AN ORDINANCE AMENDING THE GREENCASTLE
PLANNING AND ZONING ORDINANCE
Tattoo Parlors /Piercing Parlors
WHEREAS, the Plan Commission of the Cit of Greencastle, has initiated and prepared this
ordinance to amend the Greencastle Planning and Zoning Ordinance
WHEREAS, the Greencastle Plan Commission has reported that it held a public hearing
concerning this ordinance on Januan 24 2000, after timely notice of the hearing was given by
publication in the Banner - Graphic Greencastle, Indiana, on Januan 14, 2000;
WHEREAS. the Greencastle Plan Commission has reported that it paid reasonable regard to the
factors enumerated in IC 36 -7 -4 -605 in consideration of the ordinance and determination of a
rcconunendation made to the Conmton Council;
WHEREAS. the Greencastle Plan Commission has certified this ordinance to the Conunon
Council with a recommendation by a majority vote in favor of adoption; and
WHEREAS. the Common Council has considered the recommendation of the Greencastle Plan
Commission and has paid reasonable regard to the factors enumerated in IC- 36 -7 -4 -603 before
acting on this ordinance:
0 1 WHEREAS, the Common Council has determined that this ordinance should be adopted without
amendment as certified b% the Greencastle Plan Commission.
Therefore,
BE IT ORDAINED AND ADOPTED BY THE COMMON COUNCIL OF THE CITY OF
GREENCASTLE, INDIANA:
SECTION I. DEFINITIONS
That the City of Greencastle Planning and Zoning Ordinance. Chapter 10, Section 10 -7 of the
City of Greencastle Code, is hereby amended by adding the following definitions:
TATTOO PARLOR
Any room or space where tattooing is performed or the business of tattooing is conducted.
Tattooing means the placement in human tissue of:: 1) any indelible design_ letter, scroll, figure,
symbol or other mark placed with the aid of needles or other instnunents, or 2) an design, letter scroll,
figure or symbol done by scarring upon or under the skin
BODY PIERCING SALON
Any room or space were the business of body piercing is conducted. Body piercing means the
creation of an opening in the body of a human being for the purpose of inserting jewchy or other
decoration. This includes. but is not limited to, piercing of an ear, lip, tongue, nose, or eyebrow.
Body piercing does not include piercing a ear with a disposable single -use stud or solid needle
that is applied using a mechanical device to force the needle or stud through the ear.
This definition does not apply to:
® (I) a medical facility licensed under Indiana laic: or
(2) an office or clinic of a person licensed be the Indiana State Board of Medical Examiners.
SECTION ll. Special Exception Use in C3— General Business District
That the Cite of Greencastle Planning and Zoning Ordinance, Chapter 10. Section 10 -106 of the
City of Greencastle Code, is herebti amended folio s:
(1) Section 10 -106:
"Tattoo Parlor" is added as a special exception use.
(2) Section 10 -106:
"Body Piercing Salon' is added as a special exception.
SECTION 111. Effective Date
This ordinance shall be in full force and effect from and after its passage and adoption
by the Common Council and approval by the Mayor of the City of Greencastle. Indiana.
So recommended by the Planning Commission this 24" day of January 2000.

amends Greencastle Planning and Zoning Ordinance, Chapter 10, .Section 10 -106 to add
"Tattoo Parlor" and "Body Piercing Salon " as special e ception ases in a C3— General
Business District
