FRIDAY, JULY 23➢ 1954 The Board of Public Works and Safety of the City of Richmond, Indiana, met in regular session in its office in the City Hall in said City, Friday, July 23, , 1954, at the hour of 9:00 o' clock A.M. (CDST) . Mr. Coleman presiding with the following member being present: Mr Hodgin. Mr. Chambers being absent. The following business was had, to-wit: On motion duly made, seconded. and carried, the minutes of the previous meeting were dispensed with. The Board took no action on Improvement Resolution No. 982-1954. =The Engineer to establish the grades and report back to the Board next week. The Board unanimously adopted the following Improvement Resolutions: . IMPROVEMENT RESOLUTION NO,. 986-1954, RESOLVED BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA, that it is deemed neces- sary to improve both sides of South 4-th Street, from South "N" to South "Q" Streets by the construction of concrete curb, gutter and sidewalks on both sides thereof in accordance with the pro- file, details, drawing and specifications on file in the office of the Board of Public Works and Safety of said City, and such improvement is now ordered. The cost of said improvement shall be assessed upon the real estate abutting on said improvement and on property abutting on the streets and alley intersecting the improvement area, and on property within 150 feet of the line of said improvement,. and upon the City of Richmond, Indiana, if said city is benefitted by said improvements, all according to the method and manner pro- vided for in Act of the General Assembly of the State of Indiana, entitled, "An A'et Concerning Municipal Corporations" , approved March 6, 1905, and in accordance with and pursuant to all amenda- . tory and supplemental acts thereto, passed by the General Assembly of the State of Indiana. Assessments, if deferred, are to be Paid_ in ten equal installments, with interest a.t the rate of six percent ( 6%) per annum. A bond shall be issued to the' con- tractor in payment of such work, unless the property owners Pay said assessments before said bonds are issued. Under no circum- stances shall the City of Richmond., Indiana, be, or be held responsible for any sum or sums, due from said property owner or owners for said work, or for the collection of the same, or for the payment of any bond , bonds, certificate or certificates, issued to said contractor, in payment for, such work, except for moneys as shall have been actually received by the city from the : . assessments or moneys as said city is by said entitled Act re® quired to pay. All proceedings had, and work done in the making of said improvement, assessment of property, collection of • assessments and issuance of bonds therefor, shall be as provided for in said above entitled Act and amendments thereto. , IMPROVEMENT RESOLUTION NO, 987-1954 RESOLVED BY THE BOARD OF PUBLIC WORKS- AND SAFETY OF THE CITY OF RICHMOND, INDIANA, That it is deemed necessary to improve the alley between North "E" and Glen Court, from North 20th to . North 21st Street, by the construction of a concrete roadway the full width of said alley in accordance with the profile, details, drawings, and. specifications on file in the office of the Board of Public Works and Safety of said City; and such improvement is now ordered. The cost of said improvement shall be assessed upon the real estate abutting on said alley improvement and on property abut- tine on the streets or alleys intersecting the alley proposed to be improved, and on property within 150 feet of the line of the alley to be improved, and upon the City of Richmond, Indiana, if said City is benefitted by said improvement, all according to the method and manner provided for in Act of the General Assembly • 39 of the State of Indiana, entitled, "An Act Concerning Municipal Corporations, " approved March 6, 1905, and in accordance with and pursuant 'to all amendatory and supplemental acts, thereto, passed by the General Assembly of the State of Indiana. Assess- ments, if deferred, are to be Paid in ten equal installments, with interest at the rate of six per cent (6%) per annum. IMPROVEMENT RESOLUTION NO. . 988-1954- RESOLVED' BY THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA, That it is deemed necessary to improve both sides of Southwest "E" Street, from Abington Pike to College Avenue by the construction of concrete curb and gutter on both sides of the street where not already constructed in accordance will the profile, details, drawing and specifications on file in the office of the Board of Public Works and Safety of said City, and such improvement is now ordered. The cost of said improvement shall be assessed upon the II real estate abutting on said Improvement and on property abutt- ing on the streets and alleys intersecting the improvement area, and on property within 150 feet of the line of said improvement, and upon the City of Richmond, Indiana, if said city if benefitted by said improvements, all according to the method and manner provided for' in Act of the General Assembly of the State of Indiana, entitled, "An Act Concerning Municipal Corporations" , approved March 6, 1905, and in accordance with and pursuant to all amendatory and supplemental acts thereto, passed by the General Assembly of the State of Indiana. The Board unanimously confirmed Assessment Roll No. 974--1954 as adopted. On recommendation of the City Engineer the Board awarded the coal and fuel oil bids as follows: 40 COAL - Sam Jaffe Co. 10 tons Park Police © 811.03 per ton 3 " Deer Barn @ 11.03 " 50 " Park Greenhouse © 11. 73. Company, Inc. On recommendation of Captain Juerling the Board approved "No Parking" on the north side of North "I" from North 8th to North 10th Streets during the construction of the new over-pass on North 10th Street and "No Parking" on the West side of North '15th Street 50 feet both directions from the alley between North "F" and North "G" Streets. The Clerk presented proofs of publications printed in the Richmond Palladium-Item, a newspaper on July 6 and July 13, 1954, that sealed bids would be received on this date for Improvement Resolution No. 981- 1954. The Proofs were ordered filed. The following bid was received, opened and read aloud: DeBolt Concrete Company 81, 944. 92 City Engineer Estimate 1, 949. 00 On recommendation of the City Engineer the Board awarded the contract to the DeBolt Concrete Company. The Board allowed the following curb cut: 201 Main Street ( cut curb on South 2nd Street) for drive-in at side of above address. Claims in the amount of 837, 468. 39 were allowed.
