RESOLUTION OPPOSING A SPECIAL TREATMENT
FACILITY IN WOODBRIDGE
WHEREAS, the State Department of Corrections is proposing to house a
special treatment unit for violent sexual predators in the Avenel Section of
the Township of Woodbridge (the "Township"); and
WHEREAS, the Borough of Carteret (the "Borough") is contiguous to
Avenel and would be similarly impacted by this proposal; and
WHEREAS, the Department of Corrections has not thoroughly addressed
the issues regarding the placement of this facility in the Township and its
impact on the quality of life for residents of the Borough and the
Township; and
WHEREAS, Avenel already houses the East Jersey State Prison as well
as the Adult Diagnostic Center; and
WHEREAS, a new facility would further adversely impact the area and
would result in a greater risk to the health, safety and welfare of the
residents of the Borough; and
WHEREAS, the Department of Corrections has clearly exhibited
disregard for the residents of the Borough and the Township.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council
of the Borough of Carteret, that the Mayor and Council vehemently
oppose the housing of a special treatment unit for sex offenders in the
Township of Woodbridge and urges the Department of Corrections to find
another location for the Facility.
BE IT FURTHER RESOVLED that certified copies of this Resolution
be forwarded to Governor Whitman; D.O.C. Commissioner Jack Terhune;
Carol Molnar, Chairperson, N.J. Capital Planning and Budgeting
Commission and Stephen R. Erlich, Chairman, N.J. Building Autimrity.
