4. A by-pass aroung the City if not immediately available. After considerable discussion the following recommendations were adopted - by consent, with no objections: 1. That all left turns be eliminated between Third and Twelfth Streets on Main Street. 92 eE 2. That right turns be permitted at Eighth and Main Streets. 3. That automobile traffic on Highway 40 be routed on South A Street from Third to Sixteenth Streets, and on North A Street from Sixteenth to Fort Wayne Avenue. • 4. That truck traffic be diverted from Main Street and routed both ways on North 22d Street between Main and North E, on North E between North 22d and 8th, on Fort Wayne Avenue between North 8th and North D, and on the North D Street. Bridge and Richmond Avenue between North D and Northwest 5th. After thorough discussion by the Board of Public Works and Safety it was deemed advisable to eliminate all left hand turns on Main Street between 3rd and 12th Streets and that a right hand turn be •permitted at 8th and Main Streets. No action was taken on the other recommendations at this time. The Clerk of the Board was authorized to contact the State Highway Commission relative to the no left hand turns as above set-out: Claims in the amount of $47, 310.53 were allowed.
