APPROVAL OF MINUTES Mr. Wolff made a motion to approve the minutes. Mr. Garbett seconded the motion. The minutes were approved. New Business I. Discuss variable parking rate structure island wide Mr. Garbett stated that Mr. Kelly has provided some suggestions and was here to discuss them, though no action would be taken today. Mr. Kelly presented a power point addressing pay and display from various cities, South Carolina and Florida. His presentation addressed varying parking rates and times. Mr. Kelly discussed parking on Tybee Island. Please refer to Exhibit A Mr. Garbett stated that Mr. Kelly had made some good points. Mr. Kelly discussed the possibility of a free shuttle service. The committee discussed the options and ideas of a shuttle service on Tybee. Ms. Schleicher said that a consideration for increasing rates at Nineteenth to $2.00 per hour. Ms. Schleicher said that rates could be changed across the board on the South end. She stated that a shuttle could be looked at during the next budget time. Mr. Kelly said that it could take as long as two years. The committee discussed raising the rates and the process with the meter company. Mr. Wolff suggested that discussions with businesses about running specials to bring business in to the area. Mr. Garbett said that he would like to see some studies to look at all the options and talk to some folks about the advantages of the trolley. Mr. Garbett discussed a study on changing rates, perhaps the MPC. Mr. Garbett stated that South end rates would be considered or recommended. Mr. Wolff made a motion to increase rates to $2.00 per hour from Fourteenth Street south , including meters on Butler. Mr. Garbett seconded the motion. The motion was approved. Ms. Schleicher stated that it would have to go to Council and would put it on the agend a for January. The committee discussed the methods for changing the meters difficulty with programming to change rates. II. ROW Parking at Lazaretto Creek-Review Attorney Tommy Branch’s Letter Mr. Branch’s letter is Exhibit B. Mr. Branch’s letter addresses the MRS Property. Ms. Schleicher explained that Mr. Cowart had asked some questions about parking in the Lazaretto Creek area and the MRS area. She stated that staff would rather not meter the area and use of staff time down there is questionable. Mr. Garbett stated that he thought that parking services’ time would be better spent on the South end rather than taking time to go to the Lazaretto Creek area with as few spaces as there are in that location. Ms. Schleicher stated that Mr. Branch has said that we should be careful about impermissible gratuity, i.e. Ms. Jolley’s property and Lovell Ave. Mr. Branch’s suggestion is decal or create neighborhood zones for parking. Lovell will have to be decal. Mr. Wolff made a motion to adjourn the meeting. Mrs. Garbett seconded. The meeting was adjourned.
