OFFICE OF THE BOARD OF PUBLIC WORKS
AND SAFETY, RICHMOND, INDIANA.
FRIDAY, APRIL 30, 1954.
The Board of Public Works and Safety of the City of Richmond, Indiana,
met in regular session in its office in the City Hall in said City,
Friday, April 30, 1954, at the hour of 9:00 o' clock A.M. (CDST) . Mr.
Coleman presiding with the following members being present: Mr. Hodgin
and Mr. Chambers. The following business was had, to-wit:
On motion duly made, seconded and carried, the minutes of the previous
meeting were dispensed with.
II A petition signed by owners of real estate on both sides of South 5th
Street, from South "N" to South "Q" Street requesting a resolution
providing for construction of concrete curb, gutter and sidewalk on
both sides thereof was presented.
On motion by Hodgin, seconded by Chambers and carried, the board
adopted Improvement Resolution No. 980-1954 , to improve both s ides of
South 5th Street, from South "N" to South "Q" Streets by construction
of concrete curb, gutter and sidewalks on both sides thereof in accord-
ance with the profile, details, drawing and specifications on file.
The board approved the following curb cuts: N.W. corner of North 9th
and "A" Streets for two entrances for filling station on both 9th
Street and "A" Street: 110 S.W. "D" : and 336 South 24th Street.
The board approved the request of the Exchange Club, sponser of King
Brothers Circus, to use Main Street for a parade on the 13th day of
May, 1954 : The Clerk to advise the State Highway of this action.
A letter received from Richard White, owner of property at the north-
east corner of North 8th and "B" Streets requesting something be done
about the parking problem in this area. This was referred to Ca.pt.
Juerling to investigate.
On recommendation of Capt. Juerling, the board approved painting the
curbs yellow one hundred feet from the intersection of North 19th and
"E" Streets. On the south side of "E" Street west of North 19th Street
and on the north side of "E" Street east of North 19th Street.
The following agreement was properly signed and requested to be made
a record thereof in this meeting.
AGREEMENT
THIS AGREEMENT MADE AND ENTERED. INTO by and between
the STATE OF INDIANA, through t he State Highway Department
of Indiana, and the City of Richmond, through its duly
authorized and undersigned officials hereinafter referred
to as the "City" witnesseth:
WHEREAS, the City has requested that signal equipment
be installed for the purpose of regulating traffic at the
intersections of 18th and Main, 22nd and Main, and 15th and
Main within said City, and
WHEREAS, the State Highway Department deems the regulation
of traffic by means of signal devices, as hereinafter desig-
nated, to be beneficial to traffic at said locations to the
extent of the cost of the materials and equipment.
II IT IS THEREFORE AGREED BY AND BETWEEN the State, through
said Department, and said City, that such traffic facilities
shall be installed under terms and conditions as follows:
(1) The City, with its own forces, in consideration
of the benefits to traffic using said intersections, shall
perform all work of installation of such facilities and the
State, through s aid Department, hereby grants said City per-
mission to enter upon said highway for the performance of
such work.
(2) That the work of installation to be performed by
the City shall be so performed in accordance with the rules
and regulations of the Department, and said work shall be so
performed under the supervision of and to the satisfaction of
the Department.

(3) The major electrical signal materials and major elect-
rical signal equipment required in said traffic signal in- •
stallation shall be furnished and paid. for by the State Highway
Department.
(4 ) On and after the completion of the work of installa-
tion, the signal devices so installed shall be the property of,
and subject to the control of the State, through said Depart-
ment, under rules and regulations of the Department and laws of
the State now in force or hereinafter enacted, and the main-
tenance of such equipment and signal facilities shall be at
the expense of the State, through said Department.
(5) The electric energy required to operate the signal
facilities shall be furnished by the City.
(6) The City shall begin installing the traffic signal
equipment not later than sixty ( 60) days after receiving the
plans and specifications from the Department for said signal
installations.
IN WITNESS WHEREOF the State of Indiana, through said De-
p artment, and the City, through its undersigned officials,
have hereunto affixed their signatures this 20th day of April,
1954.
