Friday, January 28, 1955.
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in its office in the City Hall in said City,
Friday, January 28, 1955, at the hour of 8: 00 o' clock A.M. ( CST) . Mr.
Coleman presiding with' the following members being present: Mr. Hodgin
and Mr. Chambers. The following business was had, to--wit:
On motion duly made, seconded and carried, the minutes of the previous
meeting were dispensed with.
The Clerk presented proofs of publication printed in the Richmond
Pallaium-Item, a newspaper on the dates of January 4 and 11, 1955,
that a public hearing Would be held. on Assessment Roll No, 975-1953,
for sidewalk, curb and gutter on south. side of South "J" , curb and
gutter on north side of South "J" from South 13th to South 16th Street.
The proofs were ordered filed. •
All persons present who were interested were heard and no remonstrance
being filed or presented the Board now confirms Assessment Roll No.
975-1953. as adopted.
The Clerk presented proofs of publication printed in the Richmond
Palladium-Item, a newspaper on the dates of January 4 and 11, 1955
that a public hearing would be held on Assessment Roll No'. 981-1954,
• for a sanitary sewer on West Main from alley west of West 18th to
west corporation line. The proofs were ordered filed.
All persons present who were interested were heard and no remonstrance
being filed or presented. the Board now confirms Assessment Roll No.
981-1954 as adopted.
The Board approved the contract of the Raper Brothers that was sub-
mitted January 21, 1955 for three (3) new trucks for the Street De-
partment.
II The following letter was received from the Richmond Retail Merchants
Bureau, Inc. :

Dear Ather:
At our last meeting our board expressed unanimous
approval of the truck rerouting plan to put all throught
trucks through town on Richmond Avenue and North E St. ,
• instead of using Main Street as now. They were also
favorable to the manner outlined by Captain Juerling
• as to the use of the 9th Street overpass for trucks.
However they felt that other contemplated changes, •
aside from truck rerouting, should wait the results of
• that change so that we could. better tell what else was
needed.

Mr. James Romey presented the proposed route change
for trucks to the Board and will continue to be our re-
presentative on this matter.

The above was taken under advisement by the Board.
A petition signed by resident property owners abutting on South 10th
Street from South "M" to South "0" Street petitioning for a Sanitary
Sewer to serve said area. The above petition was referred to the

City Engineer to prepare plans and specifications. The City Engineer
stated that he had received this petition at an earlier date and now
hereby presents the following Improvment Resolution No. 994-1955:
IMPROVEMENT RESOLUTION NO. 994-1955
RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE'
CITY OF RICHMOND, INDIANA, that it is deemed necessary to
improve property abutting on South 10th Stteet, ' from South "M"
Street to South "0" Street by the construction of a sanitary
sewer in accordance with the plans, profile, details, drawings
and specifications now on file in the office of the City Civil
Engineer and such improvement is now ordered.
The cost of said improvement shall be assessed upon the
benefitted property owners all according to the method and
manner provided for in an Act of the General Assembly of the
State of Indiana, entitled, "An Act Concerning Municipal
Corporations" approved March 6, 1905, and in accordance with
and pursuant to the provisions of all amendatory and supplemental
acts thereto, passed by the General Assembly of' the State of
Indiana, Assessment, if deferred, are to be paid. in ten equal
installments, with interest at the rate of six (6%) percent,
per annum. A bond or bonds shall be issued to the contractor
oin payment for such work, unless the property owners pay said
assessment before said bond or bonds are issued. Under no
circumstances shall the City of Richmond, Indiana, be, or be held
responsible for any sum or sums, due from said property owner or
owners for said work, or for the collection of the same, or for
the payment of any bond, bonds, certificate or certificates,
issued to said contractor in payment for such work, except for
such moneys as shall have been actually received by said City •
from the assessments for such improvement, or such moneys as
said City, by said above entitled Act, required to pay. All
proceedings had, and work done in the making of said improve-
ment, assessment of property, collection of assessments and
issuance of bonds therefore, shall be as provided for in said
above entitled Act and amendments thereto.
The Board unanimously adopted Improvement Resolution No. 994-1955.
The Board unanimously adopted Assessment Roll No. 985-1954 (First
alley north of National Road West between Southwest 13th and South-
west 14th Street) .
On recommendation of Captain Juerling the Board approved the restrict-
ion of parking of cars on the. east side of Southwest 4th Street from
National Road south to the first alley.
A request was received for the installation of a fire hydrant in the
Richards' Court which was referred to the Fire Chief for his study
and recommendation.
Claims in the amount of $2, 438. 26 were allowed.

conded and carried, the meeting adjourned.
