FRIDAY, SEPTEMBER 17,. 1951;-
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in its office in the City Hall in said City,
Friday, September 17, 1954, at the hour of 9: 00 o' clock A.M. (CST) . Mr.
Coleman presiding with the following members being present: Mr. Hodgin
and Mr. Chambers. The following business was had, to-wit: .
On motion duly made, seconded and carried, the minutes of the previous
meeting were dispensed with.
The Board unanimously adopted Improvement. Resolution No. 993-1954..
IMPROVEMENT RESOLUTION NO. 993-1954
RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE
CITY OF RICHMOND, WAYNE COUNTY,. INDIANA, that it is deemed
necessary to improve both sides of Ross Street, from. Northwest
"H" Street to Vine Street by the construction of concrete curb
and gutter on both sides of street thereof in accordance with
the profile, details, drawing and specifications on file in the
office of the Board of Public Works and Safety 'of said City.,,
and such improvement is now ordered.
The cost of said improvement shall be assessed upon the
' real estate abutting on said improvement and on property abut-
tine on the streets and alleys intersecting the improvement
area, and property within 150 feet of the line of. said improve-
ment, and upon the City of Richmond, Indiana, if said city is
benefitted by said improvements, all according to the method
and manner provided- for in Act of the General Assembly of the
State of Indiana, entitled, "An Act Concerning Municipal
Corporations", approved March 6, 1905, and in .accordance with
and pursuant to all amendatory and supplemental acts thereto,
passed by the General Assembly of the State of Indiana. Assess-
ments, if deferred, are to be paid in ten equal installments,
with interest at the rate of six percent (6%) per annum. A
bond shall be issued to the contractor in payment of such work
unless the property owners pay said assessments before such
bonds are issued. Under no circumstances shall the City of
Richmond, Indiana, be, or be held responsible for any sum
or sums, due from said property owner or owners for said
work, or for the collection of the same, or for the. payment
of any bond, bonds, certificate or certificates, issued to
said contractor in payment for such work, except for moneys as
shall have been actually received by the city from the assess-
ments or moneys as said city is by said entitled Act required
to pay. All proceedings had, and work done in the making of
said improvement, assessment of property, collection of assess-
ments and issuance of bonds therefor, shall be as provided for
in s aid above entitled Act and amendments thereto.
On recommendation of the Fire Chief the Board approved the following
promotions: Harry Leavell from the rank of Regular Fireman to that of
Lieutenant and Russell Garrett from the rank of Lieutenant to Captain
as of September 16, 1954.
On recommendation of the Fire Chief the Board approved the appointment
of Robert VanMeter as Probationary Fireman as of September 16, 19514'.
The Chief of Police reported that he was going to attend the National
Police Chief ' s Convention to be held in New Orleans, Louisiana start-
ing September 24, 1954.
The Board advised the Clerk to write the owners of Mosey Drug Store
at South 5th and "E" Streets requesting that the sidewalk in front of
the parking lot on the .south side of said store be kept clean of
crushed stone.
On recommendation of Captain Juerling the Board approved painting the
curb yellow in front of the residence at 1615 South "J" Street ao that
big truck can make the turn into the alley entering the Johnson Sheet
Metal Company.

The Board approved the installation of stop signs at Southwest 3rd
and l'E° Streets making Southwest "E" Street the through street.
The Board allowed the following curb cuts:
739 South 6th Street for driveway
Claims in the amount of $6, 106.16 were allowed.
There being no further business presented on motion duly made, se-
conded and carried, the meeting adjourned.
