The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City -Hall in said City, Friday, October 22, 1954, at the hour of 9: 00 o' clock A.M. (CST)-. Mr. Coleman presiding with the following members being present: Mr.. Hodgin and Mr. Chambers. The following business was had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with. II Mr. Edd Stegman appeared bef Ore the Board and requested that a one- hour parking zone be established on the north side of North "E" Street between the Don' s Dounut Shop and North 19th Street. This was re- ferred to Captain Juerling for his study and recommendations. A Mr. Snyder living in the 600 Block South 6th Street reported that employees of the Moto-Mower Co. was using South 6th Street to park upon when there is plenty of room in the Motor-Mower parking lot. This was referred to Captain Juerling for his study. On recommendation of Captain Juerling the Board approved the City Clerk of writing to the State Highway Commission requesting that "No Parking" be allowed any time on the north side of National Road West from S.W. 4th to S.W. 5th Street and also on the west side of S.W. 1st Street from West Main to National Road West. The Clerk presented proofs of publication printed in the Richmond Palladium-Item, a newspaper on the dates of October 5 and. 12, 1954 that bids would be received on this date for Improvement Resolution No, 990-1954 ( To improve the south side of N.W. "B" Street from N.W. 15th to N.W. 16th Street by the construction of concrete curb, gutter and sidewalk and the north side of N.W. "B" Street from N.W. 15th to N.W. 16th Street by the construction of curb and. gutter) . The proofs were ordered filed. No bids were received., The Clerk presented proofs of publication printed in the Richmond Palladium Item, a newspaper on the dates of October 5 and 12, 1954, that bids would be received for Improvement Resolution No. 992-1954 (To improve both sides of South 6th Street from S. "M" to S. "N" Street by construction of concrete curb, gutter and sidewalk on both sides thereof) . The proofs were ordered filed. The following bid was received, opened and read aloud: DeBolt Concrete Co. $5238. 00 City Engineer Estimate 5635. 00 Oh motion made by Hodgin seconded by Chambers and unanimously carried on toice vote the bid of the DeBolt Concrete Company was accepted. The Clerk presented proofs of publication printed in the Richmond Palladium-Item, a newspaper on the dates of October 11 and 18, 1954, that bids would be received for Improvement. Resolution No. 993-1954 ( To improve both sides of Ross Street from N.W. ' "H" Street to Vine Street by the construction of concrete curb and gutter on both sides of street thereof) . The proofs were ordered filed. No bids were received. The Police Chief requested that the City paint signs ..on'''the streets that II now include school zones, speed zones and traffic lanes in the City a5 they are now being deterioriated by the recent wear of cars traveling over them. The Street Commissioner reported that his present budget was not enough to include the labor necessary to carry out this pro- gram and he could not relinquish any of his present help he has doing the routine street work. After much discussion by the Board it was agreed to ask. Council with a prepared Ordinance to transfer the amount of money needed for the labor to do this work from this date until December 31, 1954. The Clerk was instructed to prepare an Ordinance for Council' s consideration after the Street Commissioner has determined how much money it will take to do the work. 60 The following curb cuts were allowed: 801 West Main for driveway 1842 N.W. ° C" for driveway On motion duly made seconded and. carried the request of the Gilcrest Automobile Company to use a loud. speaker in their parade on November 17, 1954 was denied. The Board authorized the installation of the street lights and proper street signs in the Hunt Addition. Claims in the amount of + 28,298. 75 were allowed.
