OFFICE OF THE BOARD OF PUBLIC WORKS
AND SAFETY, RICHMOND, INDIANA.
FRIDAY, OCTOBER 1, 1954.
The Board of Public Works and Safety- of the City of Richmond, Indiana,
met in regular session in its office in the City Hall in said City,
Friday, October 1, 1954 , at the hour of 9: 00 o' clock A.M. (CST) . Mr.
Coleman presiding with the following members being present: Mr. Hodgin
and Mr. Chambers. The following business was had, to-wit:
On motion duly made, seconded and carried, the minutes of the previous
meeting were dispensed with.
IIThe Clerk presented proofs of publications printed in the Richmond-
Palladium-Item, a newspaper on the dates of September 7-14 , 1954, that
a public hearing would be held on this date on Improvement Resolution
No. 990-1954. The proofs were ordered filed. After hearing all persons
present and considering two remonstrances, the Board now modifies
Improvement Resolution No. 990-1954 as follows: Curb, gutter and side-
walk on the south side of N.W. "B" Street from N.W. 15th Street to N.W.
16th Street and only curb and gutter on the north side of N.W. "B"
Street from N.W. 15th to N.W. 16th Street.
The Clerk presented proofs of publication printed in the Richmond
Palladium-Item, a newspaper on the dates of September 7-14, 1954, that
a public hearing would be held on this date on Improvement Resolution
No. 991-1954. The proofs were ordered filed. After. hearing all
persons present who desired to express themselves the Board deferred
action on said Improvement Resolution No. 991-1954 until October 8,
1954.
The Clerk presented proofs of publication printed in the Richmond
Palladium-Item, a newspaper on the dates of September 7-14, 1954, that
a public hearing would be held on Improvement Resolution No. 992-1954.
The proofs were ordered filed. After hearing all persons present and
no remonstrances being filed or received, the Board now confirms
Improvement Resolution No. 992-1954 as adopted.
The Clerk presented proofs of publication printed in the Richmond
Palladium-Item, a newspaper on, the--dates of September 9-16, 1954, that
a public hearing would beheld on this' date for Assessment Roll No.
973-1953. The proofs were ordered filed. After hearing all persons
present and no remonstrances being received or filed the Board now
confirms Assessment Roll No. 973-1954 -as adopted.
On recommendation of the Fire Chief, the Board approved the appointment
of William M. Meinsen as probationary -fireman as: of October 1, 1954.
The City Engineer presented a request of the installation 'of a water
line in Northwest "H" Street which was referred to the City Engineer
and Fire Chief for their study and recommendations.
Mr. John Harlan presented the following resolution from the Charles
School Parent-Teacher Organization:
RESOLTUION
WHEREAS, substantial numbers of grade school children
of the new Charles School district living in the East Main,
Henley Road, Ravinia Park and. adjacent areas must continue to
be transported to and from school by their parents, (all resi-
dents of Richmond) , or by others, or must walk about a mile and
II a half because of the failure of the City to open Southeast
Parkway, and
WHEREAS, the advantage of the location of this school,
to serve these areas, is lost because said street remains closed,
and
WHEREAS, the danger of injury to these children is
. greatly and unnecessarily increased because the children must
now travel a great distance on heavily travelled 'Main Street
or on South E Street via Henley Road, again due to the failure
of the city to open Southeast Parkway, and

- . - WHEREAS,- Said street, thewtitle to which has been owned
by the City of Richmond since 1941 and is dedicated to the free
use of the general public, would be available for use by these
children with little further work required by the city. NOW,
• THEREFORE, . •
BE IT RESOLVED, that the Charles School Parent-Teachers.
Organization does hereby request the Board of Works and Safety
of the City of Richmond to take prompt and immediate action to
open Southeast Parkway as promised long• ago to the residents
of these areas to the end that the advantages of the new
Charles School may be enjoyed by all patrons thereof, and
BE IT FURTHER RESOLVED, that a copy of this resolution be
forwarded to Mayor Lester Meadows, Member of the Board, of
Public Works and Safety, Board of School Trustees and that
copies be made available for the local press and radio.

I certify that the foregoing resolution was adopted by
unanimous vote of said Charles School Parent-Teachers Organi-
zation at a regular meeting held September 27, 1954 at said
Charles School.

The Board took the Resolution under advisement.
The Board granted permission to the Earlham College Student Body to
stage a parade Friday, October 22, 1954. •
Claims in the amount of $28,269. 68 were allowed.
There being no further business presented on motion duly made, se-
conded and carried, the meeting adjourned,
