HomeMy Public PortalAbout08-20-1954 44 OFFICE OF THE BOARD OF PUBLIC WORKS AND SAFETY, RICHMOND, INDIANA. FRIDAY, AUGUST 20, 1954. The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in' its office in the City Hall in said City, Friday, August 20, 1954, at the hour of 9:00 o' clock A.M. (CDST) . Mr. Coleman presiding with the following members being present: Mr. Hodgin and Mr. Chambers. The following business was had, to-wit: On motion duly made, seconded and carried, the minutes of the previous meeting were dispensed with. The Clerk presented proofs of publications printed in the Richmond Palladium-Item a newspaper on July 26 and August 2, 1954, that a Public hearing would be held on Improvement Resolution No. 986-1954. The proofs were ordered filed. The Board heard all p"brsons present who were interested in Improve- ment Resolution No. 986-1954. A remonstrance was filed signed by 29 property owners. The Ptition showed 23 property owners. After a thorough study the Board now recinds Improvement Resolution No. 986- 1954. The Clerk presented proofs of Publication printed in the Richmond Palladium-Item a newspaper on July 26 and August 2, 1954, that a public hearing would be held on Improvement Resolution No. 987-1954. The proofs were ordered filed. The Board heard all persons interested in Improvement Resolution No. 987-1954. No remonstrance was filed or presented. The Board now confirms Improvement Resolution No. 987-1954. The Clerk presented proofs of Publication printed in the Richmond Palladium-Item a newspaper on July 26 and August 2•, 1954, that a public hearing would be held on Improvement ResolutionNo. 988-1954. The proofs were ordered filed. The Board heard all Persons present who were interested in Improve- ment Resolution No. 988-1954. No remonstrance being filed or presented the Board now confirms Improvement Resolution No. 988-1954. The Clerk presented proofs of publication printed in the Richmond Palladium-Item a newspaper on August 9 and 16, 1954, that bids would be received for labor and material required to do the work as provided for in Improvement Resolution No. 984-1954. The proofs were ordered filed. One bid was received that being the bid of the DeBolt Concrete Company in the sum of 83, 601. 50. The Engineer' s estimate was 43, 601.50. On motion duly made, seconded and carried, the contract was awarded to the DeBolt Concrete Company. The Clerk presented proofs of publication printed in the Richmond Palladium-Item a newspaper on August 9 and 16, 1954, that bids would be received for labor and material required to do the work as provided for in Improvement Resolution No. 985-1954. The proofs were ordered filed. There was only one bid received that being the bid of the DeBolt Con- crete Company in the sum of 43, 705. 63. The Engineer' s estimate was 3, 711. 65. On motion duly made, seconded and carried, the Board awarded the contract to the DeBolt Concrete Company. The Board unanimously adopted Improvement ResolutionNo. 989-1954: IMPROVEMENT RESOLUTION NO. 989-1954 RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, that it is deemed necessary to improve property abutting on West Main Street, from the alley west of West 18th Street to the west corporation line of the city by the construction of a sanitary sewer in accordance with the plans, profile , details, drawings and specifications now on file in the office of the City Civil Engineer and such improve- ment is now ordered. 4.5 The cost of said. Improvement shall be assessed upon the benefitted property owners all according to the method and manner provided for in an Act of the General Assembly of the State of Indiana, entitled, "An Act Concerning Municipal Corporations" approved March 6, 1905, and in accordance with and pursuant to the provisions of all amendatory and supple- mental acts thereto, passed by the General Assembly of the State of Indiana. Assessments, if deferred, are to be paid in ten equal installments, with interest at the rate of six ( 6%) percent, per annum. A bond or bonds shall be issued to the contractor in payment for such work, unless the property owners pay said assessment before said bond or bonds are issued. Under no circumstances shall the City of Richmond, Indiana, be, or be held responsible for any sum or sums, due from said property owner. or owners for said work, or for the collection of the same, or for the payment of any bond, bonds, certificate or certificates, issued to said contractor in pay- ment for such work, except for such moneys as shall have been actually received by s aid City from the assessments for such improvement, or such moneys as siad City, by said above en- titled Act, required to pay. All proceedings had, and work done in the making of said improvement, assessment of property, collection of assessments and issuance of bonds therefore, shall be as provided for in said above entitled Ace and amendments thereto. The following Resolution was received from the State Highway Commission and on motion duly made, seconded and carried, was to be made a record of in this meeting: RESOLUTION WHEREAS, under and by virtue of the Statutes of the State of Indiana relative to traffic regulation, the State Highway Department of Indiana has the authority and the duty to adopt and promulgate regulations in the. interest of the safety and convenience of the traveling public using the highways, in- cluding streets in cities and towns, under the control of said Department. Be it resolved that parking on U.S. 4o in Richmond be restricted as follows:NO PARKING AT ANY TIME on the south side of US 40 - SS between Southwest 5th Street and the first alley east of Southwest 4th Street in the City of Richmond. This resolution is supplemental to and amendatory of all previous resolutions restricting parking on state highways in Richmond. Walker, Secretary The Board approved the proposed street lighting layout in the Ravinia Park Second Addition as approved by the Light Plant Committee and ordered the same to be installed. The Board approved adequate street lighting be installed on Northwest 6th Street between Main and Pearl Streets. Claims in the amount of .$25,576. 91 were allowed.
